The Shire of Warrnambool operated toll gates from 1866 to 1869 as a means of revenue rai sing for road construction. There were three toll gate locations – on the main Belfast (Port Fairy) Road at Dennington Bridge, on the Woodford Road at Russells Creek and on the Geelong Road at the Allansford Bridge. The toll gates were unpopular and unprofitable for the lessees as travellers were able to avoid the tax by skirting around the gates. They had toll houses besides the gates. The printers of these tickets, Fairfax and Laurie were the lessees at the time of the Warrnambool Examiner newspaper. This paper, founded by Richard Osburne and John Wilkinson, and published with some gaps from 1851 to 1880, is a key source today of Warrnambool’s history at that time. These toll gates tickets are significant because:- 1. They date back to the 1860s and were only issued from 1866 to 1869. 2. They are the only artefacts we hold of the time when toll gates were operating in our local district 3. They are the best example of how the Shire of Warrnambool in its early history raised revenue for road building and maintenance This is a book of toll gate tickets for sale at the Main Belfast (Port Fairy) Road Toll Gate. The tickets (about 50) are yellow and in duplicate with provision to detach the outer ticket for the purchaser to keep. The tickets (two shillings and sixpence) are bound with an adhesive tape and the cover is mottled in pattern (brown and blue). There are also four loose tickets in blue (3 shillings). The Belfast Road tickets are yellow, green, blue and cream and the Woodford Road one is white. All have black printing. There is also an undated newspaper cutting with information on the toll gate tickets. Historical information of soldiers from the Albury-Wodonga district who fought in the Boer War in South Africa 1899 - 1902. In 1996 the then curator for the 8/13 VMR Museum, the Hon Colonel John Neale, commissioned the author to research a group of returned servicemen and women from the Boer War and had lived within 100 km radius of the Albury/Wodonga townships.The Boer War was the second war in South Africa and was the result of heavy taxes and non voting rights of the local white Boer population. Colonial forces including the Australian Light Horse contingent where called upon by England to overthrow the rebellion. This War was the first engagement of Australian troops fighting on foreign soil.This Honour Roll details the pay rates, the battle highlights, weapons used and maps covering the first Australian contingent of soldiers who fought in the Transvaal (Boer War).. Listed are the names of those soldiers who lived within 100klms of Albury and Wodonga.The soldiers are listed by Location, Rank, Initial,Name and Unit. The significance of both the War and those who served in it is two fold. Firstly it demonstrates that the tie between the Colonial outreaches of England's Empire to "the Motherland" were extremely strong at this point in time. This union remained strong up until the middle of World War II when England could not help Australia to defend itself against possible invasion by Japan. The alliance between Australia and the United States of America replaced the British/Australian pact. Secondly the attitude of, and the high degree of horsemanship of those from the Albury and Wodonga area. This photograph was taken during the late 1800s at the Chinese camp at Beechworth, Victoria. It was in camps such as these that many would-be gold miners made their home after arriving in Australia from across Asia. After arriving in South Australia where there was no poll-tax required of migrants as was the norm in Victoria and New South Wales, those looking to settle on the gold fields walked en mass overland for hundreds of kilometres before arriving in destinations such as Beechworth. Due to widespread prejudice against Chinese gold diggers they were forced to live separate from the town and developed enclaves much like the one depicted in the photograph. As the years progressed the Chinese camp began to construct more permanent structures and included temples of worship, shops and separate burial grounds. This photograph demonstrates the early multi-cultural aspects of Australia and Victoria during the late 1800s. It also showcases pressures and prejudices specific to the Chinese migrant community and the measures taken to separate them from the rest of the predominantly white community. It also reflects the gold-rush period and one of the first draws to Australia due to its mineral wealth. From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right. The Gold License c allowed the bearer to 'dig, search for, and remove gold on and from any Crown Lands' within the district specified on the license. The license was not transferable, and had to be produced on demand. This has resulted in most surviving licenses showing evidence of having been folded and kept in a pocket.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. This gold license was issued around one year after the issue of the first Victorian gold license in August 1851, making it a rare early survivor. Change the Rules is an ACTU campaign starting in 2018 targeted at regaining fairness around right to strike, work, wages, job security, penalty rates, taxation (especially businesses that pay zero tax), equity for working women and younger workers. This ledger was used in the Warrnambool business of Swintons Pty Ltd. It contains the records of financial statements for the years 1969 to 1978 – rates and taxes accounts, trial balances and accounts for light and power, wages etc. William and Ann Swinton migrated to Australia in 1854 and for a decade William Swinton worked as a builder and carpenter in the Warrnambool area, erecting many buildings including the Wangoom Presbyterian Church. In 1865 he opened a store in Timor Street Warrnambool, selling groceries, china and glass ware and hardware. By 1888 the business was known as William Swinton and Sons. Branch stores were opened in Cudgee, Nullawarre, Wangoom, South Warrnambool and West Warrnambool. After William Swinton died his son Robert became the first managing director of Swintons Pty Ltd. In 1934 the business split with George Swinton and Sons selling furnishings, clothing and glassware and Swintons Pty Ltd selling seeds, produce and hardware. Today the Swinton family still operates a furniture and bedding store in Timor Street. This ledger is of considerable interest as it contains much important information on the financial operations of Swintons Pty Ltd in the 1960s and 70s. This information will be very useful to researchers. The current Swinton business in Timor Street is the oldest family business in Warrnambool and, with the name Swinton associated with Timor Street businesses for 152 years, it is among the oldest family businesses in Australia. This is a hard cover book with a green cover and a green mottled patterning inside the cover. The pages are held in the cover by two metal studs. There are white and yellow pages which have A to Z tabs on the side. The pages have printed blue lines. Article written by Janine JonesRingwood Council will review its hardship provisions for waivering unpaid rates. Mayor Greg Adkins said he was concerned that no ratepayers had their $100 state defecit tax levy waivered due to hardship as part of the latest round of rate changes. This was surprising when there was much hardship in the community. Cr Margaret Cheevers said the loosening of hardship provisions should be widened to apply to those who had difficulty paying their rates. Council's Chief Executive, John Paech , said only a "handful" of ratepayers had applied for hardship provisions

Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. It therefore has strong social and historic significance.This is a collection of papers most of which relate to the Childer's Cove Progress Association.
