Poster, Victorian Department of Health and Human Services, A number of Covid-19 Posters Produced by the Victorian Departent of Health and Human Services, 2021, 11/06/2021
On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long. The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. Victoria's "Second Wave" from Ballarat Courier, 05 August 2020 Wednesday, August 5: 725 cases, 15 deaths. Chiltern Pharmacy, now called Dow's Pharmacy, opened in 1859 at a time when the township of Chiltern was experiencing a second-wave gold rush that redistributed the balance of commercial and social activity in the region. David McEwan, father of Prime Minister John McEwan, was one of the first pharmacists practicing at the business. It was purchased in 1929 by pharmacist Hilda Dow who ran the business with her apprentice and husband, Roy Dow, until they closed the business in 1968. In 1988, after founding the North East branch of the National Trust, the Dows donated the premises with its entire fittings and stock. Some of the more than 4,000 items in stock at the time of closure in 1968 were present in the shop when the Dows took charge in 1929 and date to the late Nineteenth Century (around the time this image was taken). Hilda Dow (nee Grey) was born in 1897, the daughter of a police magistrate. She enrolled to study at the Victorian College of Pharmacy in 1919 and worked initially for Poynton's Pharmacy in Morwell before purchasing the Chiltern Pharmacy that was later named after her. She was a member of the Pharmaceutical Society of Victoria, a hospital committee and Board, the Red Cross and the Infant Welfare Association and held office for the Chiltern branch of the Country Women's Association. Her sister Helene Grey received an OBE for her work as Lady Superintendent of the Royal Melbourne Hospital. Although Hilda Dow was not Australia's first female pharmacist (this was Caroline Copp in 1880) the preservation of the pharmacy and the stories it presents sheds light on the general issue of recognition for female medical pioneers in Australia. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques. This image is significant as it provides insight into social and commercial infrastructure available in the North-East region of Victoria in the late Nineteenth and early Twentieth Centuries. The business pictured is also associated with a Prime Minister of Victoria and some of Victoria's first female medical and pharmaceutical practitioners. Thin translucent sheet of glass with a circular image printed on the front and framed in a black backing. Hollis Brothers were first recorded trading from 11 Weaman Row in 1840 but appear to have started trading a little earlier. The firm later became Isaac Hollis & Sons and claimed establishment from 1814. Richard & William Hollis were recorded trading in Bath Street Birmingham from 1814 to 1818 so it may be that the Hollis brothers were descended from them. The brothers were Isaac Hollis (1815) and Frederick Hollis (birth date unknown), but Frederick died 20 December 1839. Isaac was recorded in the 1841 census living in Weaman Row. He was a 25-year-old gun and pistol maker, married to Emma 1821. They had two children, Isaac (1837), and Henry (1839). After Frederick died, Isaac carried on trading under the name of Hollis Brothers until 1845 when he re-named the business Hollis Brothers & Co who traded up to 1848. In 1844 Isaac entered into a short term partnership with William Tranter at 10 & 11 Weaman Row, presumably to complete a particular contract or supply certain parts, this partnership lasted until 1849. In 1848 Isaac took in Isaac Brentnall Sheath as a partner, and the firm of Hollis & Sheath was established, expanding into 10 Weaman Row. Hollis & Sheath were licensed makers of percussion breech-loading guns. in 1861 the firm changed its name to Isaac Hollis & Sons on the departure of Isaac Brentnall Sheath. Isaac Sheath died in July 1875 By about 1870 Isaac Hollis and Henry Hollis had taken over the day to day running of the business. Isaac Hollis was responsible for the overall management and the marketing of the firm's products. Henry was responsible for manufacturing. The firm became volume producers of inexpensive trade guns and sporting guns for the South African and the British colonies. In 1870 the firm opened a shop at 44a Cannon Street in London; in 1871 this moved to 83 Cheapside. Isaac Hollis Jnr died October 1875 in Birmingham aged 37. He was never married and in 1876/1877 Henry registered a limited liability company, Isaac Hollis & Sons Ltd, but by 1879 they were again trading as Isaac Hollis & Sons. From 1879 the London shop was at 6 Great Winchester Street. From 1932 to 1933 the London business traded as Hollis, Bentley & Playfair Hollis, Bentley & Playfair finally closed in Birmingham in 1953.The shotgun is not in pristine condition and is not very significant historically or valuable, although made by a well known and respected manufacturer of firearms there are many better examples of Issac Hollis and Sons shotguns in collections and for sale. This particular example is of a standard pattern for utilitarian use of which many were made.Shotgun, double barrel, 12 gauge, with cleaning rod. Right barrel has been cut shorter and has sharp edges on the muzzle. Metal stock extension, cleaning rod comprising 3 pieces that screw together. Photograph, Muriel Pornitz (deceased), Quarry on site of Grovedale Road - James Street Park
The photo is of a painting of the dam formed on land between Grovedale Road and James Street, Surrey Hills. It was painted in 1927 by Miss Muriel Pornitz, an art teacher, who lived in Grovedale Road. The land had been part of Mr James Maling Snr’s property and in the 1880s clay was removed to build houses, including his own located on the corner of Weybridge and James Streets. Maling grazed cattle on this area and used it as a dam. The land was subsequently made into parkland, the quarry / dam having been filled in after several drownings had occurred in the 1920s/1930s. See also SHP94, another copy of the same. Muriel Hedwig Lucy Pornitz lived at 22 Grovedale Road, Surrey Hills. She was born c1894 in Balwyn; died in Kew on 1 December 1982. She was the daughter of Konrad Pornitz (1864-1903) and his wife Charlotte Richardson Gooderidge (1863-1942), known as Tottie, who married in 1890. Konrad Pornitz is listed in the 1892 directory as living in Edgevale Road, Kew and the business Pornitz and Ross at 291 & 293 Little Collins Street, importers and commission merchants. The 1896 directory gives the Kew address as 176 Edgevale Road, Kew, however the business Pornitz and Ross was dissolved on 1st day of October 1892, by mutual agreement. Legal notice advised that: Mr Pornitz will hereafter carry on the business on his own behalf at the same address, under the style "Pornitz and Ross". Muriel is buried in Box Hill Cemetery (B-086-0042) along with Ulrich Horst Holm Pornitz known as Horst or Bon (d 1957) and Edith Olga Pornitz (d 1951), her brother and sister. A further sibling (Konrad b 1891) died in infancy. He is buried with his mother in Boroondara (Kew) Cemetery - C/E A 0366. Konrad died at his home 'Yarran' in Lane Cove Road, North Sydney on 31 October 1903; reported in the Sydney Morning Herald. Buried Gore Hill Cemetery, St Leonards, North Sydney. Instrument - Compass and Housing, 1880-1900
This compass was used to determine directions using a free-moving magnetised needle, indicating north and south. W Hartmann was a compass maker located in Hamburg Germany some of his compasses are marked “Gehna” and “Nautica”. There is no information available regards W Hartmann, his successor in the business was “Georg Hechelmann” a marine instrument maker of which Gehna is an acronym of his name. In 1874 he patented an improved version of “Lord Kelvin Thomson’s” compass design of a paper rose with magnets hung on silk threads. It appears he worked in his shop from around 1878 until probably 1905. The company he founded "Gehna" is today a substantial international marine corporation and is still based in Hamburg. A rare example of an early binnacle and compass probably used on a sailing vessel. It is a significant item not only for it’s rarity but also because it demonstrates the progress of marine navigational instrument development in the late 19th century. The item was made by an early pioneer and innovator of marine navigation and instrument making. Compass and Housing; the brass housing, with side light box, insides a fluid dampening gimble compass. The maker is W Hermann/Georg Hechelmann, of Hamburg, Germany. The inscription ioncludes the number of the compass.Made by W Hartmann/Georg Hechelmann of Hamburg, No 7208flagstaff hill, warrnambool, shipwrecked-coast, flagstaff-hill, flagstaff-hill-maritime-museum, maritime-museum, shipwreck-coast, flagstaff-hill-maritime-village, compass and housing, w hartmann, binnacle, georg hechelmann, navigational instrument, ship compass -

Minutes Book, Melbourne illustrated & Victoria described, c.1885
This book was given to Henry Huntingdon Smith in 1918 by a grateful sister of a soldier killed in World War One. Private Percy Palmer was listed as coming from the Warrnambool area even though his enlistment place was given as Bannockburn. H.H.Smith (1857-1941) is an important figure in Warrnambool’s history. He had a bakery business at the corner of Lava and Fairy Streets. He was a Warrnambool Councillor and Mayor, a Hospital Committee member for 39 years, a Methodist church office-bearer and an active worker for the welfare of local returned soldiers. It was said that he greeted every returning soldier at the Warrnambool Railway Station. Mrs Sharpe was one of those who benefited from his solicitude and kindness. This is book is of antiquarian interest but more importantly it is a lovely memento of Henry Smith’s untiring concern for local soldiers returning from World War One and for their family members. This is a hard cover book of 38 pages. The cover is blue with gold lettering and gold ornamentation on the front and back covers. There are two sepia-coloured photographs of Melbourne at the front of the book and two blue stamps of the Warrnambool and District Historical Society at the front and the back of the book. The pages of the book have become detached from the binding. The inscription at the front of the book is handwritten in purple ink. ‘Melbourne, Aug. 28, 1918, To Mr H. Photograph- Paddy Fisher's truck at Tawonga, 13th Dec. 1969
The Hallford truck was made by J & E Hall, of Dartford, England, whose business commenced in 1785. In 1926 the Fisher family of Mongan's Bridge took delivery of the 1923 Hallford truck which was used on the farm to transport cream to the Kiewa Butter Factory in Tangambalanga. In 1967, the truck was sold to Mr Greg Bedstead and other members of the Kiewa Valley Historical Society for the KVHS who reimbursed them at a later date. The truck was housed at the Butter Factory for many years and was paraded on special occasions. Photograph shows truck parked outside the original Kiewa Valley Historical Museum which was located at Tawonga Caravan Park and was later relocated to its current location at the Mt Beauty Information Centre. This truck was used to transport cream to the Kiewa Butter Factory from the Fisher family's dairy farm at Mongan's Bridge. At other times a tyre was removed and a belt attached to run a chaff cutter. This truck has historical significance as it is presentative of vehicles which were used by farmers to transport cream to the butter factories by a local family. Furthermore, it has social significance as KVHS members combined their finances to purchase this truck so it would be part of our collection. It is well provenanced and has an excellent interpretive capacity.Black and white photograph of Paddy Fisher's truck on a flat bed truck, outside the original Kiewa Valley Historical MuseumSmall typed tag on back of photo 'Paddy fisher's truck taken at Tawonga Caravan Park 13th December, 1969'hallford truck, fisher family, kiewa valley farmers, mongan's bridge, cream truck -

Soda Sypon, John Fletcher/Ralph Reeves, J. F. Fletcher, Mid 20th century (contents of bottles)
These two soda syphons were used to dispense soda water. They are marked ‘J. Fletcher’ with one of the bottles having the extra label of ‘Reeves’. The bottles come from the cordial factory in Koroit Street, Warrnambool. John Fletcher worked as a young boy in Rowley’s cordial factory in Banyan Street, Warrnambool and then worked for John Davis who had established the Union Cordial Factory in Koroit Street in the 1860s. John Fletcher bought the Davis business in 1885 and operated this factory until 1930. He then sold to Ralph Reeves who initially used the Fletcher bottles and syphons. At least one of these syphons comes from the Koroit Street factory during the proprietorship of Ralph Reeves. These soda syphons are of interest as they come from a local Warrnambool cordial factory in Koroit Street. Cordial manufacturing was an important industry in Warrnambool for over100 years. These are two soda syphons made of glass with heavy round bases and ridged surfaces on the bottle bodies. The metal tops contain the pump and valve mechanisms and the inside of the bottles have glass tubes attached to the top mechanisms. The sides of the bottle have the Fletcher trade mark symbol of the stylized letters J and F, Both metal tops are corroded. Both bottles contain a small amount of liquid.‘J. Fletcher’ “J. This ledger is Volume One of a series of Copy Title Books that contain certificates of land titles from the Warrnambool district in the late 19th and early 20th centuries. It came from the former premises of the Warrnambool legal firm, Mackay Taylor. This firm originated in the 1890s when George Mackay established a legal practice in Kepler Street, Warrnambool. In 1893 he bought the legal business of James Fletcher, following the death of the latter and the practice became known as Fletcher and Mackay. In 1926 John Taylor became a partner with George Mackay (who died that year) and Mackay, Taylor and Co continued on until 1999 when the firm merged with Tait Solicitors and became Tait Taylor. In 2010 it was renamed Taits Legal. This ledger is of great importance as it contains early certificates of titles of land and property in the Warrnambool district. The information contained therein will be of significant importance to researchers of local history. This is a hard cover book of 200 pages with a mottled green cover and black binding. Tools, Saws, Early 20th century
These handsaws belonged to a Warrnambool furniture maker and dealer, Ernest Brighton Phillips (1875-1924). He learned cabinet making at the Warrnambool Box Works and established a furniture warehouse at the corner of Liebig and Koroit Streets in the late 1890s. By the early 20th century he had the largest furniture warehouse and factory in Victoria outside Melbourne and his furniture was sold all over Australia. He and his family lived at ‘Heatherlie’ in Koroit Street and today the site of this family home houses the retirement village complex known as ‘Heatherlie’. The makers of these saws was Robert Sorby of the Kangaroo Works in Sheffield, England. This business was established in 1928 and is one of the world’s premier manufacturers of specialist woodworking tools. These two tools are of some significance as they belonged to Ernest Phillips, a prominent businessman in Warrnambool at the end of the 19th and the beginning of the 20th centuries. These are also a good example of the type of tools used in the woodworking trade 100 years ago. These are two handsaws which belonged to Ernest Phillips. They have wooden handles attached to the blade by metal screws. One screw is missing on the larger saw. The blades are made of steel with serrated edges and they are inserted into a fold of steel along the top edge. The handles are well-worn and the blades are a little rusty. ‘Robt. In 1869, the Warrnambool Meat Preserving Company commenced their business on the site, where it operated until 1875 when it was sold to the directors of the Warrnambool Woollen Mill Company. After being destroyed by fire in 1882 it wasn’t until 1910 that the Warrnambool Chamber of Commerce was approached by Marcus Saltau and Peter McGennan to invest in a new mill. The original directors were James Dickson, P J McGennan, Robert Swinton, M Saltau, and J W Younger. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. The Mill site holds significance for Warrnambool as the site was one of the earliest industries established in the town. The Warrnambool Woollen Mill operated for close to 100 years and in that time forged a strong link with the people of Warrnambool. Domestic object - Chest of Drawers, British Imperial Oil Company Ltd, 1905-1927
This early 20th-century chest of drawers is unique. It was made from recycled timber kerosene boxes and metal tins. The case was made in South Australia between 1905 and 1927 by the British Imperial Oil Company Ltd, which was the first business to import bulk petroleum products into Australia. Before this, ships carried crates of kerosene as cargo. Items salvaged from the 1880 wreck of the vessel Eric the Red included kerosene boxes. Kerosene replaced plant and animal-based fuel, such as whale oil, for lighting in homes and for the lamps in lighthouses and on marine vessels. It was also used for cooking and heating and as engine fuel. The last kerosene-fueled lighthouse lamp was transferred to solar power in 1985. The chest of drawers is one-of-a-kind. The original uses for the components of the chest of drawers, the wooden box and metal tins were for containing and transporting kerosene. Kerosene was used from the late 19th century for fuel in lamps, heating, and cooling. Previously whale oil was used for the lamps in lighthouses. The company providing the kerosene was the first to import it into Australia in bulk quantities. The set of drawers is one of the many ways that inventive Australians were able to repurpose materials.Chest of drawers; wooden frame and rails, metal drawers with vertical metal handles. The frame has been constructed from the wooden panels of a vintage oil and kerosene box. The three drawers have been created from empty kerosene cans that were cut in half from top to bottom, some with the round opening closed over. Inscriptions from the original box and cams are stencilled on the top and base of the frame and impressed or painted on the metal cans. The frame has provision for a further drawer. The wooden case and metal tins were made in Australia.Top and base of frame; "THE BRITISH IMPERIAL OIL CO. LTD." Model, Model of the Munro Reaper, 1887
An example of good invention in an era of innovation in Australian manufacture and production. Levers raise the height of the cutter, disengaging the drive from the blades. The moveable blades under the fixed ‘fingers’. An eccentric rod changes circular motion to linear back and forth of the blades. Such a machine is now known as a mower for cutting grass for hay, and other grasses for storing as sheaves. 'Gift for Museum - The School of Mnes committee has accepted the offer from mr H.B. Functional object - Courier Bag, Government of Victoria, Late 19th to mid-20th centuries
The courier bag was once government property, as indicated by the broad arrow symbol. The flap has the name 'Boronia' - an area near Melbourne - overstamped with the town name 'Merino', and on the other side of the flap is the town 'Casterton'. Merino and Casterton are renowned for large sheep farming properties in Victoria's western district. Perhaps the courier bag was originally used between Melbourne and Boronia. During the late 19th and early-to-mid 20th centuries, a government-operated railway service was active in in the western district of Victoria. It served remote properties, including a line between Merino and Casterton. The train delivered mail, cash, supplies documents, business records and people between the sheep farm properties and the township of Casterton. This courier bag is an example of the connections and business between people in the remote areas of western Victoria. It was likely used by Victoria's railway system that transported people, goods, documents and cash between the districts of western Victoria.Courier bag; beige canvas rectangular bag with triangular black canvas flaps and a leather strap and buckle closure. This photo was taken by Victor Cattoni of Ingham in Queensland when he was in Melbourne on his honeymoon in 1953. The donor (his son) knew of no connection between his father and the Conlon family. Victor and his wife, Julia, travelled to Melbourne on the 'Mananda', which had been converted into a hospital ship in 1940. Victor was a motor mechanic and business man in Ingham and later a sugarcane farmer at nearby Abergowrie. Conlon's bread factory was located at 410-412 Canterbury Road on the corner of The Avenue. The site was purchased in 1927 by Michael Conlon and the factory built in 1928/1929. The original Conlon bakery was at 108 Union Road. This became to retail shop until the 1940s with the family involved in both the bakery and the shop. The photo is representative of the era when home deliveries by horse and cart were made by local traders including the baker, green grocer and dairy man. Equipment - Kastinger Boots 1950s
Kastinger Boots Founded by Hermann Kastinger, the company was based in Austria from 1909 to 1981 . After several bankruptcies and changes of ownership, the company Lemipan , based in Pirmasens , Germany , is the current licensee. In 1932, Max Kastinger took over the business from his father. In addition to double-stitched shoes, glued models were also produced for the first time. The decision to use this design laid the foundation for the inexpensive mass production of winter shoes. In 1953 the first successes were also achieved outside of Austria. Sales of the boots took off internationally and were greatly adapted and improved as ski technology also evolved. In 2009, the Kastinger brand celebrated its 100th anniversary. This image is significant because it documents changes in the design of ski boots over time.A pair of black leather lace-up boots with a white leather trim.Kastinger logo on outside of bootsski boots, kastinger boots, ski equipment 1950s
