Clifton Pugh (1924-1990) was born at Richmond Victoria, and educated at various schools including Briar Hill Primary, Eltham Higher Elementary School and Ivanhoe Grammar. He studied art at the National Gallery School of Victoria 1948-52. Pugh is recognised as a one of Australia’s foremost painters. He is represented in major galleries throughout the country and overseas. The Engineer's Department of the former City of Kew had an extensive collection of photograph of sites in Kew requiring documentation to inform public works. It also kept images of engineering practice in other parts of Melbourne, and overseas, that could be used as models for local activity. Many of these photographs (and plans) were donated to our collection in the 1980s. A number of the photographs are annotated, either on the image itself or on the reverse.This photograph, and others sourced from the City Engineer's Department of the former City of Kew, qualifies as an important record of local streets, public works, street beautification, and engineering techniques of the period. Original black and white photographic positive of automobiles and buildings in Denmark Street, Kew, immediately before the road enters Kew Junction. On the left is McKeon Motors and a retailer of Insulwool, while in the distance is the pharmacy on the corner of High Street and Princess Street (later demolished during the widening of Kew Junction). Notable are the bluestone guttering and what appears to be vacant land on the apex of the triangle of land bounded by High Street South, Denmark Street and Barkers Road. This site was the original location of O'Shaughnessy's 'Kew Hotel', and after the destruction by fire of the latter, the location of a service station. The Kew Civic Centre (A K Lines, MacFarlane & Marshall, 1972) was built next to the Kew Civic Hall (A C Leith & Bartlett, 1960) on the site of the former mansion Ordsall (later renamed South Esk). Whereas the entrance to the Civic Hall was positioned off Civic Drive, the main entrance to the Civic Centre faced Cotham Road, as shown in the undated perspective drawing of the proposed building. The Civic Hall was used for public functions and performances, while the Civic Centre was used for civic offices. It also contained the Council Chamber. The building opened in 1972, following the relocation of the councillors and council officers from the former Town Hall in Walpole Street (now a Woolworth's supermarket). Following the amalgamation of the former City of Kew into the City of Boroondara in 1994, the Civic Centre was sold to Trinity Grammar School. The exterior of the Centre has been modified by Trinity Grammar.A report for Heritage Victoria (date) describes how two architectural firms dominated the designs for new civic buildings in Victoria during the post war period. The report claims that: "An interesting sub-theme in the erection of post-war municipal offices in Victoria is that a considerable proportion were designed by the same three or four Melbourne-based architectural firms, who established themselves as the leading specialists in this type of work. The two most prolific firms in this regard were A K Lines, MacFarlane & Marshall, and A C Leith & Bartlett; both, in fact, had made names for themselves as designers of local government offices prior to the Second World War. Lines' office, for example had designed the Eltham Shire Offices in 1941, while Leith's firm had been responsible for the celebrated Heidelberg Town Hall in 1937). Both practices parleyed this early experience into a lucrative post-war career, designing numerous municipals offices well into the 1970s." After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal when the idea of the St Kilda Road site, which was favoured early on, was overturned and in 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. Legacy Clubs voiced their opposition to this proposal by passing a resolution "That the Melbourne Legacy Club, representative of the returned soldiers in business in this city, whilst welcoming the Anzac Square Scheme as a city improvement, cannot support it as a War Memorial scheme and affirms its support for the Shrine of Remembrance in the Domain as the only War Memorial worthy of Victoria's unparalleled efforts in the Great War." The document was in an envelope with the History of the Shrine (01181). The envelope says 'The Origin of the Shrine of Remembrance p/p Legatees Kemsley and Joynt'. And the initial 'JMBA'?. It was in a file with other documents concerning the Shrine and it's history.A record of the events that led to the construction of the Shrine of Remembrance as noted by a Legatee at the time. There was an effort to record historical events for the "Archive Committee" which collected this an other documents relating to the Shrine together in a file with the items given numbest prefixed with an S (see items 01181 - 01190 and 01206 - 01211).A two page carbon copy of a letter typed on white quarto paper. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971).
