In 1961 Bruce Evans was elected to the Victorian Legislative Assembly as the member for Gippsland East. He was the party's deputy leader from 1964 to 1970 and its whip from 1970 until his retirement in 1992. "The Land Conservation Council was established by the Land Conservation Act 1970. As one of its three functions, it makes recommendations to the Minister for Planning and Environment with respect to the use of public land, in order to provide for the balanced use of land in Victoria. This report contains the Council’s final recommendations concerning the use of public land in the East Gippsland study area, the boundaries of which correspond to those of the Shire of Orbost. The recommendations in the text are grouped under major headings, such as Parks, State Forest, and so on. " The Council met on seven occasions during the year, and also made visits of inspection to each study area. The Chairman visited Shire Councils in study areas to explain the role and the functions of the Land Conservation Council and to invite submissions on the use of public land in these areas. Provides information about the two-day enquiry held by the Victorian Transport Regulation board into the SEC operated Ballarat Tramway system. Enquiry held at the Ballarat Court House, by Messrs J Bolster, E V Field (Chairman) and J O Mactier of the TRB. Two photos show the Board and some of the attendees. Page 2 of the 3 April report; the acting assistant manager of the SEC advised that the tramway was unsafe, deaths due to collisions with trams, costs of refurbishing the tracks and tramcars and employment issues. Evidence was also given by the Mayor of Ballarat, Cr. Nicholson, Ballarat Town Clerk Mr Maddern, Barry Wilkins, H A Davis local bus operators. The Board considered whether the existing services could be replaced by private operators, or a publicly operated service, including the cost of operators. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This slouch hat was worn at the 75th Anniversary of Beersheba parade at the Australian War Memorial, 31 October 1992. VMR Squadron 4th/19th Prince of Wales’s Light Horse provided the Honour Guard under the command of Captain Kelvin Robertson. It was the first occasion on which slouch hats and plumes were worn by the regiment. In 1992, all Corps in the Australian Army were ordered to wear slouch hats. This was a reaction to the high incidence of skin cancer in soldiers. Berets were thought to offer inadequate sun protection. Slouch hats were not practical in AFVs. Not all crewmen had access to helmets, so berets continued to be worn in vehicles. Slouch hats were worn for parade ground and general barracks work. RAAC acknowledged its Light Horse ancestry by wearing the emu plumes. Life continued in this way till 2010 when the wearing of berets was banned. Special Forces were exempt because it was argued they had a special relationship with the beret. Armoured Corps was outraged. Their relationship with the ‘black hat’ went back nearly a century. Submissions and argument ensued until the current workable arrangement was reached where a CO can authorize the wearing of berets but recognising that the slouch hat is the formal Australian Army head dress. This report was prepared by historian Robin da Costa-Adams to assess the cultural heritage significance of "Enniskillen" at 14 Balwyn Road, Canterbury. It includes some family history on a number of prominent families - the McAlpin family, the Hindson family and the architect, Arthur William Plaisted who designed 'Enniskillen' for the McAlpin family. McAlpin's was a major Victorian flour company in the nineteenth and early twentieth centuries. Owned and operated by J. McAlpin and Sons, the company sold its flour products across Australia and overseas. McAlpin's developed a successful marketing campaign which was pitched directly at housewives. One innovation was the publishing of a free cookbook which had recipes in it that used McAlpin's products. These free cookbooks were published successively from the 1930s through to the 1960s in Australia. Arthur Plaisted also designed the Surrey Hills Medical Centre in Union Road c1911. Some of his work is featured on the State Library of Victoria Collection. Robin da Costa-Adams has researched and written many publications including 'Blackburn a picturesque history, 1978'; 'Land of Gold: Gwlad yr Aur: James Tipping and a Mining Heritage'; 'Address (with signatories) from the women of Ballarat & Ballarat East to the women of England 1864 : against transportation of convicts', compiled and indexed by Robin; and 'Connie's Story : commemorating the Life of Mrs Edward (Plorn) Dickens'. Robin has been a tireless campaigner for heritage protection in Canterbury. This document on 'Enniskillen' was included with Robin's submission for 2 VCAT hearings regarding possible development of the property. Both resulted in a judgement against the proposed developments. In 1978, Ballarat College of Advanced Education made a submission to the Victoria Institute of Colleges for consideration which would also need the approval of the Federal Government Tertiary Education Committee. This was for the development of an Occupational Hazard Management Course. This approval meant the VIOSH course could begin in 1979. At times since that date they had to apply for re-accreditation of the course. The Occupational Hazard Management Course Committee was responsible for this. This meeting notice was sent stating the only matter on the agenda was the re-accreditation proposal. In 1838 the CHILDREN, under her master Captain H. Browne, completed a successful round trip from Launceston to London (carrying wool and whale oil loaded in Portland), returning in late November of that year (carrying a general cargo including the house bricks). On the 11th January 1839, the CHILDREN sailed from Launceston for Adelaide, with 24 passengers, 14 crew, and an awkward mixed cargo, including 1500 sheep, 8 bullocks, 7 horses, and farming implements, and six whaleboats with associated whaling gear. One account states that when the CHILDREN “put out from port she was light and badly ballasted”. The vessel immediately encountered four days of hurricane force storms, eventually clearing on the early morning of the 14th to “west force 10”, but too late to take accurate measurements of the sun or stars to establish their position relative to the coast. The CHILDREN collided with a limestone stack at the entrance of Childers Cove, and the seas smashed her into pieces within half an hour. All the cargo and 16 lives were lost (including 8 children). The Henty’s contributed £150 towards a fund for the 22 survivors at a memorial service held in Launceston later that year. It was a major financial setback for the Henty’s, but one from which they recovered. In a submission to the Governor of New South Wales dated 24 March 1840, the Henty’s summarised their work over the previous six years of settlement: “Six stations have been occupied, one at Portland Bay…three at the open country about 60 miles inland called ‘Merino Downs’…They have erected two houses at Portland Bay and two others at Merino Downs”.
