It is for use only at sea and officially never on land, but can be used by private citizens. At sea, it is the only flag allowable for merchant ships registered in Australia under the Navigation and Shipping Act 1912 and The Shipping Registration Act 1981. Pleasure craft, however, may fly either the Red Ensign or the National Flag. The history of the Red Ensign is intertwined with the history of the Australian National flag. From 1901 to 1954 the Red Ensign was used as the National Flag by State and Local Governments, private organisations and individuals. The Blue Ensign was for Government use only, reflecting British practice with its ensigns. The design of the Australian Red Ensign was always kept in step with the Blue Ensign (i.e. with respect to the number of points on the stars, etc.) but there was often public confusion about which was the `correct′ flag to fly. Many thought the choice was merely one of fashion or preference. In 1941, Australia′s Prime Minister Robert Menzies stated that there should be no restrictions on private citizens using the Blue Ensign on land and, in 1947, Prime Minister Ben Chifley reaffirmed this position but it wasn’t until the passage of the Flags Act 1953 that the restriction on civilians flying the Blue Ensign was lifted after which, use of the Red Ensign on land became a rarity. The Australian Red Ensign is a variant flag of Australia. This flag was probably used for a patriotic purpose in Ballarat, such as the end of World War One. The Red Ensign was the only flag private citizens could fly on land. The original South Wangaratta Primary School served the district for over 110 years and closed in December 1985 before moving to new premises. The Anglican Church at Kiewa. The first stone was laid on the 29th Oct. 1924. In 1879, the Yackandandah rector commenced services on Sundays in private homes in the Kiewa Valley. In 1911 Anglicans met in the Kiewa Methodist Church to elect a committee to organise financial offers and so it eventually became a vestry.The town Kiewa is in the Kiewa Valley. The church served other communities in the Valley. The book records the local populations and their commitment to religion. This book was originally written for private circulation among the Royal Family. It was written by Lieutenant-General Charles Grey (1804-1870) and was first published in 1867. It was commissioned by Queen Victoria. Grey had been secretary to both Albert and herself. Contents were sourced from letters and memoranda.This book was a significant contemporary record of the royal family. Originally Queen Victoria had attempted to record "an exact account" of hers and Albert's happy marriage but was unable to complete the project on her own. She commissioned Grey to compile it under her supervision, firstly for the royal family and then for public release. It was an outstanding sucess with many editions being necessary.A 469 page book which has green cloth board covers with gilt lettering on the spine and decorative gilt motifs on the front and rear boards.
