Cigarette cards were used as a stiffening when cigarettes were sold as separate or loose items. See reference.

Sturt St - Victorian Railways photo - mid 1920s with two ESCo trams in the view. Both trams have been fitted with windscreens. The rear of the card gives details of Ballarat and is No. 43 in a series of 100 card of the Australian Scenic Series.
