The former Mont Park/Bundoora Psychiatric and Repatriation Hospitals Complex consisted of seven hospitals on a site of 185 hectares. The site comprising the Mont Park and Strathallen estates was consolidated by the Victorian government by purchase and transfer from the Closer Settlement Board in 1909 . The Mont Park Hospital commenced in 1910 with the building of the Farm Workers Block . In 1912 the landscape gardener Hugh Linaker was employed to layout the grounds of Mont Park and other State mental hospitals. The other hospitals were gradually split off from the Mont Park administration to form separate entities included among these was the Macleod Repatriation Hospital (1915), An agreement was made with the Defence Department in 1914 for the latter to erect the Mont Park central block (the "Chronic Wards") for use as a Military Hospital, and for it later to revert to the State as portion of Mont Park Hospital. The buildings now known as the Chronic Wards were completed in this way in 1916 and used as the Australian General Hospital no. 16 for the duration of the war. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. Tasmanian architect J.H. Esmond Dorney developed this ground-breaking design for the Sandringham Hospital, which opened in 1964. Dorney had spent significant time recuperating in hospital in the post-war years and developed a special interest in hospital design. The hospital included circular wings with nurses’ stations at the hub and wards radiating outwards like spokes on a wheel. The hospital included 100 beds, two operating theatres and four delivery rooms and baby nurseries. Each ward of two to four beds had its own bathroom, and featured wide windows with garden views. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. This is a novel written by Ethel Patricia Stonehouse under the name of Lindsay Russell. She was born in Nhill in 1883 and was educated at Charlton State School. From 1894 on she wrote verse and short stories and worked as a journalist in Melbourne. She published her first novel in Melbourne in 1912 and lived for a time in London where she met Dr John Scott whom she married in 1914. After the First World War she came to live at Mortlake and her novel writing ceased. Most of her novels are about women rebelling –against Catholicism, Calvinism, the English class system and the restraints of marriage. Her railings against the Catholic Church and the oppression of women caused her to be a controversial figure, especially in Mortlake, but she was a popular novelist with one of her books, ‘Smouldering Fires’, selling over 100,000 copies in Australia alone. She died in 1964. No details on the inscription or the recipient of the book, ‘Isie’ have been found. The name, ‘Glasgow’ suggests that the book at some stage was connected with the Glasgow family of Wangoom. They were important local dairy farmers and cheese makers in the late 19th and early 20th centuries.This book is of great interest because it was written by an Australian woman and one who lived for many years in Mortlake, a town close to Warrnambool. The connection with the Glasgow family is also of interest. This is a hard cover book of 320 pages. The book has a dark blue cover with gold lettering on the front cover and spine and some gold scroll work on the front cover. The book has a Prologue and 22 chapters and contains advertisements at the front and the back of the book for other books published by Ward, Lock & Co. There is a black and white illustration at the front of the book with a piece of tissue paper covering it. The page at the front of the book that contains an inscription is detached. The inscription and another annotation are written in black ink. Eugene and Annie Mary (Mollie) Sibson married in 1933 and both were associated with the Bendigo Hospital. Eugene held a the position of Medical Officer for 48 years and Mollie as a paid nursing sister until her marriage in 1933, although Mollie did continue to hold an unpaid position on the Board of Management of the Hospital for many years afterwards. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate.
