In 1973 it was decided too much money would have to be spent to restore Grampian House Guest House to its original glory after a clearing auction it was demolished by Bawalda Bros. from Horsham. The property was sold to Mr Gary West of Stawell and Mr Lyle Jamieson of Ararat who proposed to build a Tavern-bistro Conference Centre. This did not proceed and the property was auctioned on 14th July 1984 but was passed in a auction. It was later sold to a syndicate of Halls Gap businessmen, Mr. Keith Smith, Mr. John Ingram and Mr Arthur Mangle. Jane and Samuel Delley emigrated to Australia in 1857. By 1870 they and their young family had settled in the area at the entrance of the Fyans Valley and on the west of Fyans Creek. There they built a home and recognising the needs of passing travellers and timber-getters, they established Delley's Inn, providing food and refreshments to all in need.Timber dwelling with bark roof and two chimneys, one at either side of the house. In front stand four men and two women with two wagon drays in the foreground. The area is enclosed by picket fencing close to the house and a rough timber fence on the rear of the boundary. The Wattle Glen Picnic Ground was located in a paddock just west of the Wattle Glen railway station (between the station and the creek). It has now completely disappeared except for a dilapidated overgrown building on a rise across the track from the railway platform. This was the picnic ground's main pavilion, which for a short time (circa 1972-1974) also served as the Wattle Glen post office and general store. The picnic ground operated from circa 1925 until late 1974, its heyday being in the early 1970s. It was then managed by Ron and Barbara Kirkbride and was a thriving operation. The pavilion housed a substantial kiosk as well as toilets and showers. There were swings and slides for children, and there was an oval for cricket and football matches. Large group bookings became so popular that often the general public were excluded. This photo is believed to have been taken in about 1971. Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. This tester was used between 1950 and 1980's. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne) This meter is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This hand driven current generator produces 500 volts by winding the handle(on funnel curved side) to keep the voltage constant(one minute per test). The whole body is made from caste aluminium. One of the functions of this meter is to test the isolation resistance of any equipment being tested. This is to see if that equipment is safe to handle(no electrical shocks). The second function is to test the earth pin of any portable electrical equipment. The turn key on one side can direct which function is required(marked insulation or continuity). On the top side(enclosed in a glass fronted marked scale) is a continuity scale(top) and an insulation scale(bottom). This is covered , when not in use by "flip up" lid with manufacturer's details and name of the instrument. Opposite the winder are two screw tight knobs. One marked earth(left side) and one marked line(right side). On the top and next to the glass windowed scales in a post manufacture SEC Vic equipment equipment ID number.
