Newspaper, Get the good oil here…, 2001
"A court was established in Melton by 1864, when the first recorded case was heard before Mr BA Porter JP, with Mr A Carroll as the Clerk of Courts. John James was convicted of being drunk, for which he was fined five shillings or 24 hours imprisonment. The court was held in the ‘long room’ of the old Melton Hotel, before moving to rented accommodation at the Raglan Hotel, and finally to the Roads Board office. Tenders for construction of the present building were called for by the Public Works Department on 13th February 1892. The architect Samuel Edward Brindley was born in Birmingham, England, in 1842. He was articled to the local architect, J.R. Botham, FRIBA, before emigrating to Victoria where he was employed as an architect in the Education Department from 18 August 1873. With the amalgamation of the architectural branch of the Education Department with the Public Works Department in 1884, Bindley was placed in charge of Victorian government building design for the North-Western District. In 1975, the Melton and District Historical Society became concerned at hearsay that the court house was to be demolished to make way for carparking space. Melton had been declared a ‘satellite city’ and was developing rapidly. A new shopping centre had recently been built at a setback of 60 feet (c.18 metre) from 323-329 High Street, and the court house, together with the adjacent weatherboard police station, had been left standing alone. A new police station was planned, and the weatherboard police station was subsequently demolished. In its nomination of the building for National Trust classification the Society argued that the Court House was ‘the best of two early buildings left in the main street’ (the other being a bluestone hotel) and that its loss would be ‘tragic’. However the nomination was unsuccessful, the National Trust at the time judging that it was of no particular ‘distinction’ or ‘antiquity’. The building continued to be used as a court house at least until 1991 when the Department of Housing and Construction (formerly the PWD) conducted a heritage study of court houses. By this time Federation-era architecture had achieved acceptance within the heritage movement. The building was recognised as being ‘the only surviving example in brick of the Federation Queen Anne style which was used for court houses only twice.’ Twenty years later when it was proposed to modify the eastern façade of the building to accommodate a café, the M&DHS was again concerned. This time the National Trust objected that the proposed extension would be an over-development of the site, and questioned the changes to the interior court room furnishings and fittings. The site never appears to have been nominated to the Victorian Heritage Register. It has since been converted into the Shire of Melton Tourist Information Centre". Parks Victoria - Wilsons Promontory Lightstation
Desk
This fairly substantial wooden desk with vinyl top was issued to Wilson’s Promontory Lightstation by the Department of Public Works in the 1960’s. Primarily the desk was used for correspondence purposes, and now has the Bureau of Meteorology computer stationed on it. Although the design and make of this desk is common to many lightstations across Victoria, it is a good example of the kind of furniture that was provided to Victorian lightstations in the 1960’s. The solidly constructed desk was used in the lightstation office. It is made of honeycoloured hardwood and has a green vinyl top and three drawers on the left side. The style suggests that it may date to the 1960s. Gabo Island Lightstation has two identical desks, and all were probably standard issue from the Commonwealth Lighthouse Service or Public Works Office. Another twentieth century vinyl topped desk at Gabo is manufactured with a steel frame. Cape Nelson, Cape Schanck, Point Hicks and Gabo Island retain nineteenth century cedar desks. The desk at Wilsons Promontory has second level significance as a good example of the style of office furnishing provided to lightstations in the 1960s.Wooden desk with square legs and green vinyl top. Parks Victoria - Cape Nelson Lightstation
Furniture - Cabinet
The cabinet has a curved back and would have been custom‐built to fit the dimensions of the lantern room interior. It is likely to date from when the lighthouse was built in 1884 and may have been among the items delivered by the government steamer dispatch early in March which included ‘the lantern and other fittings for the Cape Nelson Lighthouse’. The Public Works Department provided a range of lightstation furnishings including office desks and cabinets, and domestic settings for keepers’ quarters, with nineteenth century items often stamped with a crown motif and the PWD monogram however the curved cupboards installed in Victoria’s lighthouse lantern rooms do not appear to display this small feature. Further research may reveal more about their manufacture and it is tempting to think that they were perhaps even supplied by Chance Bros as part of the entire lantern room installation. The company usually provided the timber battens for the lantern room paneling, and a cabinet may have been included in the assemblage. Another possibility is that the specially designed cabinet was made on site by carpenters along with other fittings. It is not known whether it is attached to the wall or movable; if attached it is considered to be a fixture and included in the Victorian Heritage Register listing for the lightstation (VHR H1773). Its location, when identified in the CMP of April 1995, was on the ‘lower lantern level’, where there was also a ‘timber step ladder’ (Argus, 6 March 1884, p6. nineteenth or early twentieth century), ‘timber framed lighthouse specification’, ‘timber framed chart’ and telephone .Residue on the furnishing indicates that it was formerly painted green, the colour of some of the other fixtures in the room, such as the original cast iron ladder. It is now partially varnished and the corner to the top’s edging on the right side has been cut off. The lighthouse also has a large curved back, two‐door cupboard. Other similar cabinets with curved backs survive at Cape Schanck, varnished wood cabinet with brass door knob, no drawers; Point Hicks, painted green with silver doors, no drawers and Gabo Island, bench top, 2‐door, no drawers, green paint removed to reveal cedar timber). Cape Nelson’s curved cabinet is unique among these examples for having drawers. The cabinet is a unique, original feature of the lantern room and has first level contributory significance for its historic values and provenance. The bench top cupboard has two drawers, each above a door, and each door is framed and beveled around a central panel. ... and made in its workshops. The Public Works Department, which... and made in its workshops. The Public Works Department, which ...The cedar sideboard has two cupboard doors below two corresponding drawers. The style is in keeping with the completion date of the lightstation in 1884, when furniture in the late nineteenth century had squarer, more defined lines and angles, and ornamental features. This sideboard is a modest version of this trend combining a pediment‐shaped back board with turned side columns and finials, rectangular mirror, decorative drawer pulls and door handle, as well as cupboards and drawers with bevelled, raised panels. The initials ‘PWD’along with a crown motif and letters are inscribed on the side indicating that the furnishing was the property of the government and made in its workshops. The Public Works Department, which operated in Victoria from 1855 to 1987, was responsible for the design of Victoria’s major public buildings and provision of furnishings to its offices as well as residences where the need was required.301 The keepers’ quarters at Cape Otway Lightstation were supplied with two of the same sideboards, which remain there today; on is intact (COLS 0001), the other missing the backboard (COLS 0015). Two similar but plainer examples, which are probably earlier in date, also remain at Cape Schanck (CSLS 0007.3; CSLS 0009.3). The Cape Nelson sideboard has first level contributory significance as a fine example of the good quality domestic furnishings made by the Victorian Government and provided to lighthouse keepers and their families in the late nineteenth century. It is also significant for its provenance to the lightstationThe cedar sideboard has two cupboard doors below two corresponding drawers with pediments‐shaped back board with turned side columns and finials, a rectangular mirror, decorative drawer pulls and door handle, as well as cupboards and drawers with bevelled, raised panels. -

Furniture - Desk
The desk was used by the head keeper and supplied by the Public Works Department, and possibly dates to when the lightstation commenced operations in 1884. Closer inspection of the wood may reveal the Crown motif and PWD monogram on the side or underpart of the furnishing. The PWD operated in Victoria from 1855 to 1987 and was responsible for the design of Victoria’s major public buildings and infrastructure as well as the supply of stores, furniture and equipment. The desk is identical to the large example remaining at Point Hicks. A smaller version, which is at Cape Schanck, has two sides stamped with the crown motif and PWD monogram. Another of the smaller desks formerly at Cape Schanck is now missing. Gabo Island has a small cedar desk or table in the same style, but with one drawer. There are also c.mid‐twentieth century desks remaining in the collections at Wilsons Promontory and Gabo Island. The Cape Nelson desk has first level contributory significance for its provenance and historical value as a government issued furnishing that is original to lightstation’s head keeper’s office. The large, late nineteenth century cedar desk has two drawers, leather inset top and sturdy turned legs. The drawers each have a pair of wooden knob pulls. -
Parks Victoria - Point Hicks Lightstation
Cabinet
The two-door nineteenth century cabinet was purpose built with a curved back to fit the proportions of the lantern room interior and is likely to date from 1888-89 when the new lighthouse was fitted out and provided with furnishings and fixtures. The Public Works Department provided a range of lightstation furnishings including office desks and cabinets, and domestic settings for keepers’ quarters, with nineteenth century items often stamped with a crown motif and the PWD monogram. The curved cabinets installed in lantern rooms however do not appear to display this small feature. The cabinet needed to be custom made to fit the proportions of the room, and for this reason it was possibly made on site or perhaps even supplied by Chance Bros as part of the entire lantern room installation. The company usually provided timber panelling for their lantern room interiors (since removed from Point Hicks), and a cabinet may have been included in the assemblage. It may not have originally been painted; today doors area grey/silver colour and the rest of the cabinet is emerald green. It is not known whether it is freestanding or fixed to the wall. A similar cabinet with panelled doors remains in the Gabo Island lighthouse and evidence of green paint on the wood indicates that the cabinet frame was also formerly painted green but later stripped to reveal the wood finish. The Cape Nelson lantern room has a curved cabinet with the same door type but has a drawer above each door. It too was formerly painted emerald green before it was stripped back to its present wood finish. Cape Schanck’s lantern room cabinet is unique for its curved front as well as curved back, and it stands on a skirting. The two doors are in the same style, although they open with a brass knob. Further research into these distinctive cabinets may resolve the interesting question of their construction. The Point Hicks cabinet is a unique, original feature of the lighthouse lantern room and has first level contributory significance for its historic values and provenance. The Point Hicks cabinet has two doors, each framed and beaded around a central panel, and there is a simple door knob. The back is curved and the front is straight and the doors are painted a grey/silver colour and the rest of the cabinet is emerald green. -

Desk
The large cedar desk was formerly used by the head light keeper at Point Hicks. It was made in the nineteenth century, probably by the Victorian Public Works Department (PWD) as an item of standard issue for use in government offices. The PWD operated in Victoria from 1855 to 1987 and was responsible for the design of Victoria’s major public buildings and other infrastructure including the supply of stores, furniture and equipment. The desk has turned legs, leather top and two drawers each with a pair of wooden knob hand pulls and is identical to the large desk remaining at Cape Nelson. A smaller version is at Cape Schanck, and another desk formerly at Cape Schanck is not able to be located. Gabo Island has a small cedar desk or table in the same style. Two sides of the Cape Schanck desk are stamped with the crown motif and monogram of the PWD but it is not known if the Point Hicks desk and the other nineteenth century examples are stamped with these details. There are also c.mid-twentieth century desks remaining in the collections at Wilsons Promontory and Gabo Island. officeThe Point Hicks desk has first level contributory significance for its historic values as government issued furnishing that is original to lightstation’s head keeper’s. Corbel
In architecture a corbel serves a decorative as well as structural function as a solid piece of stone, wood or metal that is built into a wall and juts out like a bracket to carry a weight. The smoothly shaped corbel was formerly built into the external wall of the lighthouse facing the sea. It consists of two cupped, rounded forms, one bigger than the other, which are attached to a damaged flat base. Made of cast concrete, it is the same fabric as the lighthouse and shows evidence of white paint on its surface. An early architectural drawing of the tower shows the corbel as a projecting, decorative moulding underpinning the balcony floor associated with the auxiliary light. It indicates the original corbel was a much larger architectural feature which started as a solid rectangular block and terminated with a smaller block and then two tapering, rounded forms. Prepared in mid-1888, the architectural drawings for the lighthouse by Victorian Public Works Department architect, Frederick Hynes, were amended in 1888-89 to provide for an auxiliary light, which comprised an arched opening and door in the tower wall below the lantern room and small balcony. In the late nineteenth century all of Victoria’s lightstations installed a red auxiliary light to serve as a danger warning to mariners sailing too close to shoare. Existing lightstations, like Cape Otway, built a pavilion below their lighthouse facing out to sea, but newly constructed towers like Point Hicks and Split Point incorporated them into their designs. The efficacy of auxiliary lights became a controversial issue and all were discontinued on 1 January 1913. The Point Hicks balcony was removed from the face of the tower in 1971 after it was found to be badly rusted. This resulted in the complete removal of the corbel, from which the rounded moulding and part of the base survives. The auxiliary light and door were subsequently removed in 1975 and glass blocks now fill the opening. Cape Schanck Lightstation retains four cast iron brackets from its auxiliary light balcony which are currently stored in the lighthouse on the ground floor. No other architectural fabric associated with the auxiliary light has been identified at Point Hicks Lightstation. The fragment of corbel has first level contributory significance for its historic and architectural values as a relic of the auxiliary light and as an original moulding from the fabric of Victoria’s first concrete lighthouse.A masonary corbel. -

It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire. The album records the pioneering engineering work that went into its construction.RIVER MURRAY WATERS SCHEME, HUME RESERVOIR THE LARGEST IN THE BRITISH EMPIRE. ' The history of the inception of the River Murray Waters Agreement under the terms of which the Hume Reservoir is being constructed, the purposes of the work, its correlation to the other works on the Murray and the methods of construction are all outlined in the attached article entitled “The River Murray Waters Scheme, the Nile of Australia”, by Mr H.H. Dare, M.E., M.Inst.C.E., Commissioner, Water Conservation and Irrigation, and the New South Wales Representative on the River Murray Commission. The article was published in 1925 and some alterations brought about by the efflux of time are necessary. As far as personnel is concerned, the death of Mr J.S. Dethridge, M.Inst.C.E., removed a very able engineer from the councils of the Commission. His place as Representative of Victoria has been taken by Mr R. Horsfield. It is also to be regretted that ill-health has caused the retirement of Mr E.M. de Burgh, M.Inst.C.E., the eminent Chief Engineer for New South Wales, who, with Mr Dethridge, was largely responsible for the Agreement cemented by the River Murray Waters Acts and, inter alia, for the design of the Hume Dam. The following summary of the progress of work on the Locks might be substituted for the latter part of Mr Dare’s paragraph. Up to the present time six locks and weirs have been completed, the highest in the series being at Torrumberry and the lowest at Blanchetown. Locks No.26 at Torrumberry and No.11 at Mildura were built by Victoria and are in use. A lock and weir (No.10) is in progress at Wentworth, and the necessary camp arrangements, purchase of plant, etc., have been undertaken in connection with lock and weir No.15 at Euston, both under the direction of New South Wales. View from Top of Tail Tower Pillar - Earth Embankment, Victoria. This is a general view of the embankment which is being constructed by the Victorian Constructing Authority. The bank at its base is about 650 feet wide and it is about half its ultimate height. In the middle is the reinforced concrete core wall. At about the natural surface a tunnel for drainage and inspection purposes is built along the downstream side of the core wall but this cannot be seen. The Victorian workshops and township are located on the high ground beyond the embankment. The embankment curves round to the left at the side of the valley and will eventually block the gulley where the bushy tree stands. Access to one of the cuttings from which material is being got for the embankment is gained by means of this gulley at present. Part of another cutting may be seen on the right hand side at the back. Photograph - Postcard, Circa 1920's
Circa 1920's the postcard depicts a pathway and manicured lawns leading to the Beechworth Mental Asylum administration building.
