Margaret MacKenzie had first hand knowledge of many shipwrecks along Victoria's treacherous 'shipwreck' coast. In her later years her failing sight caused her to attend the nearby eye specialist Dr W.R. Angus in Warrnambool. Dr Angus designed the cover for Margate's book. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. The pair of ornamental white resin owl bookends was likely made around the 1930s when epoxy resin became available. Bookends modelled on owls have been a popular ornament for many years, possibly because of the association between owls, books and wisdom. They are used and displayed in places where books are appreciated and valued, such as homes, libraries, educational buildings, business offices, legal institutions and banks. Bookends hold a row of upright books in place by supporting the beginning and end of the row. The books are more likely to keep their integrity when stored vertically. The first patent for a metal bookend was placed by William Stebbins Barnard in 1877. Bookends became useful and decorative items around the middle of the sixteenth century after printed books became available. At that time books were expensive and treasured possessions, treated with much respect. Even in the early nineteenth century, a Bible was often the only book in the home. It was included among the limited items brought by many immigrants to Australia. Books became more available and affordable to the public by the end of the nineteenth century and households and businesses were able to build their own libraries. Bookends were used then, and are still used now, to keep books organised, cared for, and readily accessible. WARRNAMBOOL'S LADY BAY LIGHTHOUSE COMPLEX; – The original Lady Bay Lighthouse Complex was built on Middle Island in 1858-1859 and comprised the Upper Light, Store (Chartroom), Cottage and Privy. The Lower Light was on a wooden tower on the beach of Lady Bay. In 1871 the Complex was transferred stone-by-stone to Flagstaff Hill, where the flagstaff had been installed since 1853. The Lower Light was erected on top of a bluestone obelisk that was built in 1854 as a navigational marker. The bluestone Lighthouse Keeper’s Quarters was a cottage divided into two compartments, one for the Senior Keeper and his family, the other for the Assistant Keeper and his family. The bluestone Store was divided into three; a store, a workshop, and an oil store (or office). The Privy was a small building divided into two separate, back-to-back toilet rooms, one for the Senior Keeper and his family and one for the Assistant Keeper and family. The record book from the Warrnambool Lighthouse is significant because of its connection with the Lady Bay Lighthouse Complex. The Lady Bay Lighthouse Complex is significant for its important role in the safe navigation of sailing and steam ships into and out of Lady Bay and the Port of Warrnambool. during the colonisation of Victoria and the settlement of southwest Victoria. The piece of oak wood sample inside the case was obtained from Mr. H Cooper during the time he served as a shipwright for the British Royal Navy on Nelson’s flagship, HMS Victory, in 1891. By that time the H.M.S. Victory was around 100 years old having been built in 1765 and was currently in dry dock undergoing restoration. Cooper’s skills as a shipwright would have been well employed during this period. HMS Victory was and still does undergoing continuous restoration to preserve her for display as a museum ship, due to the vessel's significant naval history. It was during that time of early restoration that Cooper obtained the piece of Oak from HMS Victory believed to be from the ships hull. Cooper was in Australia in September 1891 serving on the HMS Wallaroo, a British Auxiliary Squadron commissioned to serve as part of the British Royal Navy contingent, tasked to operate in Australian waters. The photograph included with the donation of the wood sample is a portrait of Mr H Cooper taken in 1895 in Sydney. The inscription on the photograph describes him as a skilled shipwright from the H.M.S. Wallaroo, depicting Cooper as a young man in Royal Navy uniform, with the emblem of a petty officer third class. While Cooper was stationed on the H.M.S. Wallaroo in Sydney he presented the display case, containing the wood sample from H.M.S. Victory, as well as the exhibit labels to Charles Harding, ("Chas") late of the Royal Australian Navy. Harding had been based at the H M Naval Torpedo Depot at Williamstown, Victoria. Although not mentioned, it is believed the two men met whilst serving together in Australia in their respective assignments. It could have been a retirement gift from Cooper to Harding with the photograph of Cooper likely included with the case, and gifted to Harding in 1895, as the date on the photograph indicates. One of the exhibits labels indicates that Harding had the item on display whilst serving at the Naval Torpedo Depot in Williamstown. The label indicates: "This piece of Oak is part of the hull of H.M.S. “Victory” Lord Nelson’s renowned Flag Ship, which took such a prominent part in the Battle of Trafalgar. 21st October 1805. Exhibited by Charles Harding, H.M.V. Naval Torpedo Depot, Williamstown.” After Charles Harding died in 1931 the case containing the sample of oak from H.M.S. Victory was donated by his son Reg Harding to Mr. Murphy in 1962. The display case has since become a treasured item at Flagstaff Hill. A newspaper article dated 1905 included with the donation mentions that the city of Hamilton in Victoria was shortly expecting a mounted piece of the H.M.S. Victory, to be included in the city’s commemoration of the centenary of the "Battle of Trafalgar". Battle of Trafalgar: On October 21, 1805, twenty-seven British ships of the line led by Admiral Lord Nelson aboard HMS Victory defeated thirty-three French and Spanish ships of the line under French Admiral Villeneuve. The battle took place in the Atlantic Ocean off the southwest coast of Spain, just west of Cape Trafalgar, near the town of Los Caños de Meca. The victory confirmed the naval supremacy Britain had established during the course of the eighteenth century and it was achieved in part through Nelson's departure from the prevailing naval tactical orthodoxy of the day. Conventional practice at the time was for opposing fleets to engage each other in single parallel lines, in order to facilitate signalling and disengagement, and to maximise fields of fire and target areas. Nelson instead arranged his ships into two columns to sail perpendicularly into the enemy fleet's line. During the battle, Nelson was shot by a French musketeer and he died shortly before the battle ended. Villeneuve was captured, along with his ship Bucentaure. He later attended Nelson's funeral while a captive on parole in Britain. Admiral Federico Gravina, the senior Spanish flag officer, escaped with the remnant of the fleet. He died five months later from wounds sustained during the battle. It was prior to this battle that Nelson had issued his now-famous final orders to his ships in 12 separate flag-hoists “England expects that every man will do his duty”. This wood sample is historically significant for its association with Admiral Lord Nelson the Battle of Trafalgar. Through Nelson’s leadership and unorthodox battle tactics, he secured not only a victory against the French and Spanish but reaffirmed Britain's naval supremacy opening the way for Britain to continuing the policy of colonisation of many countries including Australia.Wood sample adhered to the base of a hinged wood and glass display case. Wood is a sample of oak taken from the hull of Vice-Admiral Lord Nelson's flagship, the HMS Victory, built in 1765. The case also contain two exhibit labels pinned above the wood sample. Other items donated with the display case, and relating to the wood sample: an 1895 photograph, a 1905 newspaper clipping, a 1962 donor's letter (two pages), and a handwritten exhibit label with a border of red lines. This exercise book was owned by Audrey Sack and was donated by David Sack at the same time as a typewriter in its case plus accessories (refer to RN 3087). It has hand written notes of Commercial Principles class lessons from Warrnambool High School, written by Audrey Sack including pages dated 1938 and 1939. Audrey was the daughter of William Sack, owner of the business Sacks Jewellers at 115 Liebig Street, Warrnambool. William commenced trading in the early 1900’s; and the typewriter was used by Audrey in the business from the late 1930’s through to about 1996 when the business was sold. William and his wife June had three children, Eric, Audrey and David. The children were owners/partners of Sack’s Jewellers after William’s passing in 1976. Eric and David were ‘owners of the business’, with Audrey carrying out much of the clerical work. Eric died in about 1984 and David sold the practise in 1996. During the 65 years of business the typewriter was used for all the normal applications of a jeweller’s; preparing invoices, guarantees, taxation records. But in addition the four members of the Sack family were very involved in Church activities, particularly in lay administration and lay preaching in the Baptist Church, and the typewriter gained a lot of after-hours use. The family actively supported overseas Missions in India, SE Asia, and Africa. After the sale of the business in 1996, Audrey took the typewriter home for her community activities (David got a computer). In the 1980’s David volunteered as the Clock Repairer at Flagstaff Hill for the historical instruments. In the early days this took some long hours to get the clocks working, but in recent years he has just been ‘on call’ if needed. He is an alert 85 year old and just in the last 12 months has given up a busy schedule of Sunday Lay Preaching around the district. The book has entries from front to just past the centre pages, the turned upside down and written from back to almost centre pages. It belong to Autrey Sack, who was a Commercial Practices student at Warrnambool High School. Handwritten ink pen inscriptions are on the front cover and within the book. This cloth or rag book “The Life of a Bold AB on his Ship in the Rolling C” is a child’s ABC or A-Z illustrated book written in poetic form with the theme of the British Navy at turn of 20th century. This rare book is one of the first cloth books manufactured for children. It is likely that the book was illustrated by Will Kidd and published in London by Dean and Son, circa 1902, according to research of similar books. The book was sent to Flagstaff Hill as padding around the donated medal of Nelson Johnson for bravery at the time of the shipwreck of Eric the Red. This medal is also in our collection. This book could be described as the summing up of a theory of physical appearances, devised by a painter and demonstrated by paint. The foundation of this theory was laid down first in Paris by Max Meldrum early 1900s. A review calls the book "the most outstanding book on the craft of painting yet published in any language. Max Meldrum was born in Edinburgh, Scotland on 03 December 1875. His family arrived in Australia and Max Meldrum attended the National Gallery School, winning the Victorian Travelling Scholarship in 1899. It was deaccessioned and transferred from the Ballarat School of Mines library so would have been used by students and staff of the Ballarat Technical Art School, a division of the Ballarat School of Mines. Red fabric hard covered book of 298pp, includes colour plates that have been pasted into the book. The book inlcudes 11 colour prints and 11 line and tone diagrams.
