On Saturday 13 May 2000, Victorian Mounted Rifles Squadron, 4th/19th Prince of Wales's Light Horse Regiment departed Buna Barracks Albury and relocated to its new depot at Building 105 North Bandiana. The occasion was marked by a parade through the main streets of Albury and Wodonga. The mayor of Albury, Councillor Les Langford, farewelled the regiment and the mayor of Wodonga, Councillor Graham Crapp, welcomed the regiment to Wodonga. At Building 105, the Area Commander, Colonel Chris Anstey, welcomed the regiment and handed over the building to Lieutenant Colonel Michael Annett, Commanding Officer 4th/19th Prince of Wales's Light Horse. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Padbury’s Funeral Parlour in Kew was the earliest business of its kind in what is now the City of Boroondara. It was established by John Padbury in 1859. Following his death, the company was renamed A W Padbury & Co. John Padbury was involved in meetings in 1861, calling for Kew to become an independent municipality. In 1863, he argued that a lunatic asylum would bring business to shopkeepers. His company was located at 13 Cotham Road, next to the rear entrance of the Kew Police Station. The two-storey building is still [in 2023] extant. Members of the Padbury family married into a number of pioneer Kew families including the Whitmans and Morgans. Brown Coal is typically found as rocks. During formation the Brown Coal starts as peats, which is an acidic brown deposit resembling soil, and over time when subjected to pressure and heat these peats form the Coal. Brown Coal is the lowest rank of coal as it has a low carbon (energy) content, and a high moisture content. This high moisture content makes Brown Coal unsuitable for overseas exports. This particular specimen was recovered from the Yallourn Mine in Latrobe Valley, Victoria as part of the geological survey of Victoria being carried out by Alfred Selwyn. Otherwise known as the 'Yallourn Power Station', the Yallourn Mine is Australia's second largest mine. Yallourn Mine was first built in 1920, and since then it has been providing over 1 billion tonnes of Brown Coal to Australia every year. The Yallourn Mine is responsible for 22% of Victoria's electricity and 8% of Australia's electricity. As of 2021 the mine employs around 500 people. Due to ongoing maintenance issues and Australia's move to cleaner energy, the Yallourn Mine intends to shut down permanently as of 2028. Soon after gold was discovered in 1851, Victoria’s Governor La Trobe wrote to the Colonial Office in London, urging ‘the propriety of selecting and appointing as Mineral Surveyor for this Colony a gentleman possessed of the requisite qualifications and acquaintance with geological science and phenomena’. Alfred Selwyn was appointed geological surveyor in Australia in 1852 which began the Geological Survey of Victoria. In 1853-69 the Geological Survey issued under Selwyn's direction sixty-one geological maps and numerous reports; they were of such high standard that a writer in the Quarterly Journal of the Geological Society of London bracketed the survey with that of the United States of America as the best in the world. During his years spent in Australia, Selwyn collected numerous significant geological specimens, examples of which are held in collections such as the Burke Museum.Brown coal is considered to be an essential rock to Australia's energy consumption. Although plentiful in sources, Brown Coal is not able to be exported overseas due to its high moisture content. As Australia moves towards cleaner energy, Brown Coal is going become less used. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. This is a set of 13 photographs taken in 1985* during reconnaissance of locations in regions of the Northern Territory. Later that year, Operation NERVOSE 85 was mounted by 4 Fd Svy Sqn in the EAST ARNHEM, VICTORIA RIVER DOWNS AND DALY WATERS areas of the Northern Territory from 26 May to 18 Sep 85. The aim of Operation NERVOSE 85 was to finalise the horizontal and vertical control for mapping at a scale of 1:50,000, to field check 40x 1:50,000 preliminary maps and to obtain mapping photography in support of the RAAF TINDAL redevelopment project. *Note –These photos were most likely taken in 1985, contrary to the ‘1987’ date annotated on the negative sleeves.
