Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. A Management Team was established and consisted of one member from each sector - Schools, Branches, Program(Course) Coordinator, Student Representative Head of School (Director of VIOSH in this case). "Members will be selected (appointed) against criteria which will fall out of a "Position Description".This description will be directly linked to the University's and VIOSH Vision, Mission etc.". The Reverend Doug Dargaville, Anglican clergyman and former General Secretary of the Victorian Council of Churches from 1966 – 1982, and again for a time in 1995, passed away on 19 March 2013. "The death of Rev. Doug Dargaville at Bacchus Marsh in Victoria, Australia has been announced, and his funeral is to take place on March 28th. Doug was one of the great pioneers of the ecumenical and interfaith movements, especially in his role as executive secretary of the Victorian Council of Churches from 1966 to 1982. Perhaps more than anyone else, he laid the foundations for the organizational structure of the ecumenical movement here in Victoria and across Australia. A small man with a big vision, he brought his inclusive Anglican spirituality to the tasks at hand. With his retirement to the country town of Bacchus Marsh outside Melbourne with his beloved Lucy, his life’s work was not yet complete. He devoted three years of his life during the 2000s to being the general secretary of Religions for Peace Australia, and was always a strong supporter of the interfaith movement, not least during the Parliament of the World’s Religions, held in Melbourne in December, 2009. He was an efficient and prudent administrator, never seeking the limelight yet everything was done with an ironic and disarming humor and a certain impish and whole-hearted spirit. He was, in every sense of the word, a good man whose life was completely devoted to overcoming barriers and forging unity between the different churches and different faith traditions. We pray that he will find rest and eternal peace with the God whom he served so well and so faithfully for so long." Elizabeth WEBBER nee EDDY. c1851 - 1928, the daughter of James & ... EDDY was born in Cornwall cl 851. At the time of her marriage she was living at her father's home in Ballarat where James EDDY was a ginger beer manufacturer. Elizabeth, who was 21 years of age exchanged marriage vows with the Reverend Samuel Phelp WEBBER on 4th April 1871. The groom who had left Cornwall in April 1869, was 29 years of age.| The wedding rites, performed by the Rev. Richard WARREN, were those of the Bible Christian Church which at a later date combined with various branches of the Wesleyian to become at the end of the 19'h century, the Methodist Church of Australia.| During Samuel's ministry, he and his wife moved around Victoria - in the goldfields of Ballarat & Sandhurst, later named Bendigo; Horsham and Daylesford and a city parish in Fitzroy. He was also (sic) President Conference B.C.C.| Samuel died during the summer of 1897, on the 14th February, St| Valentine's Day.| It is thought by a family member that this couple had five children, three girls and two boys.| After his death, Elizabeth who was confined to a wheel chair lived with her children. While visiting a daughter in Adelaide she died on Christmas Eve 1928.| Elizabeth,' with a younger daughter made baby wear to augment their income. This daughter's daughter, Beryl married W. John Phyland It was during 1890 to 1918 that John Phyland, son of Irish immigrants, born in 1866, ran a 2000-acre sheep station. The property, Lake Vale, was south of Balranald, towards the Murray River town of Swan Hill. This would seem to be an unlikely location for a harness racing breeding operation, being more than 400km from Melbourne, where harness racing was centred on the Richmond track. But, undeterred by distance, Phyland purchased his first trotter in 1882 and proceeded to acquire expensive, high quality standardbred mares and stallions and embark on a venture that saw him: • Breed and race winners of major races including The Melbourne Thousand, Bendigo JC Handicap (raced almost continuously on the grass track at Epsom, Bendigo, from 1867 to 1946), Boort Cup and numerous races at the Melbourne metropolitan tracks at Richmond and Ascot; • Acquire Soultline Villa and training stables adjacent to the Royal Melbourne Showgrounds so he could race at metropolitan tracks; • Develop a large self-contained training facility (including resident blacksmith) and home at 19 Raleigh St, Essendon; • Become the chair of the Victorian Trotting Horse Owners and Breeders’ Association, which lobbied strenuously for night trotting in the 1930s; • Breed from imported and locally bred mares that left families that are still active today. Heaven Rocks, the Ballarat Cup, New Zealand Jewels three and four-year-winner, and 1:49.6 ($554,529) export to the US, is six generations on from the Phyland bred mare Dusky Ribbons; • Saw the start of the training career of colourful and controversial Cedric (Ced) McLean, Phyland’s son-in-law, with a mare left when Phyland died.Blue with yellow starsbalranald, trotting, phyland, richmond trotting -

This photograph is taken in Footscray Centre and Sister Ellen Anderson is the Supervisor of this Centre. Mrs. Hogan is the Clerical Officer working at Footscray and discusses any phone calls received with Sister Anderson.Gradually over the years, Melbourne District Nursing Service (MDNS), later known as Royal District Nursing Service (RDNS), from 1966 when they received Royal patronage, opened Centres throughout the Melbourne Metropolitan area. Their trained nurses (Sisters) left from these Centres each morning to carry out their nursing visits in a specific area, taking any sterilized equipment needed with them. They returned at the end of the day to write up their patients nursing histories, clean and reset any equipment used ready for sterilization, and contact other medical and community personal as necessary. Most of the RDNS cars were housed at each Centre, only a few being driven home by a Sister. Equipment - Breeches Buoy and Traveller Block, 1860s to 1950s
The breeches buoy and traveller block are part of the beach rescue apparatus used by lifesaving crew overseas and in Australia in the 1860s to 1960s. The breeches buoy (or chair bucket or petticoat breeches) were invented by Lieutenant Kisbee by the 1850s. It looks like a pair of canvas shorts with a cork lifebuoy ring attached around the top. The set-up works similar way to a zip wire and allows for two-way travel. Saving lives in Warrnambool – The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The first use of a lifesaving rocket rescue system is often credited to Captain Manby and his invention of a life mortar, first used in 1808 to fire a line onto a ship to rescue lives. Henry Trengrouse’s invention of 1820 was the first to use a sky rocket’s power to throw a line, and his invention included a chair for carrying the shipwrecked victims to shore. In 1832 John Dennett invented a rocket specifically for shore to ship rescue. It had an iron case and an 8 foot pole attached and could shoot the line as far as 250 yards (about 230 metres). From the 1860s the rocket rescue apparatus was in use. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Schermuly invented the line-throwing pistol around 1920, which used a small cartridge to fire the rocket. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. The British Board of Trade published instructions in 1850 for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. A tally board was then sent out with instructions in four languages. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the buoy to and from the vessel, rescuing the stranded crew one at a time. The rocket system could also be used from one ship to another. This item is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Breeches buoy and traveller lock; white canvas breeches (shorts) with lifebuoy ring attached to its waistband, with ropes for attaching it to the traveller block. Wooden traveller block has double brass inline sheaves and brass rollers on each cheek of the block, and each shell is scored for the strop. The thimble attached to the strop has a wooden slat for quick release of the breeches buoy. The ropes comprise of two equal lengths of rope that have been bunched together to form two loops, then bound together just below the loops, while the four hanging ends are looped around the lifebuoy, equally spaced, with each end finished in an eye-splice. This photograph shows Royal District Nursing Service (RDNS) Sister (Sr.) Moira Coates doing Liaison work at St. Vincent's Hospital in Melbourne. Miss C. Healy is St. Vincent's Home Care Supervisor and she and Sr. Coates are discussing plans with Miss E. Monks for the future care she requires following her discharge from hospital. Sr. Coates is wearing the RDNS uniform of a royal blue dress with white piping around the peaks of the collar. An RDNS logo is on its upper left. She is wearing a darker blue jacket.Liaison had occurred between Doctors and the the Trained nurses (Nurses) of the Melbourne District Nursing Society (MDNS), from its inception in 1885. This increased when Midwifery was introduced in August 1893 with close liaising with the Women’s Hospital. As District nursing grew it was recognized that closer liaising between many Public Hospitals would be beneficial, for not only the MDNS, later called Royal District Nursing Service (RDNS), Trained nurses (Sisters), but also for the patients and the hospitals. In August 1964 a Liaison Officer commenced at the Alfred Hospital. This soon increased to Liaison Officers working full time at several Public Hospitals. They facilitated the smooth transition from hospital to home for many patients who required ongoing nursing care. Liaison Sisters regularly attended discharge planning meetings, interviewed prospective patients, co-ordinated discharge and booked the first visit by the visiting RDNS Sister. At the time of a patient’s discharge, the Liaison Sister forwarded information on their diagnosis and instructions regarding the care required at home to the appropriate RDNS Centre, and in turn the attending District Sister wrote a report of progress and any queries to the Hospital Doctor, via the Liaison Sister, at the time the patient was attending outpatients. Any new instructions were then sent back to the District Sister. Liaising also occurred between District Sisters and Doctors when patients were referred by General Practitioners and did not attend a hospital.In the left foreground of this black and white photograph is Miss C. The Crofton Hatsell Room at Federation University Gippsland Campus is name after former Council member Crofton Hatsell. During his time on Council he played a creative and important leadership role in advancing tertiary education in Gippsland. Hatsell served as President of the Council of the Gippsland Institute of Advanced Education, Chair of the Advisory Council of Monash University College Gippsland and Monash University Gippsland Campus, and was a member of the Council of Monash University. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. The name Federation University Australia was chosen to convey the scope and capacity of an expanded regional university with a federated network of campuses. Ross Milne grew up on his family's tobacco property in Myrtleford, and began skiing at Falls Creek at an early age. He was taught by Austrian Sigi Haberzettl, who was chief coach at Falls Creek for 17 years. Ross went on to win the North-Eastern District Ski Association (NEDSA) Junior Championships for three consecutive years. In 1961 Ross was a member of the Australian team which competed against New Zealand in the Inter-Dominion Championships. In 1963, he won the Downhill and Alpine Combined title at the Australian Championships, while placing second in the Grand Slalom event. Ross was selected in the Australian team that participated in the 1964 Olympic Winter Games at Innsbruck, Austria. A few days before the opening of the Games, on 25th January 1964, he tragically lost his life when he crashed into a tree during a training run for the Men's Downhill. He was only 19 years of age. The construction of the Ross Milne Memorial Ski Jump was first discussed and built between 1964 and 1966. It was located at the top of Gully, Site 99, heading down the gully and ending with a run out onto Falls Creek Road. The Jump was constructed by the Nordic Committee of the Victorian Ski Association. Problems plagued the construction of the Jump and continued until 1974 when it was deemed unsafe. Problems such as construction methods and materials, snow loading and soil foundations and footings were some of the issues which the VSA Nordic Committee faced. On top of this there was discontent with Resort Management and the Lift Company of the day with respect to safety of the Ski Jump and its effect on adjoining chair lifts if an emergency should occur. The cost of reconstruction was prohibitive and an order was given that the SkiJump was not to be used during the 1974 ski season. The Jump was dismantled not long after.These items are significant as they document the development of a memorial to an Australian Olympic Skier, Ross Milne.A collection of documents and photographs documenting the construction of the Ross Milne Memorial Ski Jump built at Falls Creek in 1966. Fern gullies around Jehosaphat Gully Covered under National Estate. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p125 The magnificent Kinglake National Park, fringing Nillumbik’s north, is the largest national park close to Melbourne. Thanks to the vision and hard work of a band of local people, the park was created from what was rapidly becoming degraded land. Seeing a threat to Kinglake’s indigenous flora and fauna, several prominent local people campaigned for a national park, which was established in 1928.1 Since then, the park has grown through donations and acquisitions of land, from around 13,800 acres of land (5585ha) to 22,360 hectares. The Sugarloaf and Everard Blocks – of almost 8000 hectares – stand in Nillumbik and the park extends into Mitchell and Murrundindi Shires and the City of Whittlesea. Mt Everard commemorates William Hugh Everard, State member for Evelyn when the park was established. Before 1928, European settlers had degraded the Kinglake area, which was named after the celebrated English author and lawyer, Alexander William Kinglake. Remains of gold shafts and diggings in the park are reminders of Kinglake’s first settlers, who hoped to strike it rich at the gold diggings. But like other gold fields in this shire, they proved not very lucrative and soon timber cutting replaced mining in importance. However, before long, the accessible timber supply ran out, so in the 1920s agriculture took over – particularly potatoes and berry fruits – which involved large-scale clearing.2 The park’s instigator was retired Melbourne University Professor of Music, William Laver.3 As chair of the Kinglake Progress Association he began negotiations to have crown lands on the southern scarp of the Great Dividing Range reserved as a national park. Even before the park was proclaimed, from 1927, KPA members cut tracks to the major scenic points. Professor Laver was one of several people who gave land for the park, donating around 50 acres (20ha), including the Jehosaphat Gully.4 Laver chaired the park’s first Committee of Management, which raised money to employ a ranger and provide facilities, including tracks and roads for fire protection vehicles, toilets and shelters. The committee charged fees for firewood collection, some grazing of livestock, and visitor entrance, and obtained small State Government and Eltham Shire grants. In 1957 the State Government provided revenue for national parks. Then, in 1975, the State Government took over the management and the Committee of Management became an advisory committee, which disbanded in 1978. Originally, the park covered crown land in the Shires of Eltham and Whittlesea; then Wombelano Falls in Yea and other areas were added. In 1970 the park extended into the Shires of Eltham, Healesville, Whittlesea and Yea.5 Bush fires have been an ongoing problem. In 1939 hundreds of eucalypts and acacias had to be sown around the Jehosaphat Gully to rejuvenate the forest. To manage bushfires, the Committee of Management, then the State Government, worked closely with the Forestry Commission, shire councils and local fire brigades. Early national parks focussed on recreation. But by the 1980s, conservation, education and scientific research became more important, playing a vital role in preserving representative samples of the natural environment. Each year many thousands of people use the park’s extensive network of walking tracks amongst the protected plant and animal life as well as camping, cycling and horse riding. The park, along the slopes of the Great Dividing Range, has lookouts revealing magnificent views of the Melbourne skyline, Port Phillip Bay, the Yarra Valley and the You Yangs. Vegetation in the Masons Falls area includes messmate forest, Austral grass-trees, ferns and Hazel Pomaderris. In spring, orchids, lilies, everlasting daisies, correas, grevillea and heath appear. Around Jehosaphat Gully are wet and dry forest, fern gullies and banksia. Animal life includes wallabies, kangaroos, koalas, echidnas, possums, gliders and bandicoots. Male lyrebirds can be heard mimicking in the Jehosaphat Gully, particularly in the Everard Block in winter.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Peter Grant - Right hand opening batsman. Five premierships in 3 decades of playing (1950s, 1960s and 1970s). 2. Darren Croft - Darren (Crofty) was a right hand opening batsman. He is a dual premiership player and been the clubs captain and coach. He made a century in a gutsy partnership to win the 1993-94 Grand Final. 3. Terry Sacristani - Right hand upper order batsman. Won five batting trophies and four prestigious Neville Jacobs trophies. Playing from 1979 - 1990. 4. Tom Cullen (Vice Captain) - The most talented batsman to represent the club. He was a captain-coach. He scored a triple century to win the Under 16 premiership. Tom played district cricket for Fitzroy and was selected to play Sheffield Shield for Victoria. Tom captained-coached Box Hill in the sub-districts and returned to Blackburn in 1987-88 until 1994-95 where he won one 1st XI premiership. Because of the nature and length of the ceremony, it is not considered a suitable occasion for children under the age of six. Due to the large number of recipients on this occasion, it will not be possible for requests for additional guests to be met. Recipients and their guests will gain access to Government House by presenting their Entrée Cards at the Main Gate and on entering the Ballroom. Car parking space is available within the grounds. A ramp for wheel chair access is adjacent to the Ballroom Entrance. Recipients using wheelchairs are requested to advise us accordingly. Recipients and those accompanying them should arrive at the Ballroom Entrance of Government House at 10.00a.m. The dress for recipients is uniform, where appropriate, or lounge suit/day dress. Service personnel should consult their respective headquarters on dress. (Medals are not to be worn). Relatives and friends are requested to remain seated and not to applaud until the end of the ceremony. Recipients will be directed to the State Dining Room where they will remain until they receive their award from the Governor in the Ballroom. We suggest that personal items (bags, coats, etc) be left with a family member or left with a member of staff in the cloak room at the entrance to the Ballroom. Private photographs and videos may not be taken during the ceremony, but are permitted at other times. The media and an Official Photographer will be present on this occasion. Contact details for the Official Photographer will be included in the Investiture Booklet available on the day. At the conclusion of the Investiture, recipients and their guests are invited to join the Governor and Mrs Chernov for refreshments in the State Apartments. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. A spokeshave is a tool used to shape and smooth wooden rods and shafts - often for use as wheel spokes, chair legs . Spokeshaves can be made from flat-bottom, concave, or convex soles, depending on the type of job to be performed. Spokeshaves can include one or more sharpened notches along which the wooden shaft is pulled in order to shave it down to the proper diameter. Historically, spokeshave blades were made of metal, whilst the body and handles were wood. An early design consisted of a metal blade with a pair of tangs to which the wooden handles were attached. Like a plane, spokeshaves typically have a sole plate that fixes the angle of the blade relative to the surface being worked. By the twentieth century metal handles and detachable blades had become the most common. Preston Tools was an English tool making company also known as E.P. Tools and Edward Preston Tools. Edward Preston Sr. (1805-1883) was first listed as a plane maker at 77 Lichfield Street in the 1833 Birmingham Directory but it is believed he may have started business there as early as 1825. Around 1850 his son, Edward Preston Jr. (1835-1908) left school to join his father's business and he later started up his own "wood and brass spirit level manufactory" at 97-1/2 Lichfield Street by 1864. By 1866 Edward Jr. had added planes, routers, joiners, coach, gun, cabinet and carpenters tools to his line, and the following year he moved his shop from his father's address and relocated to 26 Newton Street, before moving again to a much larger premises at 22-24 Whittall Street. This later became the office and factory of Edward Preston and Sons, who were forced to liquidate in 1934, due mainly to the Great Depression and mismanagement of the company. The plane making concern was sold to the Sheffield firm of C. & J. AMF Operational Ration This ration pack was developed by Sir Stanton Hicks. It contained three meals, each waterproofed (a vital consideration for the tropics), which offered a balanced selection of meat, vegetables, fruit and vitamin supplements. Before the development of this ration pack, Australian soldiers were supplied with quantities of preserved food that were difficult for a man to carry and divide, and which often did not provide a nourishing diet. Sir Cedric Stanton Hicks (1892-1976), university professor and army catering officer, was born on 2 June 1892 at Mosgiel, New Zealand. University of Otago (B.Sc., N.Z., 1914; M.Sc. Hons, 1915; M.B., Ch.B., 1923) 1916-18 Hicks served as a non-commissioned officer in the New Zealand Expeditionary Force and he assisted Professor J. K. H. Inglis in the synthesis and production of Chloramine-T for use against meningitis among the troops. Hicks was appointed government analyst in 1918. On a Fellowship 1923, he travelled to England and studied at Trinity College, Cambridge (Ph.D., 1926) and caried out research in Switzerland, Germany and the United States of America. 1927 he was appointed to the new chair of physiology and pharmacology at Adelaide University, which he was to hold until 1957. During the Depression he studied the dietary patterns of five hundred families receiving relief. 1940 Hicks was appointed temporary captain, Australian Military Forces, and performed part-time duty as catering supervisor. Moved to Melbourne as chief inspector of catering, he began a campaign for applying scientific principles to the feeding of troops. 1943 the Australian Army Catering Corps was formed. Hicks altered the basis of the allowance for military rations from a monetary to a nutrient entitlement, improved the pay and promotion opportunities of cooks, established schools of cooking and catering, devised new methods for preparing food, supported the service's adoption of the Wiles steam-cooker, and designed jungle-patrol, emergency and air-drop rations. His 'Who Called the Cook a Bastard?' These meetings were held at the Kooyong office and the minutes include Present, Chair, Apologies, Minutes, Matter arising from minutes, Correspondence, Life governors, Election of members, Nominations, Reports from Regional Blind Members groups, White Cane Day October 15th promoted. Some highlights include: 3/12/1982 the film, 'A world that is dark', which was made by AFB for television release is now available on video. 31/8/1984 the Blind members' brochure includes sections titled 'Yesterday, Today and Tomorrow' which outlines the history, present position and the aims for the future of the AFB, 'Information about Blind Members' and Blind Members' Council', List of AFB homes and centres' and 'An invitation from Bryan Sitlington to be a Blind Member accompanied by an application form. It will be available to all visually impaired people, their family and friends, AFB staff and suitable for distribution at doctor's surgeries. 14/12/1984 it was reported 29 new Blind members were elected at the September meeting and the 1,000th member was among them. 8/6/1984 Mr John Blanch reported that the General Committee had approved, although rather reluctantly, Mr John Wilson's resignation and had appoint Mr John Cook as his successor. 13/9/1985 Mr John Blanch reported that following Mr Pat Lightfoot's resignation he had contacted Mr John Wicking to offer him the position of sighted representative on Blind Members' Council. John Wicking had been approached for role on the BMC however he was unable to attend Fridays. It was moved to move the meetings to the last Monday of the Month, after approaching John Wicking again. Council members agreed that if John Wicking took the position it would be good as would have been held by Pat Lightfoot and John Wicking, both past Presidents of AFB. Mrs Margaret Canavan and Mr Alan Cooper had been selected to attend a garden party at Government House with Her Majesty the Queen and His Royal Highness the Duke of Edinburg on Thursday March 6. Alfred Patrick Armstrong was born in England in 1825 and was employed under the renowned Isambard Kingdom Brunel as a civil engineer during the construction of the Great Western Railway and the South Wales Railway. He came to Melbourne in 1852 and purchased property in Eltham. He became a mining surveyor and was Inspector of Mines and the Mining Registrar for the St Andrews Division of the Castlemaine Mining District. In 1855, he chaired a meeting calling for a bridge to be erected across the Yarra River between Eltham and Temple Stow. He was registered as an innkeeper in 1858, was a recognised collector of the £110 raised for the building of the first building of State School No. 209 (Eltham Primary) and was a Trustee for the Church of England site on the Eltham Cemetery Trust in 1860. He was elected to the Eltham District Road Board (forerunner of Eltham Shire Council) from 1867 to 1871 and then served as an Eltham Shire Councillor from 1871 to 1878 (including Shire President in 1873). Margaret Armstrong to whom he was married in 1854 at St Pauls Church, Melbourne, died on the 27th March 1887. Alfred died in 1893, having been in ill health for some time, and is buried in Eltham Cemetery with his wife Margaret. The monument features a tall pillar capped with a draped urn: a symbol of death. "A meeting for the purpose of considering the best means of estabishing an Institution of this kind, at the above place was held at the Ship Inn on Monday evening. Charles Ferguson, Esq, being voted to the Chair, briefly stated the intention of the present meeting, and that all must concur as to the necessity of founding same Institution for the relief of the numerous cases daily occuring in this port, amongst so great a number of ships, large at present but small in comparison to what may be expected in a short time. For the last five months ending May 31st, five hundred and eleven vessels en-tered Hobson's Bay, amounting to a tonnage of ninety-five thousand three hundred and seventy-two tons, which, in tho same proportion for twelve months, would give two hundred thousand tons annually and, calculating four men for each one hundred tons, shows that eight thou-sand sailors arrive at this port in the space of a year, for whom, at present, there is no provision made for either sickness or accidents. A lengthened conversation ensued, in th» course of which several instances were pointed out of he great benefit conferred upon the ship ping interest, by the establishment of an hospital at various ports named, and all agreed that such would be a great boon here. After some further discussion as to the wording of the re solution, the following was proposed by Captain Beaseley, and seconded by Captain Goss, «That this meeting is convinced of the necessity exist ing for a Seaman's Hospital, at Williams Town; and that a committee be appointed to draw up a menorial to His Excellency the Lieutenant Governor, respectfully praying, that a sum of money be placed on the Estimate for the en suing year, fur this purposoe ; and that the memorial be given to William Westgarth, Esq. M.L.C. in order to its presentation, -and that the committee accompany Mr Westgarth at the presenting of the said memorial. This proposi tion was carried unanimously, and the following gentlemen were appointed a committee to draw up the memorial: Captain Berzeley (Clifton), Captain Ross (Kashemy), Captain Baker (City of Manchester), Captain Goss (Candahar), Capt Luke (Diana), Captain Nicholson (Calphurnia), Captain Hammach (Cambodia); and for carrying out the above, a meeting is appointed to take place on board the Clifton, this day, at four p.m. A vote of thanks to the Chairman being proposed by Thomas Hunt, Esq, and seconded by A. A. Broadfoot, Esq. the meeting adjourned."With the increase of commercial and migrant shipping, it was made obvious that seamen needed specific attention.
