From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. Participants gave a four minute prepared speech and a two minute impromptu response to a topic. This badge was awarded to participants in the Preliminary Final. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. This booklet relates the life of Basil Watson. It tells in detail his early life, background, his home built aeroplane, his display flights and his tragic death and the story since. This year marks 100 years since one of Australia’s pioneering aviators, Basil Watson arrived in Warrnambool and delivered the first airmail to the town. Basil Watson was born in Bendigo in 1894. His interest in aviation which began at a young age, took him to England at the commencement of WW1 where he worked at Brookland in aviation workshops and as a test pilot. Despite crashing and suffering injuries he was not deterred. He returned to Australia and by 1916 Basil had built his own plane. He soon took to the air performing tricks and barnstorming to the delight of onlookers. His connection to Warrnambool lies with his delivery of the first airmail to the town, an event which was filled with much excitement. Basil Watson, pioneer aviator landed his 50hp home built aeroplane on the racecourse on Saturday January 27th 1917, after a flight from Point Cook. The trip of 166 miles took just under two hours, and set a record non-stop cross country flight for Australia. Watson was heartily welcomed by the Mayor, to whom he delivered three letters, the first aerial post to Warrnambool. One of the letters, from the Mayor of Melbourne Sir David Hennessy to the Mayor of Warrnambool is now in the W&DHS collection: I have much pleasure in sending you greetings by aeroplane piloted by my friend, Mr Basil Watson. I hope when the cruel war is over and victory crowns our efforts, we, over the Commonwealth, will be able to fly from one State to the other. With best wishes for the New Year. Yours truly, DV Hennessy. Basil Watson was unfortunately killed two months after his historic visit to Warrnambool. While participating in an air show at Point Cook, the plane he way flying that day crashed into the sea. This booklet tells the story of an interesting part of Warrnambool and Australia's aviation history. The Orbost Rifle Club existed in the early 20th century. (There are records from 1900). It folded in the late 1970's.Target shooting is one of the oldest organised sports in Australia. Records date back to the British Marines at Sydney Cove in 1788. The Victorian Rifle Association (VRA) was formed in 1860. One of the most important adjuncts to the militia system from 1903 to the re-organisation of 1912 was the role played by the Rifle Club movement in Australia. At the time, these clubs were seen as the reservoir of manpower for a potential guerrilla force should any invasion occur. For Australia, the invasion fear was uppermost in the minds of the population. So important were the rifle clubs for the defence of Australia that the Commonwealth provided the training staff, rifles and ammunition so the clubs could function. Members were drilled, wore uniforms and practised all the basic skills of soldiering as well as target shooting. The Orbost Rifle Club was active during this period. Owen 'Doc' Matthews is remembered for his spectacular Grand Prix dressage exhibitions with his horse Aintree Boy, performed to music under spotlights at Melbourne Royal Show from 1965-1975. He also performed at smaller country shows. Doc Matthews was born in the Melbourne suburb of Fitzroy in 1923, during the Great Depression. He and his brother Paddy were placed in a foster home and then in a Geelong orphanage before being put to work at a dairy farm. Doc was given an elderly piebald mare to ride, which ignited his passion for horses. When he was 16, he enlisted in World War 2 but captured by the Japanese and ended up working on the Burma Railway, spending years as a prisoner of war in the notorious Changi Prison. Doc joined Victoria Police in 1952 and by 1962 was chief horse master and riding instructor in the mounted branch. He drilled teams to perform musical rides and horses and riders were always turned out to perfection. Doc and Aintree Boy became a partnership after the horse had been used in the mounted branch for four years. Doc decided to try his hand at dressage and as there were few instructors, trained Aintree Boy with nothing to go by but a couple of books and film of a single dressage competition. Bilson and Co. operated a general store in Murray Street, Colac with its history dating from 1884 to 1955. Originally founded by the Tulloh family it became known as Bilsons after 1889 when Franklin Bilson came from Allansford where he had operated a general store. Bilsons store became one of the largest stores in country Victoria. In 1952 Bilsons merged with Foy and Gibsons. and in 1955 the Foy Bilson business was sold.
