SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. Programme, Ballarat Teachers' College, Ballarat Teachers' College Grand Concert, 1947, 1947
Ellwood was the Principal of the Ballarat Teachers' College. Ballarat Teachers’ College was opened on 04 May 1926, at S.S. 33 Dana Street, with an enrolment of 61 students. Its original staff consisted of the Principal, Mr W.H. Ellwood, M.A., M.Ed. (Chairman of the Teachers’ Tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, BA., (lecturers). In 1927 Miss P.A. Hamano joined the staff. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by 26 Manual Arts students, who had formerly received their training at Ballarat High School. Manual Art students continued till 1930 when, on grounds of economy, their training was concentrated at Melbourne Teachers’ College. During the four succeeding years, approximately 60 students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the College in its brief span of life (1926-1931). Five per cent of each year’s students were granted an extension of their studentship to enable them to proceed to Melbourne Teachers’ College, and to take the first year’s course for a University degree. With the advent of the economic depression of the ‘thirties, Ballarat Teachers' College closed its doors in December, 1931. Fourteen years were to pass before the College opened again on February 2nd, 1946. The college re-commenced at SS Dana Street, under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip. Ed., (acting, later Principal 1946-1950) and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., B. Com., Dip. Ed., Miss Monica H. Miller, L.Mus.A., and Miss G. Kentish, Dip. Phys. Ed. The opening ceremony was performed by the Minister of Education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only but, at the last moment, men resident in Ballarat were also accepted. A co-educational college was thus set up instead, and it has continued as such. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teacher’s Certificate at the final College Assembly each year. In December 1955, College held its first Graduation Ceremony, with its own Graduation Hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Lord remained as principal until 1951 when he transferred to establish a teachers' college at Toorak. Tom William Turner was Lord's successor. A highlight of his term was the construction of new college buildings at Gillies Street with the students commencing their lessons there in February 1958. Turner retired in 1970, having overseen a period of substantial growth in the institution. In that year alone more than one hundred and forty students completed their primary teaching qualification to meet a severe shortage of teachers. Doug Watson commenced as principal in 1971. In 1973 Ballarat Teachers' College became the State College of Victoria at Ballarat. Three years later Ballarat College of Advanced Education was formed and the teacher education students moved to the Mount Helen Campus. In 1990 Ballarat College of Advanced Education became Ballarat University College, an affiliated college with the University of Melbourne. The Davey Paxman Experimental Steam Engine was purchased by the Ballarat School of Mines as the result of a bequest from Thomas Bath.The Davey Paxman Experimental Steam Engine was purchased as the result of a bequest from Thomas Bath. The 'substantial sum' was used to build an Engineering Laboratory. The Ballarat School of Mines Council minutes of 08 November 1901 record: - Plans for [the] proposed building were submitted ... and ... it was resolved that a temporary building for an Engineering Laboratory be put up.' This laboratory, as an existing building, is first mentioned in the Ballarat School of Mines President's Annual Report of 1901, presented on 28 February 1902, reporting 'the erection of a building 67ft long by 33 ft wide' This report also lists all the equipment that would be accommodated in the Engineering Laboratory, including the experimental steam engine and boiler. The experimental Davey-Paxman steam engine arrived in Ballarat towards the end of 1902. The Engineering Laboratory was opened on 14 August 1903 by His Excellency Sir Sydenham Clarke. This engineering laboratory remained in use till about 1945. By 1944 preparations were under way at the Ballarat School of Mines to expand existing facilities, to be ready for the influx of returned soldiers. A new Heat Engines laboratory was built, this time of brick construction, replacing the previous corrugated-iron shed. In the early stages the steam engine was used to drive an overhead transmission shaft for machinery in the adjacent workshop. Later the steam engine was moved to a space that became the Heat Thermodynamics Laboratory. At the end of 1969 the engine was relocated to the Thermodynamics Laboratory at the then Ballarat Institute of Advanced Education (BIAE) Mt Helen Campus. It was donated to Sovereign Hill in 2006. According to the research of Rohan Lamb in 2001 around five experimental steam engines were made by Davey Paxman, and three of these had similar configuration to the Ballarat School of Mines Steam Engine, however, each of these was also unique with different valve arrangements. The list, which was on a scrap of paper in a folio held in the Essex Archives, confirmed that one was sent to India. The Ballarat steam engine can be dated to late 1901 to early 1902. Zig Plavina was responsible for moving the steam engine to Mount Helen, and worked on it as a technician for many years. He observed the following: * The condenser is driven by the low pressure engine. * The following arrangements are possible: i) the high pressure engine alone, exhausting to atmosphere. Condenser not used, crankshaft flanges not coupled. ii) crankshafts coupled, mains pressure (120 psi) steam supplied to high pressure engine, partially expanded steam delivered to low pressure engine (Tandem operation). Choice available re exhaust steam: either to the condenser or to atmosphere. iii) crankshafts not coupled, reduced pressure steam supplied to low pressure engine. Exhaust steam - either to the condenser or to atmosphere. * Valve arrangement - a choice of Pickering cut-off or throttle governor. Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). Promoting the Graphic Design/Multimedia program being offered by the University of Ballarat at the Mt Helen Campus. Promoted course as "one of the smallest and arguably the best three year programs of its kind in Australia and the South Pacific region." The brochure lists student awards received including Platinum and Gold in the AGFA International Young Designer Contest, 1999; two meritorious awards in The Art Directors Club Student Awards, New York, USA 1999; Graphis New Talent 1999; two Gold in Souther Cross Packaging Awards, 1998. At time of publication, the School of Arts, Visual Arts reportedly had 210 students with majors in Graphic Design/Multimedia, Ceramics/3D, Painting, Drawing, and Multidiscipline. Worn by the principal of Ballarat Teachers' College over black academic gown at formal assemblies. Ellwood was the Principal of the Ballarat Teachers' College. Ballarat Teachers’ College was opened on 04 May 1926, at S.S. 33 Dana Street, with an enrolment of 61 students. Its original staff consisted of the Principal, Mr W.H. Ellwood, M.A., M.Ed. (Chairman of the Teachers’ Tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, BA., (lecturers). In 1927 Miss P.A. Hamano joined the staff. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by 26 Manual Arts students, who had formerly received their training at Ballarat High School. Manual Art students continued till 1930 when, on grounds of economy, their training was concentrated at Melbourne Teachers’ College. During the four succeeding years, approximately 60 students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the College in its brief span of life (1926-1931). Five per cent of each year’s students were granted an extension of their studentship to enable them to proceed to Melbourne Teachers’ College, and to take the first year’s course for a University degree. With the advent of the economic depression of the ‘thirties, Ballarat Teachers' College closed its doors in December, 1931. Fourteen years were to pass before the College opened again on February 2nd, 1946. The college re-commenced at SS Dana Street, under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip. Ed., (acting, later Principal 1946-1950) and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., B. Com., Dip. Ed., Miss Monica H. Miller, L.Mus.A., and Miss G. Kentish, Dip. Phys. Ed. The opening ceremony was performed by the Minister of Education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only but, at the last moment, men resident in Ballarat were also accepted. A co-educational college was thus set up instead, and it has continued as such. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teacher’s Certificate at the final College Assembly each year. In December 1955, College held its first Graduation Ceremony, with its own Graduation Hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Lord remained as principal until 1951 when he transferred to establish a teachers' college at Toorak. Tom William Turner was Lord's successor. A highlight of his term was the construction of new college buildings at Gillies Street with the students commencing their lessons there in February 1958. Turner retired in 1970, having overseen a period of substantial growth in the institution. In that year alone more than one hundred and forty students completed their primary teaching qualification to meet a severe shortage of teachers. Doug Watson commenced as principal in 1971. In 1973 Ballarat Teachers' College became the State College of Victoria at Ballarat. Three years later Ballarat College of Advanced Education was formed and the teacher education students moved to the Mount Helen Campus. In 1990 Ballarat College of Advanced Education became Ballarat University College, an affiliated college with the University of Melbourne. The University of Ballarat was formed in January 1994.Light blue grosgrain sash, bound in yellow taffeta, sewn by machine. Two mitred seams, one at each shoulder, hand sewn and two seams machine stitched on straight part of sash. A BTC insignia is placed in the centre back. The insignia is stitched in yellow, royal blue and dark blue cotton. This sash is hand sewn at the end of one side length, in order to shorten it. 701 Main Road, Eltham Situated originally on the corner of the Dalton Street road reserve west of Main Road (now present-day Wingrove Park Trail), the former Jarrold Cottage (White Cloud) was purchased by Lena Skipper following Thekla Jarrold's death in 1943. It was built by William Jarrold in the early 1850s and was here that he married Hannah Coleman in 1856. The Bootmaker's shop was built by Thekla Jarrold in 1930 for use by her friend, John Clark, a local photographer who had boarded with the Jarrold family since about 1910. In 1930 he changed profession to a bootmaker and leather worker. The shop is one of only three remaining early 20th century shops in what was Little Eltham, the others being present-day San Antionio Barber Shop at 820 Main Road and Cafe Zen Den at 736 Main Road. Craig Price 1988 Entrant No. 148 Ref: Series 34, Items 37, 38, 109, 110 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north.
