Glen Eira has a long history of association with various heraldic forms. From its early years the municipality of Caulfield had used the armorial bearings of the Caulfield Family (the Charlemonts of Castle Caulfield) to represent the roads board and later the town and city. In 1969 Caulfield City Council began planning to apply for an official coat of arms for the City. In 1974 Horace Hall, a Balwyn North resident and member of the Heraldry Society in London advised Council that the current usage was illegal, and that the Houston family, current owners of the Caulfield Arms could take legal action against Council for 'usurping their arms'. Mr Hall was commissioned to develop new heraldry for the City, and in conjunction with J. P. Brooke Little at the College of Arms, London, he prepared an acceptable design for Caulfield's Coat of Arms. The Council paid an additional sum to have a standard painted on the Letters Patent and the municipality's new coat of arms was drawn up in June 1975. The Coat of Arms retains a number of heraldic elements from the original Caulfield family insignia, including the dragons, the colours and the elements of the shield. The newly registered coat of arms and Letters Patent document for the granting of arms was presented at a civic service to mark the granting of armorial ensigns and the city banner to the City of Caulfield on the 1st May 1977. Significant elements of the coat of arms granted by these Letters Patent are as follows: The motto 'Labore Vinces' translates to 'By our labours we will conquer'. The helmet represents the rank of the owner. Public authorities are granted an esquire's helmet. The brickwork on the crest is a recognised emblem of local government. The Letters Patent also display a banner and a badge, both official symbols of the City of Caulfield. The badge, which is displayed on the banner as well as on its own, features a bridled horse. This represents the importance of racing, the Caulfield racecourse and the Caulfield cup to the municipality. These letters patent officially proclaim the granting of the coat of arms to the City of Caulfield. They are highly significant to the City of Glen Eira as they are the primary document that signifies the official and ceremonial heraldic powers of the Coat of Arms of the City of Caulfield. Mounted Letters Patent illuminated document for the Grant of Arms to the City of Caulfield presented on 1st May, 1977. Hand written and hand painted on cream coloured parchment using different coloured inks, mainly black, blue, red and gouache and gold paint. The bottom edge is folded up over itself approx. 45mm revealing the flesh side of the parchment, which displays black ink signatures and three sets of two horizontal slits that hold three blue ribbon. The ribbons support three wax seals in round, gold coloured metal cases held by the wax through slots in the casing. Although covered by the cap top, each wax seal within displays a different flag emblem with a crown on top, surrounded by a ring of text (difficult to read), noted when the cases were opened during conservation treatment. The first British designed and made Centurion tanks arrived in Australia in June 1952. The first tanks went to the 1st Armoured Regiment, but as more tanks became available armoured regiments of the Citizen Military Forces received replacements for their aging General Grant tanks. The Centurion was a great improvement on the Grant with a bigger gun and the ability to fire accurately while moving. Serving soldiers of regiments such as 8th/13th Victorian Mounted Rifles were converted to the new tank and National Servicemen received full-time training while at Puckapunyal. In February 1968, C Squadron, 1st Armoured Regiment, equipped with Centurion tanks was sent to Vietnam. This tank No 169073 was one of the twenty tanks which served in Vietnam. There were many doubters about the likely usefulness of the Centurion in the jungle and paddy field environment of South Vietnam. How would this very large tank perform? No one needed to have worried. The tanks performed magnificently and were treasured by the infantry with whom they operated. ‘Tanks save lives’ was the catchcry. Several Reserve officers were attached to the Squadron in Vietnam including Colonel John Neale and Major Gordon Cole. Following the Australian withdrawal, the tanks were refurbished and issued to Army Reserve regiments for training. Our tank was allocated to 8th/13th Victorian Mounted Rifles. Together with the tanks came a crop of Regular Army Cadre staff and training reached a new peak. When the Centurion was superseded by the Leopard surplus vehicles were allocated to museums and regimental collections as trophy vehicles. The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse. A set was located in the Barrie home, which was an idea location to observe smoke sighting given its 360 degree view of the distant horizon. In its policy of creating smaller compact groups of fire brigades the Country Fire Authority Regional Officer Harry Rothsay in 1967 requested that the following 6 brigades surrounding Mt Cottrell transfer from their respective groups. Melton and Rockbank from Bacchus Marsh Group, Toolern Vale and Sydenham from Mt Macedon Group and Truganina and Werribee from Little River Group forming a new Group to the be named Mt Cottrell Fire Brigades Group. Group Headquarters was established at the Ferris road residence of Melton Captain E W Bon Barrie, who was elected Group and Communications Officer of Mt Cottrell. E W (Eddie) Gillespie and Keith Watt of the Toolern Vale brigade were appointed Deputy Group Officer and Group Secretary respectively. The Base Radio was installed at the Group Headquarters by the CFA. Brigades contributed to half the cost. A grant of $1000 was made available by the Shire of Melton in 1969 toward the cost of VHS (Very High Frequency) replacing the HF(High Frequency) Radios which has been introduced in the 1950’s. " (Pg 84, Historica, 2011) Dr John .F. Wilkinson was a significant figure in the pioneering of tourism at Mt Buffalo. A Doctor and resident of Bright, he and W.A. Staker were the founder members of the Bright Alpine Club formed in 1887 to promote the natural attractions of the Buffalo plateau. " They form the Alpine Club and charge a membership fee for guiding people up the mountain (led by official guides Bill Weston and Edward Carlisle). this is matched by a grant from the local shire council.... They advertise in the Argus and promote the Australian Alps, Bright district as "The Switzerland of Victoria'. Mt Buffalo, with the railways nearby, is the most accessible snowfield and becomes 'the cradle of skiing in Victoria'." (Pg 179 Historica . 2011) The initial funds raised by the Alpine club funded the Staker's walking track, the first easily accessible route up the mountain. . They engaged the services of early Victorian photographer Nicholas Caire, whose scenic photographs helped to promote the beauty of the mountain.
