Benjamin Jackson Bartley was elected to the Indigo Road Board in 1871 and became the Chairman. Three years later when the Indigo Road Board became Chiltern Shire Mr Bartley became the first Shire President. This position he held for eight consecutive years and again in 1883-1884 and 1895. This is a recored time in office in Local Government. Mr Bartley commenced a cordial factory in Chiltern in 1859 and a Brewery in 1871. A gold framed rectangular photograph with paper backing. The order of service of the event at the MCG attended by the Queen on 25 February 1954. It was held by the ex-servicemen and ex-servicewomen of Victoria and the War Bereaved. Legacy played a part. A Legacy ward presented the Queen with a bouquet of flowers and the junior legatees performed for her by forming the letters 'E.R.' on the ground. This was organised by the instructors of the girls and boys classes including Miss Enez Domec Carre. It was the official commemorative document of the occasion. The Queen visited the MCG twice during her visit to Melbourne, once was this exservicemen rally when Legacy children attended, and a second time when it was for all school children. Pathe News footage of the ex-servicemen rally show a two legacy children presenting a posy (see photo above). An article in the Legacy Newsletter in July 1954 featured the event and says Beverley Emsley and Trevor Rees were the children presenting the bouquet and they were accompanied by an escort of: Cam Secombe, Gordon Spong, Dan Craig, Lawrence Challis, Tony Minogue, Elaine Turner, Marie Hunt, Margaret Paltridge, Glennis Foder, and Judith Bishop. The newspaper article for the children's rally said "Legacy wards Brenda Mutimer, 11, of Princes Hill Central school, presented a posy to the Queen and John Barker, 14, of Box Hill High school handed the Duke two Australian animal books for Prince Charles and Princess Anne." The commemorative booklet 'Our Invited Guests for the Opening of the First Parliament of the Commonwealth of Australia : An open directory of the guests invited to Melbourne, May 9th 1901' lists invitees from each Australian State. The Misses Dowling are not on this list, however the booklet does list The Hon Thomas Dowling MLC, and his "lady" from Camperdown as well as Edwin Percy Dowling esq, Shire Secretary of Camperdown. Perhaps the Misses Dowling were part of this family. While not invited to the opening of Parliament on the 9th, the guest list for later events may have been extended on other occasions.The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. The correspondent of the Argus on 10 May 1901 wrote: "The Parliament of the Commonwealth was opened yesterday by the Duke, of Cornwall and York, under a Commission signed by Queen Victoria and subsequently endorsed by King Edward VII. The ceremony was marked by the splendour and solemn impressiveness which befitted its historic importance. An immense assemblage of spectators, drawn mainly, of course, from this state, but in part also from each of the other federated states, and including representatives of other portions of the British Empire and of foreign powers, thronged the spacious, stately, and joyously decorated edifice. The picture was magnificent. It must have printed itself indelibly on the sensitive minds of the thousands of Australians who were privileged to behold it. We may assume that artists will reproduce it in worthy and imperishable forms, and that from generation to generation it will be familiar in the households of the Commonwealth. Our children's children, we may gladly say to-day, will not be ashamed of the function which inaugurated the self-governing rights of the southern British Nation. Nothing was omitted which could add to the grandeur and significance of the occasion. In a broad sense the proceedings were perfectly intelligible to the vast and sympathetic gathering, though the natural limits of a single human voice had to be accepted. The Queen lit the Eternal Flame as part of the ceremony. The design of the Forecourt was part of a competition that was run to find a suitable memorial. The Forecourt is cross shaped. The Cenotaph is 65 feet high and rises as a focal point to the Forecourt, it is balanced on the other side by three 70 foot high flagstaffs. The sculpture at the top of the Centoph is "carved in Footscray basalt. It represents six men in battle dress of the Navy, Army and Air Services, carrying a bier on which lies the figure of a dead comrade draped with the national flag. Its simple symbolism harmonises with the great shrine itself and sums up with dramatic power the whole message of the monument - the debt of the living to the dead, the eternal bond between the fallen and those who enjoy the fruits of their sacrifice." Also from the souvenir booklet: "In front of the Cenotaph, surrounded by a protective railing, the Eternal Flame which burns continually in its great bronze bowl. The eternal flame is an ancient symbol signifying at times the continuing spirit of a city, at others the constancy of man to an ideal, and again as they symbol of continuing faith."
