Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Tulach Ard was the home of the McKenzie family, a long time local family, which was located at 13 Macs St, adjoining the Post Office. It is estimated that this occurred in the 1960's and it was not rebuilt. In photo 2 the lady in the lower right corner, beside the telephone box is Dawn Irvine.The McKenzie family were Peterborough pioneers and descendants still live in the area. ... 2013-09-07 ...Laughing Waters Walk, 7 Sep 2013 This Society excursion was a follow up to the Laughing Waters Story told to us by Jane Woollard at our Annual General Meeting in March 2013. It involved a walk commencing from the corner of Laughing Waters and Overbank Roads along Laughing Waters Road to its eastern end and returning partly over the same route - a total distance of about 2.5km. On the way we visited the two artist in residence properties, River Bend and Birrarung, to view the houses on them that are associated with Alistair Knox, Gordon Ford and others in the local mud brick and artistic community. We also able to walk around the derelict ruin which was once home to Gordon and Sue Ford, Boomerang House. An unexpected afternoon tea was offered to us by the artists in residence at Birrarung House and we had a brief opportunity to view inside the house. Gordon Ford and photographer Sue Winslow were married in 1965. They set up home in an old log cabin on the property Gordon had purchased in 1954 on Laughing Waters Road. Situated between the Yarra River and Overbank Road, Gordon had built a small mud-brick shack on the river and a pontoon. Over the decades the shack has been locally referred to as “the love shack”, the “rooting shack” or simply “Gordon’s shack”. Gordon and Sue commissioned local builder Graeme Rose to do a wattle and daub renovation and extension to the old log cabin on the north side of Laughing Waters Road. The work had only just been completed in 1965 when a bushfire swept through the area and destroyed the cabin. Gordon and Sue relocated to his property, Fulling, in Pitt Street, Eltham. In 1970 work started on a new house at the Laughing Waters property. Originally known as the Banana House, it is now known as Boomerang. Designed by Alistair Knox, the mud-brick house includes iron window grilles made by Matcham Skipper that puncture the curved mud walls. The grilles were made from ‘off-pressings’ from the Sidchrome tool works in Heidelberg. Gordon, Sue and family moved into the house in 1972. Their marriage fell apart and Sue moved to Sydney with the children around the same time Gordon commenced building Birrarung just below Boomerang on the Laughing Waters Road block. After the Fords moved out, Boomerang it was rented out to various share households of students, musicians, artists and environmentalists for twenty-four years. Gordon Ford sold Birrarung and Boomerang to Melbourne Water in 1999. The Laughing Waters Artist in Residence Program was developed as a partnership between Parks Victoria and Nillumbik Shire Council. Boomerang was deemed unfit for habitation so was used as a day studio only. By 2001 Boomerang was in a poor state of repair and by 2002 the last artist in residence was to use the house as a studio. Nillumbik Shire Council had been granted funds from the Melbourne Community Fund to restore both Boomerang and Birrarung but it was apparent in early 2003 that the funds would be insufficient to restore both houses. Boomerang was infested with termites which presented a risk to any occupants and so the decision was made to close Boomerang and concentrate funding on Birrarung. Boomerang was fenced off for safety and to prevent intrusion and remains ‘caged’ today (2023). However, it is readily apparent the property has been occupied by squatters over the years. By 2023 it was clear that the squatters had abandoned the property and sections of the roof structure have given away in some areas and collapsed internally. The Eighth Eltham Community Festival was held 16-17 October 1982. Although the Society’s parade entry did not win a prize this year, it was considered highly successful from a participation point of view. Despite some uncertainty as to just who was coming, members and friends kept appearing at the assembly area. As in the past years, members from the Victorian Folk Music Club brought their instruments along and really added to the occasion. This year concentrated on a rural theme with a tractor/trailer combination. Peter Bassett-Smith supplied the tractor for towing the float designed and assembled by Joh Ebeli on Dennis McKay’s trailer. The closing stages of the parade were marred by heavy rain. The cold driving rain provided a special problem for Peter Bassett-Smith in driving his tractor home to Kangaroo Ground as he had to choose between standing up to warm his hands on the exhaust and having his tractor seat flooded. This photograph was taken at the scene of the wreck of the HMAS Warrnambool J202 on September 13th 1947.The photographer has captured the crew in a lifeboat surrounded by sea. The lifeboat is approaching the HMAS Swan II. The HMAS Warrnambool J202 was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney in May 1941. The ship began service in Bass Strait in 1941. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. In 1995 a memorial plaque was erected in Warrnambool near the RSL. NOTE: The RAN built a second HMAS Warrnambool FCPB204, launched in 1981 and decommissioned in 2005. There was also a steam ship SS Warrnambool built in London 1892 and broken up in 1926. [A more detailed history can be found in our Collection Record 3477.] This photograph is significant for its association with the lifesaving rescue of the crew and the sinking Royal Australian Navy vessel, HMAS Warrnambool (J202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. The HMAS Warrnambool has - Local significance for being the namesake of the City of Warrnambool - Local significance, having docked in Warrnambool Harbour - Local significance, the crew having paraded in Timor Street, Warrnambool - State significance for its first patrol being in Bass Strait. - National significance, being present in Timor at the Japanese surrender - National significance, shown by the significance of the ship’s bell being curated as Military Heritage and Technology at the Australian War Memorial. - National significance as part of Australia’s defence force history, being one of only four Bathurst class corvettes lost while in Australian service, the only Bathurst class corvette lost after World War II, the only RAN vessel to be sunk by a mine, and associated with the last four Navy deaths of WWII Photograph of rescue of crew from H.M.A.S.
