Frank Millett and his nephew Hopper Cahill are the two people standing by the building after spending the day shooting rabbits in 1922. They are standing in front of the Aitkens Gap Police Barracks. In the 1860s the gaol and stables were sold to George Millett and added to the Millett property. The Barracks and the new farm homestead were built by Mick Morrison. The Bald Hill Hotel at Aitkens Gap on the Bendigo Road (Calder Highway) was guilt by George Millett in 1854 and functioned until the gold began to run out after the Victorian Gold Rush of the 1850s. The Millett family continued to farm until 1967. The family also and operated hotels in the local area. The photograph was taken at the Sunbury Fair possibly in 1977 when Bert Kelly, who is the man in the foreground, was the Shire President. Every year in March the Shire of Bulla held the fair in which community groups participated in a parade in the morning and the afternoon was given over to entertainment by local groups and displays on the Village Green. The lady, wearing a dark patterned dress and standing immediately behind Bert Kelly is Shirley McKerrow. Mrs Mommsen is standing next to him and the young man 2nd from extreme right is Graham Gibb. An ensign is a national flag used within a naval or military context. A naval ensign is usually required to be flown when entering and leaving harbour, when sailing through foreign waters, and when a ship is signalled to do so by a warship. They are also flown during battles and when the ensign is lowered, the ship is said to have surrendered. This Victorian Naval Ensign was used by the Victorian Naval Contingent in the Boxer Rebellion in China in 1900. The contingent was led by Captain Frederick Tickell who had commanded the Victorian Naval Forces since 1897. In around 1901, Captain Tickell presented the ensign to Frederick Thomas Sargood [1834-1903] who had been Minister of Defence and Education for the Colony of Victoria and was a Senator in Federal Parliament. In September 1986 the ensign was stolen from Parliament House. The suspect was described as a young man wearing 'a beret and bow tie' ("The Age" 26 September 1986).
