The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups. The building in the photograph is the former Shire of Bulla offices in the Bulla township. They were built in 1867 and the first meeting took place in the new building on 27th November 1867. Regular council meetings took place there until 1901 when some council meetings were held in the Mechanics Institute (now the Memorial Hall) in Sunbury. In 1963 permanent Shire Offices were built in Macedon Street in Sunbury. A non-digital coloured photograph with rounded corners of a double-fronted bluestone build with a slate roofing and a post and rail fence across the front of the property. -

A photo and two hand written notes about a former Legacy Girls' Class attendant in 1993. It appears there was a visit by a legatee and a legatee's wife to a former junior legatee, showing that people kept in contact with Legacy for a long time. The photo shows Florence Moore (nee Moll) and her husband Bert being visited by Legatee George Standish and Jane Sullivan, who was the wife of Legatee John Sullivan (President in 1991). The note with the photo says it was for the archive in 1993. The handwritten letter from the Moores says: Dear George (Standish), . . . Enclosed is the photo I promised to send you we are Bert and Florence Moore (nee Moll). . . We enjoyed the day very much and it was sad news to learn that Flo Kennedy (one of the original Legacy girls) had passed away. Regards, Bert and Florence. The building was built in 1863 by John Foord for his daughter and son-in-law, Roderick Killborn. It ceased to operate as a post office in 1942. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" The World War One Memorial Stained glass windows in the Barkly Street Uniting Church resulted from a request made in 1919 by the Barkly Street Young Men's Club to be given permission to raise money to pay for the project. The window was designed by Fisher Co. Pty Ltd, and was unveiled by a former army chaplain - either Rev. J.A. Gaunt or Rev. Bladen on the 14th March 1920. The total cost of the windows was 171 pounds 10 shillings. The church in the photograph is the former Methodist Church which is on the NW corner of Barkly and Harker Streets inn Sunbury. It was built on land donated by Thomas Woods at Lot 14 Barkly Street where in 1870 a small weatherboard building was built. In 1879 John Browning gifted land at 13 Barkly Street for the building of a new brick church on that site. The brick church continued to be a place of worship until the June 1977 when the Presbyterian, Methodist and Congregational churches came together and worshipped as the Uniting Church. St. Andrews Uniting Church have been the owners of this building since that time. Letters to Mr McDonald Head Teacher of Mt Pleasant State School informing him of the achievements of former students of his school. Students are Ron Horgan Form 2 who gained second in the Adam Lindsay Gordon Scholarship, Lenice Willis who topped the girls in Form 1 and Len Fox first in Form 1 boys. Both won scholarships. Margaret Paine was top of Form 2 Girls. They are a credit to your school. Also thank you for Six Pounds for scholarships. Leonard Fox and Lenice Willis worthy holders. Members of the Eltham District Historical Society transfer collection items from storage into their new home. Previously occupied by the Parks and Environment Department of Nillumbik Shire Council (L-R: Mark Gillham, Margaret Ball Vice President, Sue Law Immediate Past President, Harry Gilham President) Nillumbik Shire Council Commissioner Vin Heffernan (1996-97) worked with Harry Gilham to obtain use of the former Eltham Shire Parks and Gardens office at 728 Main Road for use by the Society. Harry as a younger man had played in the scrum for Heidelberg Football Club along with Vin's brother who was on the wing. Two bronze commemorative plaques on rocks, unveiled by Wurundjeri Tribe Council Elders, mark two eastern boundaries of the former Warrandyte Aboriginal Reserve on the north and south sides of the Yarra. This project was initiated by Nillumbik Reconciliation Group in close association with Reconciliation Manningham and the Wurundjeri Tribe Council, as a means of commemorating the last great corroboree of the Kulin Nation which was held at Pound Bend in March 1852. This plaque is on the Nillumbuk side of the Yarra, accessed via The Boulevard, North Warrandyte. The plaque is set on a rock approximately 50 metres before the turning circle at the end of The Boulevard. Plaque : Warrandyte Aboriginal Reserve This commemorative rock marks an eastern boundary of the former Warrandyte Aboriginal Reserve established in 1852. Centred on Pound Bend, it covered 1,908 acres on both sides of the Yarra River (Birrarung). That same year saw the last great gathering of the Kulin nation here in Wurundjeri country which was celebrated over two weeks with traditional performance and games. For a few years longer the reserve intermittently served as a ration station.With gold having been discovered at Warrandyte, the Wurundjeri were moved on again but ultimately secured a permanent home at Coranderrk, Healesville. A second commemorative plaque and rock is located on the opposite bank of the Yarra and its confluence with Stony Creek. Situated originally on the corner of the Dalton Street road reserve west of Main Road (now present-day Wingrove Park Trail), the former Jarrold Cottage (White Cloud) was purchased by Lena Skipper following Thekla Jarrold's death in 1943. It was built by William Jarrold in the early 1850s and was here that he married Hannah Coleman in 1856. The Bootmaker's shop was built by Thekla Jarrold in 1930 for use by her friend, John Clark, a local photographer who had boarded with the Jarrold family since about 1910. In 1930 he changed profession to a bootmaker and leather worker. The bluestone blocks were originally part of the bluestone lockup located behind the Police Residence and Courthouse. The stones at one stage formed an edging to a grass island at the intersection of Wattletree Road and Main Road and were painted white. When that intersection was reconstructed the stones were brought back to the former residence, occupied by the Shire Department of Parks and Environement where again they were used as edging for a newly constructed driveway put through from Main Road through where the original Police Station was sited. The stones now form part of the garden bed edging at the rear of the building. At some stage in 1989 a reproduction Police Station was built beside the residence as originally located, for the purpose of providing a lunch room for shire staff. A photo of three men, the two in uniform are former junior legatees that were helped to achieve admission to Southampton Naval College UK when they visited Legacy in 1964. These two outstanding junior legatees that were featured in the June 1957 newsletter. The article explains that Ron Rudd was a member of Footscray classes. And John Woodley had lived at Harelands. Both won entry to the greatest school of navigation at Southhampton UK, which lead to successful careers and were welcomed to Legacy luncheons when they were back in Australia. It is possible these two junior legatees had returned to Legacy in 1964 when this photo was taken. The man is the centre is Ivan Layton, Executive Officer of Legacy for 30 years. John Woodley's brother, Arthur, was also looked after by Legacy and in 1990 he wrote of his life and how Legacy helped him in a document (see item 00107).Many junior legatees enlisted in the services in the second World War. Some returned and joined Legacy as Legatees. Set of two reports regarding the difficulties of leasing the former MMTB head office building at 673 Bourke St following the move into the Little Collins Street building in 1936. .1 - Six page typed, part carbon copy, report (note the fist page has the carbon copy of another page in the report on the rear) Notes the extensive discussions with the Post Masters General Department, problems with discussions with the Board's agent, Mr. J. G. Membrey, possible sale of the building, issues within the PMG over leasing buildings, discussions with Bushell's Tea Company, lease to the RSL, then the RSSILA, through a Mr Bett, who then was in talks with the PMG to sub-lease the building, discussions with the Chairman, Mr. Cameron, which occurred. Situated at the eastern end of York Street, Eltham, 'Shinrone', the former home of Professor William (Mac) MacMahon Ball was one of the first in the Shire of Eltham to incorporate mud-brick. Professor MacMahon Ball, a political scientist, writer, broadcaster and diplomat and family moved to York Street, Eltham in 1945 into a timber cottage built around the 1890s and in poor repair. Mac asked Alistair Knox to renovate the home and he expanded the living area and added verandahs. In 1948 Montsalvat artist and sculptor Sonia Skipper supervised the building of most of the mud-brick studio. Neighbour Gordon Ford made the mud-bricks. Mac also asked John Harcourt, who had worked with him as a journalist in shortwave broadcasting, to build a pise (rammed earth) and stone addition to the largely timber house. Harcourt built two bedrooms - including an attic bedroom - a balcony with a shower and toilet, and a fireplace and chimney of local stone.
