Sir Harold Winthrop Clapp KBE (7 May 1875 – 21 October 1952) was a transport administrator who over the course of thirty years had a profound effect on Australia's railway network. In two decades as its Chairman of Commissioners, he revolutionised Victorian Railways, with unprecedented attention to customer service and innovations such as more powerful locomotives, air-conditioned carriages, and faster services culminating in the introduction of the flagship Spirit of Progress express train. Seconded to the Federal Government in World War II, he played a pivotal role in the manufacture of fighter aircraft in the defence of Australia. As Director-General of Australia's Land Transport Board, he presented a report on railway gauge standardisation that ultimately led to the eventual linking of all Australian mainland capital cities by a uniform rail gauge. The Mitcham Memorial Hall was opened in 1923. When the Mitcham RSL moved to premises in McDowall Street the building and property were sold in 1993. A manual telephone exchange, manufactured by British Ericson, History Originally in use at Cohuna. When Cohuna was converted to automatic dialing this exchange was relocated to Harcourt, to become the third and last in a bank of three exchanges. At this time Harcourt exchange was expanded to 260 lines. It was connected to the district central exchange at Castlemaine. Operated by mains power with battery back-up. Harcourt exchange was operated by Betty McLean, Miss Mitchell, Josie Hogarth, Mr. & Mrs. Heighway, Bill & Valerie Milford, Irene Bolitho and others. Decommissioned approx. 1970. Incoming calls prompted the fall of a shutter. The operator made the connection by plugging the line into the number requested. While responding to calls the operator needed her hands free to jot down the billing particulars or to write out each telegram. Nearby stood pigeonholes with various items of stationary. Many telegrams were received each day, particularly advising fruit growers on interstate markets. Most telegrams were phoned through by the operator. This exchange was restored in 2004 - 2005 by Trevor Grant.. Many people relate to this exchange. It is a survivor of the pre-electronic era when ‘telephonist’ was a common occupation. The three metal pulley wheels, two larger one smaller, were possibly used in the mechanism associated with the operation of the clockwork weights that helped to turn the light in the lantern room between 1913 and 1975. Percy Leason (1889-1959) was born in Kaniva Victoria, Leason is best remembered as a cartoonist. His wiregrass cartoons in the Melbourne magazine “Table Talk” were based on a mythical country town. The inspiration was Kaniva but the happenings could be associated with many towns. Eltham residents thought they could identify with many cartoons. Leason was also an accomplished painter and an anthropologist. Leason was associated with the Montsalvat Artists’ Colony and in the mid 1930’s built “Landscape” in nearby Lavender Park Road.
