Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. One of a collection of 56 knitting pattern books donated by Mrs Hilma Carruthers. These books had been used by Mrs Carruthers, her mother and her two daughters. This book was produced by Patons and Baldwins and contains knitting patterns and some embroidery patterns at a level suitable for young girls. in the early part of the 20th century, Warrnambool's residents had their share of health problems.according to the Annual report by Dr H I Holmes in 1921. Diphtheria, typhoid fever, tuberculosis, polimyelitis and scarlet fever were common afflictions. The sanitary system or lack thereof was the primary source of much of this illness. The healthcare facilites were much better and the hospital was well run and was further improved by the opening of the baby health centre which was opened in October 1921. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance. It also commemorates one of Warrnambool's better known citizens and the beginnings of the maternal health system in the cityThis heavy stone plaque grey in colour, with polished surface, is rectangular, with lettering cut and coloured in gold. all the lettering is in capitals. Frances Emerson was born in Elsterwick in 1906 to Thomas James Emerson, a furniture manufacturer, and his wife Selina Sarah (nee Bowen). She had 3 siblings - Thomas George (1908-1977), Melvie Eleanor (1910-1965) and Hulett Moore (1915-1999). They lived at 18 Kent Road, known as 'Sunnybrae' and later as ‘Willacool’. Her mother died at 'Sunnybrae' a few months after the birth of her youngest brother. After attending state school, Frances went to Fintona. She trained as a kindergarten teacher at ‘Mooroolbeek’ Kindergarten Training College in Kew and taught during the 1930s. Her 1st appointment was at the Robert Cochrane Kindergarten in Auburn. She also worked at the City Free Kindergarten on the corner of Exhibition and Little Lonsdale Streets, where children came from very poor dwellings in ‘lanes off lanes’. Daughter of Herman Strom, a Swedish sea captain and Mary Edington Rule Pyatt with 2 siblings: Eric Strom and Elsa Rule Strom. Born 1892 in Ascot Vale; died 1984. Christine trained as a nurse at the Royal Women’s Hospital for 4 years and enlisted on 24/5/1917 as an Army Staff nurse. Enlistment papers give her religion as Unitarian. Her letters written to her family (“Letters from Salonika”) and her WW1 diary are held at the Australian War Memorial. After marriage she lived at 12 Lock Street from 1923-1981. Married Walter Hugh Bonwick and had 2 sons William James (Bill) and John Edwin. Pastimes: Joined the Scout Movement and became ‘Akela’ to the cubs of Yooralla, Balwyn; wrote prose and poetry and had a book of verse published; entitled “We came in a Freighter”.
