The School of Mines Ballarat began in 1870. It's location was the south end of Lydiard Street. Ballarat Junior Technical School began in 1913 and was boys only until 1951 when girls were included. They were under the control of the School of Mines Council. In 1967 the were three divisions. Each was internally distinguished. Ballarat School of Industries, Ballarat Technical School and Ballarat Institute of Advanced Education. In 1976 B.I.A.E. merged with State College of Victoria Ballarat - formerly Ballarat Teachers' College to become Ballarat College of Advanced Education, later to become Federation University. The Ballarat Technical Art School building was opened in 1915. Theodore Jesse Hoover, brother of the 31st President of the United States, was born in West Branch, Iowa, on January 28, 1871. He attended Stanford and received the Bachelor of Arts degree in Geology and Mining in 1901. Following graduation his professional career started with the position of assayer for the Keystone Consolidated Mining Company. After one year, he became assistant manager for the Standard Consolidated Mine, and a year later he was promoted to manager of the operation. In 1907 Hoover went to London as general manager of Minerals Separation, Ltd. This company was developing the froth flotation process for recovering minerals from ores. Hoover took an active part in the development of the flotation concentration process and authored one of the first books on the concentration of ores by flotation. After four years with Minerals Separation, Ltd., Hoover entered private practice as a consulting mining and metallurgical engineer with offices in London and in San Francisco. He was very successful and held positions of consulting engineer, managing director, director, and president of many mining companies in America, Europe, Asia, Africa, and Australia. He returned to Stanford in 1919 as Professor of Mining and Metallurgy and Executive Head of the Department of Mining and Metallurgy. His experience and ability in organization made him a natural leader. He was influential in the formation of the School of Engineering at Stanford. The School was formed in 1925 and he was made dean, a position he held until his retirement in 1936. As dean of engineering, he promoted a broad fundamental training program for undergraduate engineering students. Under his guidance, emphasis was placed upon graduate work and he was responsible for developing strong graduate engineering curricula at Stanford. While dean he continued teaching and his course, "The Economics of Mining," developed into a book which was published in 1933. He became interested in the functions of engineers and, with Professor Fish, wrote a book entitled "The Engineering Profession" which was published in 1940 and revised in 1950. In addition to his academic activities he was generous in his hospitality. Faculty and students alike enjoyed the annual field day and barbecue at his Rancho del Oso, near Santa Cruz. He was widely read and had a lively interest in all the things he encountered. He speculated on the antiquity of man and man's early production processes. To verify an idea regarding flint tools, he studied their shapes and became proficient in making arrow heads. He was also interested in wild life, and was one of the founding members of the Cooper Ornithological Society. The Ballarat School of Mines Athletics Team of 1919 were the inaugural winners of the Inter Techncal Athletics Competition known as the Herald Shield. The team is photographed with a repouse shield which was made by the Ballarat Technical Art School (a division of the Ballarat School of Mines) The 1919 Ballarat School of Mines Students' Magazine reports: "One of the most successful gathering ever witnessed in Ballarat took place on the City Oval on Saturday 9th, when the Technical Schools of Victoria particiapted in their first combined school sports. This event was the first of its kind ever promoted, and provided an interesting and exciting display of athletics. Last yeat the Junior Technical Schools of Victoria competed for the "Winner Cup" for pepetual competition, in which Swinburne Technical School was the successful winner. This latter competition proved such a success that it was decided to incorporate with the senior Technical Schools, and form an association to encourage sport throughout the Technical Schools of the State. This was achieved by the generous response of the proprietors of the "Herald," who kindly presented a handsome shield to be known as the "Herald Shield' for pepetual competition for the Senior Technical Schools of Victoria. This, by the way, was designed and executed at our own Art School. ..." R.T. Vale had a stationary and bookshop in Ballarat. He had studied at the Ballarat School of Mines, and served on its Council. In 1886 he was elected to the Victorian Legislative Assembly as the member for Ballarat West, serving until 1889 and again from 1892 to 1902. From 1894 to 1896 he was a minister without portfolio.Two handwritten letters from Richard T. In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines.
