The photograph is of dignitaries attending the opening of the 1st International Domiciliary Nursing Congress hosted by RDNS. Mrs. Hallenstein is President of RDNS and Dame Ivy Wedgwood and Lady MacKenzie, M.B., B.S., are on the RDNS Committee. Lady MacKenzie agreed to be the Congress Convener. The 1st International Domiciliary Nursing Congress was hosted by Royal District Nursing Service (RDNS). Mrs. D.(Elsa) Hallenstein, President of RDNS, presided over the opening ceremony with the Prime Minister of Australia, the Hon John Gorton opening the Congress. It was held in Melbourne and ran from the 1st to the 8th of February 1970. The theme of the Congress was "Domiciliary Nursing in a Changing World". The photograph shows the wreck of La Bella in Lady Bay, Warrnambool, Australia. It was probably taken on 11th November 1905, the morning after she was wrecked. “Foyle” written on the photograph is the name of Foyle’s Photographic studio. At the time of the photograph the studio was owned by both Charles and Lilian Foyle (sometimes known as Lillian or Lily), either of whom could have taken this photograph. They also worked together at a later date on the photographs, sketches and paintings of the famous and historical Pioneers’ Honour Board, which is currently on view in the Warrnambool Library. Foyles Photography was the studio of James Charles Foyle. He owned “Foyle’s Photo Card Studios” in Liebig St , Warrnambool, which operated between 1889 – 1919 . A letter to the editor (by Mr Edward Vidler) in the Melbourne Argus, 3rd August, 1907, mentions that in that year Warrnambool would celebrate its 60th anniversary of its proclamation as a town, and that talented local artist Miss Lily Foyle would paint 200 portraits in watercolour of the pioneers who settled in the district prior to 1860. The Pioneer Honour Board can still be seen on display in the Warrnambool Library. In the Warrnambool Standard, Dec. 1917, “Mr Foyle’s studio was awarded contract to decorate rail cars on newly opened Trans-Continental railway, assisted by his sister, Miss Findlay.” The subject of the painting, La Bella, has its own tragic story. Read on for further details … On November 10th, 1905, the Norwegian-built barquentine La Bella approached Warrnambool at the end of her 37 day voyage. She was carrying a cargo of timber from Lyttleton, New Zealand, in heavy seas and evening mist. (On its only other visit to Warrnambool a year earlier the master had gone to shore to find a tow. He returned to the ship to find the crew drunk and unwilling to take up their posts, even though the ship was dragging its anchors and in a dangerous position.) As Captain Mylius steered La Bella to Lady Bay Channel the ship was tossed onto its side by heavy breakers and ran aground on what is now known as La Bella Reef. The sea was so rough that it wrenched a one-and-a- half ton anchor from the vessel. Several attempts were made by parties of volunteers in lifeboats to rescue the stricken sailors, but the rough conditions made this difficult for the boats to get close enough to the ship and the parties had to return to shore. The La Bella’s crew became exhausted and sailors were being washed overboard, one by one. By sunrise only five of the twelve crew still clung to the wreck. A local fisherman, 25 year old William Ferrier, rowed his small dingy through the heavy seas and managed to rescue the captain, whilst the volunteer lifeboat crew rescued a further three sailors, returning to shore. Ferrier made a final attempt at rescue and was able to reach its stern as the conditions eased slightly, saving the last remaining, terrified sailor just before the ship broke up and sank. William Ferrier became a national hero as news of the daring rescue spread. He was awarded the Silver Medal for bravery by the Royal Humane Society and was honoured by the Prime Minister and the Governor. He was presented with several other awards for his daring rescue. Ferrier’s rescue efforts are one of the most heroic in Victoria’s shipwreck history. The wreck now lies in 13m of water and is home to an abundance of marine life. Flagstaff Hill’s La Bella Collection includes a rail holder from La Bella, a photograph of William Ferrier with four of the five men rescued, a rail holder from the ship and the letter from the Prime Minister and other Members of Parliament that was sent to William Ferrier to commend him for his bravery. La Bella has been protected under the Commonwealth Historic Shipwrecks Act (1976) as a Historic Shipwreck since 23 April 1982 (VHR S401). It is archaeologically significant as the remains of an international and inter-colonial passenger and cargo ship. Flagstaff Hill’s collection of artefacts from the La Bella is of historical and archaeological significance because of its association with the La Bella, which is on the Victorian Heritage Register, and because of the relationship between the objects. The collection represents aspects of Victorian history, and the letter to William Ferrier demonstrates how important his rescue efforts were to Victoria and Australia. The photograph depicts a view across the water at Lake Sambell. The image dates from approximately 1960. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. Residents of Beechworth have worked to raise funds to improve the Lake Sambell reserve several times, such as efforts in the 1930s and 1940s to raise the banks several feet to deepen the water for swimming purposes. Fundraising campaigns include the ‘Ugly Man’ competition conducted on behalf of the Wallace Park-Lake Sambell Development Scheme. The latter competition was run by the Fire Brigade Bend’s team as part of a larger competition called the ‘Mile of Pennies’; it was won by Mr Len Knight of Beechworth’s Commercial Hotel. The ‘Mile of Pennies’ was conducted at a Carnival held on New Year’s Eve, 1947. It was proposed by the Beechworth and District Progress Association. As well as improving swimming facilities, funds were raised to install a caravan park facility near the lake. Funds were also donated by commercial entities, such as £250 received from Zwar Bros. Pty Ltd. The photograph is significant as it shows the level of development of Beechworth in the early to mid-Twentieth Century. Gallipoli Visitor Welcome Pack 2011, Manufactured and collated for the Australian and New Zealand Governments
Annually since 2006 the Australian Department of Veterans Affairs has invited CVA to arrange a group of volunteers from Australia and New Zealand to travel to Gallipoli as part of the management of the Anzac Day Remembrance event. Announcing the 2011 visit the Commonwealth Minister, Warren Snowdon, said the contribution of volunteers on the ground at Gallipoli is highly valued. “Volunteers are very dedicated. They fund their way there and assist with a range of activities, including site preparation, crowd liaison and the distribution of visitor information packs,” he said. Volunteers appreciate this opportunity to both attend a place significant to many Australians and also to make a contribution to the safe and harmonious running of it. “I would like to thank CVA for the privileged of being involved in the Gallipoli program and would highly recommend it.” Volunteer Jennie, Newcastle NSW Since 2006 CVA group assisted at the ANZAC Day dawn service and at other remembrance The original idea was Garry Snowden's. Garry has a personal interest in WW1. On his second private trip to Gallipoli he noted there was too much litter around the commemorative sites and he had the idea of involving volunteers to play a role in providing a clean environment for visitors. The idea was raised with the Federal Govt (how was this done?). In 2005 there was bad publicity regarding behaviour of visitors and the amount of litter left and the Commonwealth Department of Veterans’ Affairs (DVA) reviewed its management strategy for the event. As an integral part of the strategy CVA was engaged to recruit a group of volunteers who would attend at their own cost, assist the clean up the environs of the main sites prior to Anzac Day while doing orientation and personal sightseeing, and welcome visitors and give them an information pack including a litter bag (see photographs attached. The volunteers do NOT clean up afterwards: that is rightly the work of Turkish contractors. Gallipoli is an iconic site for many Australians and New Zealanders and CVA provides this magnificent opportunity for volunteers to contribute effectively.This is a visitor welcome pack distributed by CVA volunteers to visitors prior to the Anzac Dawn service and other commemorations. Plan, Ballarat School of Mines Future Development: A Southern Terminal to Lydiard Street, 1947, 09/12/1947
In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. John Thomas was born at Worcester, England in 1796 and he became a blacksmith at Hagley, Worcestershire before becoming a Methodist and he soon started to preach. He married Sarah Hartshorn who predeceased him in 1867. He was accepted by the Wesleyan Methodist Missionary Society (WMMS) in 1824 and he became a pioneering missionary to Tonga (the Friendly Isles) in the South Pacific. He sailed first to Australia, and eventually arrived in Tonga in 1826, together with his wife and fellow missionary John Hutchinson.Initially he preached in Hihifo, Tongatapu from 1826 to 1828 and then moved to the island of Ha’apai in 1829. He baptised the chief Taufa’ahua Tupou in 1831 and enthroned him with English rites as the first King of all Tonga in 1845. Although the WMMS withdrew from Samoa in 1839, Thomas advocated its re-entry and he supported the King’s policy of sending Tongan Wesleyan missionaries to Fiji and Samoa. John Thomas also persuaded the Australasian Wesleyan Conference ( which took over the Pacific region from the British in 1855) to reverse the London Missionary Society’s decision regarding Samoa. John Thomas had 2 periods in Tonga from 1826 to 1850 and 1855 to 1859. Following a visit to England his influence with King Tupou waned in the 1850's and he retired to England and became a supernumerary minister at Stourbridge, Worcestershire, where he died in 1881. His wife Sarah had been a partner in his missionary work until she died 14 years earlier than he did. John Thomas’ name is honoured by having one of the 12 dormitory houses of Toupou College in the capitol of Tonga named after him. John Thomas House is House #1, and it is customary for the Head Prefect to reside in this dormitory. B & W engraving from a photograph of the Rev. Joeli Bulu was one of the first missionaries to Fiji. Not a Christian when he grew up but was converted after listening to John Thomas in Tonga. The king of Tonga had just been converted to Christianity and asked for volunteers to go to Fiji as a missionary. His reception in Fiji was not welcoming, but he was such a tenacious chap and because he was likeable he became one of the most influential missionaries in the South Pacific. He was a rascal as a young man in Tonga and the meeting with John Thomas was the thing that changed his life. Very well regarded now in Fiji. His active period was the 1838 to 1870 - John Thomas came to Tonga in 1826. From Wikipedia: Joeli Bulu (Siaoeli Pulu) (around 1810-May 1877) became a Christian in 1833. He was one of a band of Tongan teachers who came to Fiji in 1838, and pioneered the work of the Christian Church in this group. He served the Church in Fiji for almost four decades. He came to Lakeba by canoe, and was appointed to help with the printing of catachisms and passages of Scripture. Lorimer Fison translated Bulu's oral account of hislife. This was edited by George Stringer Rowe and printed in England in 1871 with the title, "Joel Bulu: The Autobiography of a Native Minister in the South Seas". He served first at Lakeba and then at Rewa, and after that the station was closed because of the wars, at Viwa. John Hunt sent him to investigate the possibilities of establishing the work in Vanua Levu, and to that field he was later appointed. He was the first Pacific Islander to be placed alone in charge of a circuit - Ono, in 1848, and also the first to be ordained (1850) as a Native Assistant Missionary. After this he served at Nadi (Vaua Levu), Bua and Cakaudrove where he pioneered the work before any white missionaries were established there. Afterwards he was appointed to Bau. Kites created by Helen Bushell, Kew resident for many years, and a pioneer of kite-flying world-wide. Kites are hand-made, mainly by Helen, and many were flown in local parks of Kew. Presbyterian Church Melton Background: A Combined Denominational Church and School was established in Melton by Protestants from the Presbyterian, Episcopalian, Wesleyan and Baptists denominations. A wooden church was built on the flat area east of the Toolam Toolern Creek. A photo of this church shows the buildings with small houses nearby. In the background the bluestone Presbyterian Church built in 1867 can be seen to the north on Yuille and Sherwin street. The flat area beside the road to Ballarat was subject to flooding and the site was eventually abandoned for a settlement. By the latter part of the 1860s the Church of England and Wesleyan bluestone churches were also being erected in the centre of the township of Melton. The commercial centre developed in High Street from Smith to Palmerston Street. Township of Melton Crown Grants Issued Under Common Law refers to the site of the Combined Denominational Church and School on the east side of Sherwin Street on the corner of Pyke Street. Section 4 Allotments 1 and 10 situated on the corner of Pyke, Bryan and Sherwin Street. The early map has the name of Thomas Cridge on this site. The area known Common (flat) remained open level ground with some cottages and buildings and a milk cooler in the 1930s, Granny Watts house “Lynch Cottage was moved in 1964. Sherwin Street was used until the 1960s with the open area being the used for playing golf. Alterations to the flat occurred when the golf course added to the height and removed the Sherwin Street access. The greens were developed and the height of ground altered the vista across Common. The first Presbyterian Minister in the district was the Reverend Alexander McNicol an advanced student and an experienced missionary from Glasgow, arriving in Melbourne in 1850. He was ordained on the 8th of June and was called to the Bacchus Marsh and Mount Macedon district. On the 1st of May 1851 he was called to Geelong and returned to Bacchus Marsh on February 1856 remaining until July 1859. Members of the Presbyterian faith were among the first settlers in the North-east of Victoria, and in the year 1842 the Presbytery of Melbourne requested the Rev. Peter Gunn, Minister of the Gaelic Church, Melbourne, to visit Presbyterians along the Murray River. This was the first of a series of annual visits, and was of a missionary nature. In May 1851, the Rev. David Hunter Ballantyne was appointed to the Wodonga district based out of Albury. In 1860 the Presbytery of Beechworth was formed, and from it two large presbyteries have grown - Wagga Wagga and Beechworth. In the early days the services at Wodonga were held in the old court house, which still stands. Wodonga Presbyterian Church continued as part of the Parish of Albury until the end of 1887, when it was placed under the administration of the Session of the Beechworth Church, with a home missionary in charge. Mr William Cooper was placed in charge for the first months, then Mr William Smith, a city missionary who had recently arrived from Scotland, was appointed. Mr Smith conducted a cordage factory at Stonleigh. He remained as missionary in charge for the next 10 years, and in that time the church steadily progressed. Plans were made for the erection of the building which now stands in High Street, Wodonga. Mr John Whan was a Founding Member of the Church and was appointed Sunday School Superintendent, an office which he held for 46 years, rendering extensive and valued service to the church and congregation. With a growing congregation and realising the challenges presented to the Church by changing conditions, land for a new church was sought. In September 1950 property was purchased in Nilmar Avenue in Wodonga and the new Presbyterian Church St Stephens became their new home. With the amalgamation of the Presbyterian and Methodist Churches, the new Church became the Uniting Church. The original Presbyterian Church was later sold to the Free Serbian Orthodox Church.These photographs are significant because they provide evidence of the changing nature of religious worship and groups in Wodonga.A collection of black and white photographic images depicting the first Presbyterian Church at Wodonga. St. Matthew's Church has historic significance as the town's church and physical and social focus for the community. The standard design buildings are good examples and important streetscape elements. The war memorial cross is the area's monument to the 20th century wars and its modest scale in comparison with the granite Eltham and towered Kangaroo Ground memorials illustrates the lack of affluence in the town and surrounding area. The grouping of church, school, store and post office is typical of country villages throughout Victoria. The Radiata Pine plantings are significant as an intact line of shelterbelt planting typical of the early 20th century. (Bick Study 1992) Covered under Heritage Overlay, Nillumbik Planning Scheme. The building was also used for Sunday School, a school and a hall.1 The St Matthew’s Church and hall at the corner of Church Road and Kangaroo Ground-St Andrews Road, were built in the early 20th century in the standard rectangular style of the times. The intact belt of Radiata Pines was common at that time. The war memorial concrete cross is the area’s monument for the 20th century wars. It is much more modest than those in Eltham, and particularly in Kangaroo Ground, demonstrating those townships’ comparative affluence.2 Early settler J Hughes, who donated the land to the Church of England, was the first to be married at St Matthews when he married Rachel Coutie. In later life he became a minister of religion.3 One much-liked preacher was George Hollow, who with his sister playing the harmonium, conducted church services at Panton Hill, St Andrews and Christmas Hills, for many years.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Land for the Methodist Church in Wodonga was reserved in 1864. By 1865 the Reverend Francis Neale, a Wesleyan minister was appointed to Albury from where he supervised the congregation at Wodonga Creek until a church was built in 1873. By 1885 Wodonga and the other preaching places on the Victorian side of the Murray had become a separate circuit under the Reverend L. J Rowlands. This circuit included Bethanga. Kiewa. Leneva, Kergunyah and Bonegilla. In the 1960s the Methodist congregation built a new chapel in Hovell Street, Wodonga. The creation of the Uniting Church during the 1970s meant that the services were held in the former Presbyterian Church and joint Sunday School classes were conducted in the Methodist Hall. In 1961 the Church building and land was purchased by the Ukrainian Community for £2,000. Ukrainian Catholic families in Wodonga donated £100 each towards the purchase. Additional fund raising such as carol singing in nearby towns (Benalla, Wangaratta, Albury and Wodonga) assisted with the purchase of the Church. The former Methodist Church was in poor condition and the members of its new congregation undertook the replacement of the floor, the footings, replastering of the walls and the construction of an altar. The renovations cost a further £400. Once a month a priest came up from Melbourne to conduct services in the Church. On completion it was blessed by Bishop Ivan Prasko to become St Olga's Catholic Church (Ukrainian). In 1965 the Church was dedicated to its patron St Volodymir, with Bishop Varlamm (Sydney) and Bishop Donat (Melbourne) taking part in the ceremony. The members of the Ukrainian Catholic community also built a hall and smaller chapel in Hunt Street, Wodonga. With a declining congregation, this property became more manageable to maintain than the original brick building and the decision was made to close the building in 2010. In 2022 the building and extensive block of land in Church Street was sold commercially for potential redevelopment.These images are significant because they depict an early Wodonga Church building.A collection of coloured photographs depicting the first Methodist Church in Wodonga, Victoria It was a red brick church with a steeply pitched gable roof and parapeted gable walls. There was a small front porch with matching roof and gable treatment to the front. Simple timber Gothic windows were along the sides, with a tri-partite window above the porch. Two sections of this window featured stained glass, the other was opaque glass. Red brick buttresses were topped with white-painted render, as were the parapets, and the windows were also outlined with white painted render. Timber joinery was painted white. A front path led directly to the porch and the Church was flanked by mature oak trees. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. Document - Report, Paul Jerome, Advisory Committee on a Proposed Convenience Centre and an Alternative Shire Proposal - Eltham Gateway Community Precinct Concept Plan - 895 Main Road Eltham, October 1997
On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Governor General was John Hope, Earl of Hopetoun THE HEIDELBERG TO ELTHAM RAILWAY. OPENING CEREMONY. The opening of the railway line from Heidelberg to Eltham took place on the 6th inst. The special train, containing a large number of members of Parliament, including Mr Trenwith, the Minister for Railways, left Prince's Bridge at half-past eleven, and arrived at Eltham at twenty minutes past twelve. The party was accompanied by Mr Fitzpatrick, Acting Commissioner for Railways; Mr Lockhead, the Traffic Manager; and Mr Norman, Engineer for Existing Lines. On arrival, the visitors were entertained at a banquet in the marquee, of which a photograph is given, erected close to the railway station. Mr E. H. Cameron, M.L.A., the member for the district, occupied the chair, and, seated on his right, was Mr Mason, the Speaker of the Legislative Assembly, and on his left the Minister of Rail-ways. After the banquet His Excellency the Governor-General arrived, and was received and welcomed by Mr Cameron, the local State school children singing the National Anthem. The Governor-General, in declaring the line open, said that he felt highly honored at being asked to perform the opening ceremony, and he trusted that the railway would be a source of great convenience to the inhabitants of the district. He was sorry to say that this would be the last opportunity he would have of seeing them. It cost him a great deal to leave them. (Hear, hear.) He had a great many friends amongst all sections of the community, and he could hardly bear to trust himself to speak about leaving them. (Hear, hear.) He was sorry Lady Hopetoun was on the high seas, and unable to accompany him that day. Mr Cameron thanked his Excellency for performing the opening ceremony, and hoped the trip home would have the effect of restoring His Excellency to good health again. In replying. Lord Hopetoun thanked them sincerely for the cordial vote of thanks. He hoped Providence would shower her blessings over them, and that they would have a series of good seasons. He would always keep a warm corner in his heart for the people of Victoria. (Loud cheers.) THE COUNTRY. In our illustrations, views are given of a couple of sections of the new line, and glimpses of the surrounding country are shown. The line is eight miles in length, and cost £51,000 in construction. Eltham, which is the terminus, possesses many of the features that go to make a favorite holiday resort. It is a quiet picturesque little hamlet, snugly ensconced on the slope of one of many sombre-tinted hills by which it is sur-rounded. Even when viewed under ad-verse conditions one could not fail to be-impressed with the natural, rugged beauty of the place. It is situated about sixteen miles from Melbourne, and the line takes a circuitous course through a continuation of pretty undulating country. At intervals on the slopes of the surrounding green-mantled hills, patches of brown, freshly tilled soil indicate that for all its serene reposeful-ness Eltham possesses its phases of industrial life as well. Looking down into this valley from the main road which skirts the slope of a hill, distant something less than a quarter of a mile from the railway station is one of the prettiest pieces of scenery in the district. Verdure-clad hills ascend on all sides, whilst beneath stretches a broad expanse of carpet-like green sward, dotted here and there with picturesque homesteads, each with its patches of tilled soil. In the township itself the dwelling-houses are comparatively few, the larger portion of the inhabitants residing in the scattered homesteads. Eltham is as yet only in its youth, but energetic and un-tiring public men can effect wonders in a community's prosperity, and Eltham, whatever other real or imaginary advantages it may lay claim to, certainly possesses this one. The photograph depicts a view across the water at Lake Sambell. The image is thought to date from the 1960s so may show the lake during a period of drought, such as that experienced across South-Eastern Australia in 1967. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. Residents of Beechworth have worked to raise funds to improve the Lake Sambell reserve several times, such as efforts in the 1930s and 1940s to raise the banks several feet to deepen the water for swimming purposes. Fundraising campaigns include the ‘Ugly Man’ competition conducted on behalf of the Wallace Park-Lake Sambell Development Scheme. The latter competition was run by the Fire Brigade Bend’s team as part of a larger competition called the ‘Mile of Pennies’; it was won by Mr Len Knight of Beechworth’s Commercial Hotel. The ‘Mile of Pennies’ was conducted at a Carnival held on New Year’s Eve, 1947. It was proposed by the Beechworth and District Progress Association. As well as improving swimming facilities, funds were raised to install a caravan park facility near the lake. Funds were also donated by commercial entities, such as £250 received from Zwar Bros. Part of a personal letter from a church member printed on yellow paper with a black and white photograph. Transcription: "And so home again to .. a fire!! Eltham Christina School and Church, where I worship was extensively burned by a known arsonist on Oct 10 (1998). We lost tthe 3 school rooms and 2/3 of the church. Another school kindly offered classrooms for the children. November 28 and a makesafe wall means school and church are now functioning in the good 1/3 of the church, until the remainder is rebuilt. So many have ministered to us in so many ways over these past weeks and we do thank the Lord for each one." The Stokes family settled in this area of Eltham in the 1940s and were associated with the Eltham Christian Church. In the 1970s this church had met in temporary premises in Eltham. Lots of the original 1920s subdivision remained south of Nyora Road and a number of these lots were utilized for the Eltham Christian School, which was established by the Eltham Christian Church in 1981. The school operated on this site until 2000. The premises were owned by the Nillumbik Community Church who were in operation till November 2010 when the Eltham Baptist Church commenced a lease arrangement until the site was purchased by them in April 2012. The building is constructed of brick and timber with a balcony on two sides that looks over an expanse of grass. When war broke out in 1899, and early target for the Boers was the diamond-mining centre of Kimberley. This was located near the point where the Transvaal, Orange Free State and Cape Colony met. General Sir Redvers Buller detached the 1st Division under Lieutenant General Lord Methuen to relieve the Siege of Kimberley. This decision was made partly for reasons of prestige. To capture Kimberley (which contained the famous imperialist and former Prime Minister of Cape Colony, Cecil Rhodes) would be a major propaganda victory for the British. Methuen's force advanced north and won two engagements against the Boers of the Orange Free State. Reinforcements from Transvaal under General Koos de la Rey arrived and he convinced the Boers to follow his plans for attacking the British. Instead of relying on the hills for protection and missing their targets, de la Rey proposed they make use of the flat veld and introduced them to the Mauser rifle with its flat trajectory. Trenches were built in the banks of the Modder River from which they could sweep the veld for a great distance. The trenches were built on the south side of the river and on the smaller Riet River where they meet at Modder River Station. Methuen's force began advancing towards the Modder planning to cross the river. The Boers opened fire and the British troops were unable to find cover on the veld. They had to lay flat so as not to be seen or hit. The British guns pounded the buildings near Modder River Station and the north bank of the river, missing the trenches on the south bank. The battle became a stalemate. The British found an opening on the Boer's right flank at Rosmead ford downstream and drove the Boers out of Rosmead. De la Rey drove them back into a small insecure bridgehead. The Boers feared they were vulnerable and withdrew during the night. Methuen reported that the battle had been "one of the hardest and most trying fights in the annals of the British army". Robert David Taylor of Eltham declared he was the Secretary of a certain Friendly Society known as the Hope of Eltham Tent No. 195 Victoria District of the Independent Order of Rechabites; that William John Taylor the Younger, George Knapman and Isaac Hill junior the Purchasers mentioned and described in a certain Indenture of Conveyance from Barnabas Shaw Walker and others also therein described registered in the office of the Registrar General were at the time of the registration of the said Conveyance the trustees of the said Friendly Society and purchased the land and hereditaments described in the Conveyance as such Trustees; and that Edward Samuel McColl, Jack Alfred Harrison and William Wilson were on 31 December 1926 the trustees of the said Friendly Society and as such were entitled to grant and convey the land and hereditaments described in the said Indenture of Conveyance. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. Melton South "The establishment of a settlement of Melton South was induced by the opening of the railway in 1884. This subsequently prompted a number of industries, initially sawmills, and in the early twentieth century, chaff mills. This development coincided with the Exford ‘Closer Settlement’ estate at the beginning of the new century, boosting local population and produce, and the development of the chaff industry which employed many people in the Melton area. (Around 1912 the government had brought out English migrants to settle the Exford estate.) By c.1912 the small Melton Railway Station settlement had a boarding house (probably for chaff or sawmill employees), store, a small church and a hall. The Melton Valley Golf Club originated near the railway station in 1927 (in 1931 it moved to the present Melton links). In 1910 the community had built the large timber ‘Victoria Hall’, which became the focus of community life for several generations. In August of that same year AR Robertson MP and D McDonald applied for the establishment of a school on land set aside for that purpose by the Closer Settlement Board, near the Melton Railway Station settlement. District Inspector McRae recommended that a school for classes up to Grade 3 be established as an adjunct to the Melton State School. And so SS3717, ‘Melton Railway School’, was established in the leased Victoria Hall on 1st December 1911. Thomas Lang, head master at Melton since 1896, was in charge of both schools. As a ‘prep’ school only, it was necessary that the older Melton Railway Station settlement students travel to Melton SS430 at Unitt Street. Since 1912 local residents had been petitioning for the establishment of a separate school at Melton Railway Station on the grounds that it would be better if all children from the one home could attend the same school, and that the Victoria Hall was unsuitable as a school building. As a result an area of 2 acres - Allotment 8, Parish of Djerriwarrh, Exford Estate - was reserved for a State School on 4th March 1914. However the Department wrote that a school would not be established there in the near future, as ‘there is no likelihood in sight that the Railway Station settlement will increase in importance’. Parents persisted with their petitions to the Education Department, claiming that the Victoria Hall was too large, had no fireplace, that teachers were unable to use the wall for teaching aids, and that, being less than 20 metres away from a chaff mill employing 30 men, was too noisy. The turning point came when in 1920 the Hall Committee decided to increase its rent for the hall. In 1920 Head Teacher Lang advised the Education Department to discontinue SS3717 as an adjunct. The District Inspector supported this recommendation, and the schools separated in 1923. In April of that year 41 children, comprising Grades 1-8, moved into an almost completed brick building on the present site. On the 6th July 1923 the official opening of the school took place; after a ceremonial journey from the Hall to the school, speeches were given by the Hon AR Robertson and the Chief Inspector of Education. Everyone then journeyed back to Victoria Hall for a ‘bountiful repast’. (These dates are at odds with the date of 5th March 1925 given in Blake as the date the children occupied the new SS3717 brick school building. ) A teacher’s residence had been purchased for ₤500 in 1923, and the school’s name was changed to ‘Melton South’ in the same year. Even though the older Melton South pupils would no longer have to travel to the Unitt Street school, an additional brick room was still required at the Melton SS430 in that same year. In 1961 a new room was added to the school. In 1972, at the beginning of Melton’s boom as a satellite town, the number of enrolments was 224. The school has since shared in the exponential growth of the town of Melton, and at the time of its jubilee celebration (1983), 524 pupils were enrolled. Victoria Hall, neglected and vandalised, was demolished in 1992. It had been handed back to the Council on condition that it be replaced by a new hall, with the same name, and was commemorated by a plaque. Apart from the 1923 brick school building, and the railway station, none of the principal early Melton South public sites survive. Few early residential sites remain. (Further research will establish whether the house on the corner of Station Street and the railway line was the original teacher’s residence.)" Melton State School "On 17th May 1858 a State subsidised, combined Denominational School was opened by HT Stokes, with an attendance of about 30 children. This school was conducted in the wooden Melton Combined Protestant Church, situated on ‘a creek flat’ thought to be on the north side of Sherwin Street between Pyke and Byran Streets. It is likely that the Church had been established by 1855 and that the first minister was the Rev. Hampshire, who lived in Cambridge House on the Exford Estate. Ministers of the Protestant denominations were invited to hold services there. As there was only one resident Minister in the town (Presbyterian Mr J Lambie), laymen of the various denominations often spoke on Sundays. In 1863 this building was declared a Common School with the number 430. One of its first and most prominent headmasters was John Corr, who served from 1860 to 1864. Most of Mr Corr’s children also became teachers, including Joseph Corr, at the Rockbank school, and J Reford Corr and WS Corr, headmasters and teachers at numerous prestigious private secondary schools around Australia. John Corr purchased land alongside the school and elsewhere in and near Melton, became secretary and treasurer of the new Cemetery Trust, and by July 1861 was deputy registrar of births, deaths and marriages. He walked three miles every Sunday to teach at the Weslyan Sunday School he had established. Despite good reports from the Education Department Inspector, and burgeoning enrolments, the local school committee recommended the dismissal of, firstly, his wife (from the work mistress position), and then him from the headmaster position. Corr saw his dismissal as an attempt to redirect state aid for education from the Combined Protestant school to the support of the Free Presbyterian Minister Rev James Lambie (by one account the owner of the land on which the Common School was erected), whose son-in-law James Scott subsequently assumed responsibility for the school. Rev Lambie failed in his efforts to keep the existing school, which the Education Department Inspector and the majority of Melton citizens regarded as badly situated and badly built. Following a conditional promise of state aid, local contributors in 1868-69 raised ₤72.10.6 towards the cost of an iron-roofed bluestone rubble building 43 ft x 12 ft. This was erected on a new site of 1.5 acres (the present site). The State contributed ₤120 to the new school, which opened in 1870. A very early (c.1874) photograph of the school shows its headmaster and work mistress / assistant teacher (probably James Scott and his wife Jessie) and its (very young) scholars. Similar photos show pupils in front of the school in c.1903, and 1933. In 1877 a second bluestone room costing ₤297 was added and further land acquired from the Agricultural Society (who only needed it two days a year) to enlarge the schoolground to 3 acres. In the early 1880s an underground tank augmented the school water supply and in 1919 a five-roomed wooden residence was added. During this period the school correspondents often compained that the walls of the bluestone buildings were damp, affecting the plaster. In 1923 a brick room 26 ft 6 in by 24 ft with a fireplace and four rooms facing south, was added, and a corridor built to link the three buildings. This served adequately for the next 40 years. The school bell probably dates to 1883. The school also has a memorial gate (1951) to World War One ex-students, and an honour board to the 64 ex-students who served in the First World War. The school roll fell to 42 in the early post war-years, but was boosted by an influx of migrants, mainly from the UK, from the late 1960s. This presaged the boom in Melton’s development, and the corresponding growth of the school, with timber and temporary classrooms added to the previous masonry ones. An endowment pine plantation established in 1930 augmented the school’s fundraising activities when it was harvested in 1968. Part of the site was planted with eucalyptus trees in 1959. Famous ex-students of the early twentieth century included Hector Fraser (internationally successful shooter) and cyclist Sir Hubert Opperman".
