Booklet - Annual Report, Ballarat School of Mines, Ballarat School of Mines Annual Report, 1969, 1969
This annual report was one year before the opening of the new tertiary division at Mt Helen. Council decided to retain the overall title "The School of Mines and Industries, Ballarat" for the foreseeable future, but to separately name the three divisions as follows: 1. Diploma School - The Ballarat Institute of Advanced Education (A division of the School of Mines and Industries, Ballarat) 2. Trades School - The Ballarat School of Industries (A division of the School of Mines and Industries, Ballarat) 3. Secondary School - The Ballarat Technical School (A division of the School of Mines and Industries, Ballarat). The annual report also foreshadowed the Centenary of the School (and technical education in Australia) in 1970. Speaker at the trade Prize Night and Apprenticeship Week was W.J. Anderson, and Craftsmen Certificates were presented by the Ballarat City Council. A number of quarto pages with stapled inside a brown card cover. The report was for the year ended 30 June 1969, and was delivered by Ballarat School of Mines President M.B. John. Page 5 lists the Diplomas awarded. Page 6 lists the scholarships, prizes and awards, including the Josephine Brelaz Scholarship, Martha Pinkerton Scholarship, Frank Pinkerton Scholarship, Mica Smith/Serjeant/Ironworkers Scholarship, Ballaarat Has Comapny Scholarship, Ballaarat City Council Scholarship, R.W. Richards Medal. Page 8 covers buildings and accommodation. Conditions were cramped at Lydiard Street , with conditions hoped to be improved when the Stage I buildings at Mount Helen were completed in the following year. Mount Helen Master Plan was undertaken by Joint site planners G.J. Harrison, staff architect at the Flinders University of South Australia. and messrs L.H. Vernon and associates, of Ballarat. The following staff members retired: A.L.H. Aldersey; J.V. Crotty; M. Page; J.Ralston; P.J. Smith, P.B. Todd; Derek Wooley; Mr Goldfinch. TRADE DIVISION: F.D. Hamilton, J. Moran, D.Drake The following new lecturing appointments were made during the year: G.I. Boyd; E.W. Butters; D.R. Dowling; P.D. Kelly; G.J. medwell; R.E. Northey; C.A. Pogliani; R.H. Pyke; Roy Schrieke; B.J. Shearer, D.J. Stabb, T.W. Sweatman; A.C. Turner; D.G. Williams; C.M. McGarry. The Computer centre was enlarged when Arch MacKinnon was transferred as Mathematics lecturer to Computer Manager. J.A. Wilson was the computer operator, and R. Kopke, E. Dykstra and V. Gay were Card Punch Operators. Preliminary work on the new Brewing and Malting course was continuing, and plans were being made for the commencement of courses in Librarianship and General Studies. This book contains the report from the select committee on Castlemaine and Sandhurst water supply; with the proceedings of the committee, minutes of evidence and appendices. It also contains the report Of the Engineer-In-Chief of Railways, and reply of the Chief Engineer of Water Supply on the works constructed by the Victorian Water Supply Department, presented to both houses of parliament by His Excellency’s command. Ferdinand M. Krause, was a lecturer at the Ballarat School of Mines in Geology Mineralogy Mining Engineering and Surveying. He was a Fellow of the Geological Society and a Fellow of the Linnian Society. He was assistant engineer for the Ballaarat and Ballarat East Water Supply Committee and helped plan local reservoirs.A brown cloth hard cover, foolscap book with leather spine. Title is written in black on the title page. "Water Supply Reports" is engraved in gold on spine. It includes a table showing the monthly and yearly rainfall and shade temperature at Ballarat, 2nd February, 1885. It also includes two reports and two replies, a map No.7082.2 of Victorian Water Supply, Castlemaine and Sandhurst district general plan including lines of Aqueduct, Reservoirs. No. 7082.3 of Victorian Mining districts, Mining Divisions and The Gold Fields in 1866 - includes districts to be supplied under the Waterworks Act, 1965. It also includes: *Report of the Engineer-in-chief of Railways and Reply of the Chief Engineer of Water Supply on the works constructed by the Victorian Water Supply Department, 1869. * Coliban Water Scheme, 1864 * Ballarat and Ballarat East Water Supply (1869) including the Ballarat Water Supply List containing names of occupiers and nature of improvements on lands comprised within the proposed reserve of Gong Gong Reservoir, Ballaarat. The 1930 Back to Bacchus Marsh celebrations were held on 23 to 28 October 1930. The committee were Cr L.M. Gugdale (president), A.W. Bond (General secretary), W. Grant Morton, J.G. Wells, Dr E. McDonald, Charles Dickie, G.H. Anderson, F.M. Crisp, W.R. Vigor. Bacchus Marsh State School No. 28 was established in 1851 as a National School in a rented building on the right-hand side of Bacchus Marsh-Melbourne Road, just beyond Woolpack Inn. Several willow trees mark the site. H.G. Ball was the first Head Teacher of the school, and the enrolmen towas 34. In 1854 Governor Charles Hotham visited the school. In 1855 two new schools, East and West, were recommended. School No. 28 closed in 1862 and the sitre was sold. The present school site was purchased in 1865 for 67 pounds. The cost of the building was 782 pounds. (Visions and Realisations, Vol 3., 1973) A clock purchased by public subscription was placed in the front of the building to the memory of scholars who served during World War One. In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. Equipment - Distant Signal, 1897-1931
This three-dimensional Distant Signal is part of a Flagstaff Signal set of ball, cone and drum shapes. It has been woven and then fabricated with strong metal swivel fittings and loops for suspending from a high point on a flagstaff at a signal station or on a ship’s masthead. The cane signal was constructed to withstand all weather and to be visible from a long distance. The gaps between the woven cane allow air to pass through, minimising possible swaying. Similar sets were made from rope or fabric. Warrnambool's Flagstaff was erected in 1854. Its primary use was to display visual signals that could convey messages between land and sea. It was also used to notify the local population of the approach of ships. One of the popular signalling codes in use in the early-to-mid 1800s was the Marryat’s Code but there were others in use as well; there was no one standard code. In 1857 the International Marine Conference adopted an International Code of Signals as a standard communications system for all vessels that could be understood in many different languages. The Normanby Advertiser reported on June 5th 1857 a query from the Post Master General as to whether the request of the Chief Harbour Master would be carried out, in that Warrnambool would receive a new flagstaff and a set of Marryatt’s signal flags. The Table of Codes was published, showing how to use combinations of these flags to send messages. The Code was revised in 1887 to cover situations where distance, light, wind and weather conditions affected the visibility of the flags and prevented clear communication. The first report of the International Code of Signals Committee of 1897 warned signalmen not to rely on ordinary semaphore flags and introduced a Distant Signal Code using either particular semaphore flags or the three-dimensional shapes of a ball, cone and drum that aligned with the semaphore flag shapes of a circle, pennant and square. International Code of Signals In 1931, after World War I’s experiences in using signal codes, the International Code of Signals conference in Washington revised and published the rules for the conduct of signalling. One of the changes was that “the use of the Distant Signals and of fixed semaphore was abandoned”. It is of interest to know that modern marine law in many countries insists that a set of Day Shapes must be carried onboard vessels of a certain size. These highly visible geometric shapes are used at sea in daylight to communicate messages between vessels. They are used in a similar way to the Distant Signals, in that different combinations of shapes represent different messages. The set of shapes includes a ball, cylinder, cone and diamond. The shapes are hung between the top of the vessel’s foremast and the front of the vessel. They are only coloured black and are about 1.5 metres high. The vertical line of shapes can mean messages such as Boat not under command, Fishing, and Under sail and power.Distant Signals were an important means of marine communication from the late 1880s to the early 1930s, including during World War I. They were an advancement to the International Shipping Codes and safety. The cane signals’ shapes appear to be the same from whatever direction they are viewed, removing confusion about the message they convey. The same shapes continue to be used today for the sets of Day Shapes used as marine navigational signals that are mandatory on certain-sized vessels.Distant Signal Ball, part of a Flagstaff signal set. Document - Framed Poster, Borough of Warrnambool, Victoria, Australia, after 30/06/1875
This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Established a Municipality in 1855, and Created a Borough 1863. Population in 1875 4,500. Warrnambool is the nearest Port to Melbourne on the Western Seaboard, being about 160 miles distant. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. Annual Revenue £5,500. Number of Houses in Borough 800. Public Buildings and Institutions Churches. Church of England, Roman Catholic, Presbyterian, Wesleyan, Congregational and Baptist. Schools. CMHS members are informed of the Local Government Mayors , CMHS Committee of Management Members, CMHS Operations & Projects and General Members Meeting Dates. Articles about the K.G Putt Memorial Centre Bentleigh Elderly Citizens Club 60th Anniversary Celebration and the induction of locally born Aviator Harry Hawker 1889-1921 into the Australian Aviation Hall of Fame at Wagga Wagga, on 8 Nov 2014. Following our success in obtaining the PROV Grant in May 2014 Lindie Ward, Museums Mannequins Ltd, brought the new mannequin for the Mary Box Wedding Dress to Box Cottage in August and showed members how to present the dress. In September the new Museum Display Cabinet from TASHCO Pty Ltd, Corio was delivered.The unveiling of the Dress in the Cabinet was celebrated on September 10th by CMHS members with special guests Elizabeth Miller MP Bentleigh and Elizabeth Triarico , History and Heritage Co-ordinator GECC. Letter - The Bentleigh Soldier's Welcome & Comforts League 1918
A letter sent to the Secretary of the trustees of the Bentleigh Recreation Reserve, from Lucy Wood, for the Bentleigh Soldier's Comfort League requesting the use of the Burgess Pavilion for the Leagues meetings. The Bentleigh Soldier’s Comforts League is but one example of many other organisations that made use of the pavilion. After the League’s inaugural meeting a letter was sent to the Trustees of the Recreation Preserve Bentleigh requesting the use of the pavilion to hold their meetings. The objects of the Bentleigh Soldier’s Comforts League were: 1. To provide comforts for Bentleigh boys on active duty 2. To ensure a suitable public welcome upon their return 3. To visit the sick and wounded ones at the Military hospitals A committee of local ladies formed a committee, An amount of 2s was allotted to each worker who endeavored by personal effort to increase that sum. A Gymkhana, in association with the Equestrienne Club, was held to raise funds to help the return soldiers and to send Xmas boxes to the soldiers on active duty abroad. Lucy Wood (1872 - 1956) was the wife of William Howard Wood (1868 - 1947). William and Lucy lived in Jasper Road opposite the recreational reserve.
