Opening in 1891 the Moonta School of Mines was intended for students who wanted to increase their knowledge of those arts and sciences which were especially important to miners and others similarly engaged. The School was situated close to the Moonta Mines, at that time the most important copper mines in Australia, and the smelters at Wallaroo. The the mines students were able to acquire practical knowledge of the work of a miner. The close by smelting works at Wallaroo were seen to be of great service to those wanting to become acquainted with chemistry and metallurgy. Subjects taught at the Moonta School of Mines included Chemistry, Metallurgy, Steam and the Steam Engine, Magnetism and Electricity, Mathematics, Machine Design, Mine Surveying and Leveling, Drawing, Plumbing and Sheet Metal Work. The Ballarat School of Mines was established in 1870 through initiatives of the Ballarat Mining Board which felt there was a need for such an institution because of the declining number of mine managers for the goldfields. In 1873 Teesdale residents formed an institute to provide literature to improve the minds. The site was gazetted on 25 October 1875 – a one acre site on the corner of Bridge Street and Mercer Terrace. A Mechanics Institute was built and later a supper hall was added in front of the institute. The mechanics institute and supper hall was destroyed by fire on the night of 29 March 1969. The Ballarat Technical Art School made many honour boards for schools and organisation in Victoria and interstate. Their own was made, but the names were not listed. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erection of an Honor Board until we can feel assured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff and students of the Technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The School also designed the certificates for the Young Workers' Patriotic Guild, the 'Herald" Shield for perpetual competition at the technical Schools' athletic meetings, the "Hansen" Shield for competition among the Northern District High Schools, two metal tablets for the Castlemaine high School, and a certificate for the Grampians Secondary Schools' Association. Numerous Honor Books and Mural cases have also been designed for State Schools.' Over 400 former students and staff of the Ballarat School of Mines served during World War One. The 1920 SMb Students' Magazine said' 'Many students left Australia with the first Contingent, and since then, the School has been represented on every field where Australians have fought, from the first landing at Gallipoli to the decisive victory on the 8 August 1918.' The influence of the school was appropriately shown in the fact that at least 13 of its students were officers in the Australian Mining Corps. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The memorial was designed and made by the staff and students of the Ballarat School of Mines Technical Art School under the direction of Principal Herbert H. Smith. The Ballarat Technical Art School and was involved with the design and manufacture of numerous WW1 memorials. When it came time to complete their own memorial, the Principal died, and the Honor Roll must have been overlooked in the confusion that ensued. There have been numerous theories about why the Honor Roll was never completed, one being that it was because the SMB Principal, Maurice Copland, literally worked himself to death organising repatriation classes for ex-soldiers who attended SMB. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. A Victorian Blackwood World War I Honor Board holds a red leatherbound Ballarat School of Mines Honor Book. The book includes a title page relating to the Ballarat School of Mines and Industries. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. The Ballarat Ironworkers' and Polytechnic Association was at the Ballarat School of Mines. In 1907 J.W. Gregory Professor of Geology at Glasgow Univesity, Late Director of the geological Survey of Victoria and Professor of Geology at Melbourne University. W. Dickson was Secretary for Mines and Donald McLeod was the Minister of Mines. in 1894 Ernest Lidgey was the Assistant Geological Surveyor for the Victorian Department of Mines. A.W. Howitt was Secretary for Mines and Henry Foster was the Minister of Mines. Charcoal hard covered report on the Ballarat East Goldfield. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. The Ballarat School of Mines building along Albert Street were moved or demolished to make way for the new Engineering Workshop. History of the Ballarat Teachers, College as outlined on page 9 of the handbook. Ballarat Teachers' College was opened on may 4th, 1926, at Dana Street State School (no 33), with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., M.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the former Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued until 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College. During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own graduation hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Mr Ellwood, former Principal, delivered the occasional address and presented the Ellwood Prize to the outstanding student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointements and cacilities of the new building. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period. In 1918 the Ballarat Junior Technical School Cadets were the champions of the Maryborough, St Arnaud, Mildura, Colac and Ballarat Districts. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. It is thought that the 18th Brigade Cadet units in 1920 were those that came from the old: * 69th Infantry (Geelong/Queenscliff) * 70th Infantry (Ballarat/Colac) * 71st Infantry (Ballarat West) * 72nd Infantry Warrnambool) * 73rd Infantry (NW Vic) The next name change came in 1921! Junior Technical School Cadet Team. —The Junior Technical School's cadet team, which won the championship at the South street competitions this year, was tendered a dinner by the staff in appreciation of the honor they had brought to the school. The function was held at Miss Brazenor's tea rooms, and a most dainty repast was served, the tables being arranged in the artistic fashion which is characteristic of these ladies. Mr W. H. Middleton (president of the School of Mines), Mr H. Smith (principal of the Art School), Lieut. P. Miller (instructor of the High School team), and Sgt. S. Fry were also present. Mr A. W. Steane (head master of The Junior Technical School) presided. After the toast of the King, Mr Middleton proposed, and Mr H. Smith supported, the health of the team and their instructor, Lieut. H. Wakeling, who suitably responded. The toast of the High School team was proposed by Mr. R. Cutler.; and Lieut D. Miller responded. The cup won at the recent competitions was then handed over to Mr - Steane; in accepting the trophy, said he was pleased to see swell a clean, sportsmanlike spirit between the rival teams. On pages 156- 159, Walker records details of an incident between William Oaks and himself when they were in the Boot Shop of Mr George Chatfield and Oaks accused Walker of stealing his fence.Oaks called him a liar, a rogue,a thief and a coward.
