Percy Richards taught Architecture and Building Construction at The Ballarat Art School - a division of Ballarat School of Mines from 1918-1921. He was responsible for the design of a number of buildings in the district. This item is the "Specification of work required to be done and materiaals required for construction of the new A.N.A. Building at the corner of Sturt, Albert and Lewis Streets, Ballarat. Prepared by and to the satisfaction of P.S. Richards, A.R.V.I.A. Architect and subject to the General Conditions of Contract." "BALLARAT CITY A.N.A. BALLARAT, Wednesday — The Ballarat City branch, A.N.A., which was formed nearly 50 years ago, ranks fourth on the association records, but several of the members were prominent in establishing the association in Melbourne a year or two earlier. On the past half-year's operations the total funds increased by £1558/18/3 to £29.389/11/11. The membership now totals 949. The committee recommended that as the property at the corner of Sturt and Albert Streets, which had been intended as the site of a new hall, had been sold, steps should he taken to remodel the present hall, and bring It up to date. Private Roy Llewellyn Sandow 1120 born in Georgetown Sth Australia enlisted on the 19th September 1914 at Melbourne and posted to the 5th Battalion AIF. The Melbourne Electric Supply Co. operated a Power Station in Richmond and provided power to the Prahran and Malvern Tramways Trust and the Hawthorn Tramways Trust. They also provided power to Geelong and operated the Geelong Tramway system. MESCo Geelong and Richmond operations were taken over the SECV in 1930. The book gives the requirements for wiring of building and switchboard. Yields information on the electrical requirements that electricians were required to work to where MESCo supplied electricity. It would have been used in the development of the SEC rules. Has a strong association with one of the MESCo Electrical Inspectors.Book - The Melbourne Electric Supply Co. The sailors, officers and Reverend Gurney Goldsmith (centre) were picked up from the Siddeley Street mission by two double deck motorbuses. On the buses is written: "Motor Tyre, The place for tyre, 400-3-5 Swanston Street, Melbourne - Red Cross Hospital - The Globe". The Mission flag and the Union Jack are brought with the men to the St John's College, St Kilda East. The photograph appears in the Annual Report 1913. In the Age we could read: "SAILORS' PICNIC. The seamen from ships in port, were hospitably entertained on Christmas day by friends of the Victoria Missions to Seamen. The day was spent at St. John's College, East St. Kilda, by invitation of the warden and Mrs. Hart. The sailors enjoyed the treat, and entered heartily into the sports held during the afternoon. The evening was spent at the institute on the Australian wharf when every sailor received a Christmas' present from 'the brig." JAMES JOSEPH HIGGINS, was born in Dublin in 1821 and, at age twenty, emigrated via Liverpool in 1841 with his wife Ellen and baby daughter Margarete, on board the 'Intrinsic'. They lived in Little Lonsdale Street, Melbourne, for some years, where their son James John Clarke Higgins was born in 1850. JAMES JOHN CLARKE HIGGINS moved to Brighton East when he married Ruth Simmonds in 1873. The couple lived on Jasper Rd near the corner of Centre Rd for the rest of their lives, and produced eight children HERBERT JOHN HIGGINS was the sixth child born in 1886, to James John Clarke Higgins and Ruth Simmonds, and grew up in Centre Rd, Brighton East, now Bentleigh. He was renting and working a property on Jasper Rd from the time he was married in 1913 to Victoria Matilda Long, daughter of Charles John Long and Annie Matilda Allnutt. Herbert John bought his property on Jasper Rd in 1921. [Metropolitan Board of works plan 3220, Municipality of Moorabbin, shows that in 1928, Higgins Rd was planned (and probably built soon after). Herbert was a dairyman and market gardener. He bred and milked cows and sold milk, cream, butter and eggs to the locals. He supplied hay/corn to be made into chaff to J L Smith’s produce store. He also leased land from other farmers in the area and helped work their land. c1950 he sold the property in lots, some privately, others to the Municipality. Some lots became part of Hodgson Reserve, Higgins Road, Bentleigh, and another lot, the Bentleigh Bowling Club. Herbert and Victoria, known as Queenie, had five children between 1914 and 1928. The youngest Dorothy, who remembered sitting in this pram and later using it to carry papers, wood, vegetable etc., lived on the property in Jasper Road until her passing in 2016.
