This book gives the history of the Public Record Office, Victoria. It was written by Professor Bill Russell and produced in 2003. The research by Charlie Farrugia that enabled the book to be written was carried out entirely using the Public Record Office archives. The book documents the 1903 beginnings of the Public Record Office from a small collection in the possession of the Melbourne Public Library through to the important 1973 Victorian Public Records Act to the present day institution at North Melbourne. The Melbourne Public Library, the Historical Society of Victoria and the History School of the University of Melbourne were early contributors to the preservation of Victoria’s archives. This book is in the library of the Warrnambool and District Historical Society and is an important reference for us in regard to the history of archival preservation of historical documents in our State. In addition we are a Place of Deposit for historical records that are surplus to the requirements of the Public Record Office of Victoria and that concern more directly the history of Warrnambool and district. Many local Warrnambool and district residents use the facilities at the Public Record Office at North Melbourne and the link between that institution and Warrnambool historical groups is important. This is a hard cover book of 227 pages. The cover is black with gold lettering on the spine. The dust cover is dark red with printed material about the author and the book’s contents. The front of the dust cover has an illustration of four Victorian Railways ledgers in sepia tones and the back of the dust cover has a small illustration in brown and white of a heritage label. The book has a Contents page, an Acknowledgement page, a Foreword, an Introduction, eight chapters, Appendices, Notes and References and an Index. The book is a 2003 history of the Public Record Office of Victoria written by Professor Bill Russell and researched by Charlie Farrugia. Richard Osburne (1825-1895) came to Warrnambool in 1847, a pioneer resident in the new settlement. In 1851, with John Wilkinson, he founded Warrnambool’s first newspaper, the Warrnambool Examiner, and issued it weekly for some months until he left the town for the goldfields. Returning in 1853 he resumed publication of the Examiner and continued it, intermittently in its last few years, until 1880. He was acknowledged in his day as the Father of the Warrnambool Press and was a dominant figure in Warrnambool’s early history. In 1882 he went to live in Melbourne, returning to publish his ‘History of Warrnambool’ in 1887.This book is highly significant as it is an original copy of one of the most important books written on Warrnambool’s history by one of Warrnambool’s most important early settlers (published 1887). Original copies are extremely rare now. The book was given to D.B. Sellars by his first cousin, John Murray, who was Warrnambool’s Parliamentary representative for over 30 years and Premier of Victoria from 1909 to 1912. John Murray’s signature is in the book and this is an important addition. The provenance therefore is of the highest significance. No details are available on the recipient of the book or the donor of the book to the Historical Society. This is an original copy of Richard Osburne’s book on the history of Warrnambool from 1847 to 1886. It is a hard cover buff-coloured book of 284 pages with additional Melbourne and Warrnambool advertisements at the book. This little book is one of only 1000 books published of the original Queen's Jubilee Edition. It spans fifty years of the history of Warrnambool from the time that the first Government Land Sales commenced. It also deliberately coincides with the 1887 celebrations of Queen Victoria's Jubilee Year of her ascension to the British Throne. The book is an invaluable reference for researchers of local Warrnambool history and has been used as a text book and reference book for local students. The book became part of the Warrnambool Public Library, and when the library closed down, the book was held by the Warrnambool City Council until, in 1974, it was transferred to the newly established Flagstaff Hill Maritime Museum and Village. The author, Richard Osburne, (1825-1895) was born in Australia. He moved to Warrnambool in 1847 as the first local Journalist. In 1851 he founded the Warrnambool Examiner newspaper which he operated until the end of 1880. Osburne was much involved in civic and community affairs of the town, and he set himself the task of recording the history of the city's early pioneers. In the introductory pages of the book the author refers to himself as "The Father of the Warrnambool Press". Only 1,000 copies of this edition of the book were printed. In September 1980 a facsimile edition was printed with the addition of illustrations from the period, an index and relevant annotations by local historian T.A. Wicking (Tom Wicking). This later book was named the Premier Town Edition, due to Warrnambool being awarded the title of Premier Town in Victoria in 1979-82 by the Premier of Victoria; it also received the inaugural award in 1959 and a later award in 1988-91.This book is rare. It is one of only 1000 copies printed, and one of three in the Collection of Flagstaff Hill Maritime Museum and Village. The book was dedicated to the early colonists as well as to the new arrivals by the writer, Richard Osburne, who entitles himself as "The father of the Warrnambool Press". The content of the book is invaluable as a reference for Warrnambool and District's local history in its early colonial and pioneering days.
