Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. Robin Boyd developed a close friendship with the founder of the Bauhaus in Weimar Germany, Walter Gropius, who had moved to the USA in the 1930s. Through this connection, Boyd was invited to be the Massachusetts Institute of Technology (MIT) Bemis Professor at the School in the North American academic year 1956-7. Robin and Patricia Boyd, with their youngest daughter Suzy, were based in Cambridge, Massachusetts for the year. Boyd gave some lectures at MIT and he was also invited to give lectures at many other universities, allowing him to travel widely within the USA, especially on the East Coast. This gave him the opportunity to meet architects like Frank Lloyd Wright, Eero Saarinen, Paul Rudolph and many others, and visit the offices of Skidmore, Owings and Merrill, and places like Taliesin and the General Motors Technical Center Detroit. John Lundy-Clarke grew up in the Kalorama/Mt Dandenong area and later in life (1972-74) began to write a comprehensive history of the area working from an original settlement map in an effort to cover all areas. William Lucas , who came from England to visit Matthew Child in the late 1870s. He purchased land from Matthew and married his daughter Catherine. They developed their property as the sporting lodge 'Glenrivers'. Their daughter Dorothea was born in 1888. She was an accomplished horsewoman who married her cousin Charles Percival (Percy) Child in 1917. John Lundy-Clarke grew up in the Kalorama/Mt Dandenong area and later in life (1972-74) began to write a comprehensive history of the area working from an original settlement map in an effort to cover all areas. It was in the clearing on the left that John William (Willie) Richardson built a home for his wife Jeanie Green. It was called Mount Calvin. Jeanie was often ill and the family left the area seeking a warmer climate. They eventually settled in Brisbane. Willie sold the home and 60 acres around it to W. Rowse. Jeanie died in 1916. Taken c1913, this photograph gives a clear indication of where significant buildings were located in relation to one another. Barbers Road is running through the picture with the guest house 'Kia-Ora' , built by George Barber in the centre. High on the skyline on the left is the 'Mountjoy' guesthouse, indicating the location of The Gap, or FiveWays. The small 'boxy' house above 'Kia-Ora' is 'Iona' built by the Paynter family who also built 'Mountjoy'. The Jeeves property 'Kalorama' is to the right of 'Iona' and this is the area you now look to from the FiveWays Lookout. The man in the photo is wearing a trilby hat so is probably a Rose Series employee - a feature in many Rose Series postcards.Black and white photograph that is a copy of Rose Series Postcard # 156. Clint and Ted named in this photograph are Clint Rowse and Ted Rowse, two of the sons of W. Rowse. W Rowse purchased the house and 60 acres of land previously held by Willie Richardson when the Richardson family left the area in the early 1900s. Initially the Rowse family grew fruit and vegetables on the land but by the time W. Rowse died in 1936 they had shifted almost entirely to flower growing. The photograph is from he Ivy Child Album. Ivy May Child (1910 – 1989) was the daughter of Arthur Edward (Ted) Child (1878 – 1964) and Ethel May Madden (1888 – 1970). Ted Child was the son of Matthew Francis Child (1839 – 1933) and Martha Jeeves (1857 – 1926). He was the grandson of one of the early pioneers Francis Child. Ivy grew up on the family property on Childs Road and took many photographs. Most of these are glued into her photo album. The album covered the years from c1927 – 1932. Ivy married Henry William Burgess (1906 – 1968) in 1944. The photographs remain in their original state in the album with individual copies made.
