Certificate, Royal Review, 1901
This certificate was sent to those who had been present at one of the celebrations in connection with the Federation of the six States of Australia in 1901 – The Royal Review at Flemington Racecourse on 10th May 1901. The invitation to attend the event was issued by the Government of Victoria. The certificate was intended to be kept as a souvenir of the event and framed. This particular certificate was issued to George Rolfe and his wife of Warrnambool. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. By the early 1880s he had acquired 50 acres of land in the town and several farming properties. He used the buildings on the land near the mouth of the Hopkins River as holiday accommodation and called the property, Lyndoch. He improved the property by adding stables, chaff and bone sheds, jetty, boathouse, reservoir, water well and windmill and extensive gardens and he spent most of his later life in the Warrnambool area. Lyndoch today is the site of an aged care facility. This certificate is of considerable importance for two reasons: 1. It is an important memento of a signal event on Australia’s history – the Federation of the six States in 1901 and the subsequent celebrations. 2. The certificate was issued to a prominent Warrnambool person, George Rolfe and his wife.This is multi-coloured sheet of paper mounted on card. There are four black and white photographs of the Royal Review at Flemington and photographs of the Duke and Duchess of Cornwall and York. The images include the Royal Crest, the shields of the six Australian States, a shield of Victoria with a background of flags, cannon and ammunition, two mounted soldiers with a soldier and sailor standing nearby and swords and bayonets. There is also much colour decoration around the edges of the certificate. Typed notes on a meeting 18 August 1971 between L/tees J.E. Chancellor, G.K. Rosnan, H.C.G. Rodgers identifying the objectives of the sub-committee to review and make recommendations to the Board with regard to the need for and the future of residences. Discussions were wide-ranging and in greater depth than those of the Forecasting Committee (Cat.No. 01670), and the results showed a continuing need for accommodation, whilst phasing out at least one of the residences during the 1970s, with alternative accommodation needing further investigation. There were seven recommendations made. The Board of Legacy Melbourne concluded that the report was more a description of current practices and procedures and did not critically analyse actual expenditure over past years or the effectiveness or appropriateness of the current system. Book review from The Courier, titled "Tram ride to success", reviewing a book "The Promise of Gold and its results" written by David Griffiths. Looks at the life and work of John Garibaldi Roberts a supporter of the Arts and Chief Accountant of the Melbourne Tramway and Omnibus Co (MTOCo) and later the manager of the cable tram system for the MMTB. He retired in 1923. Has photos of the family, John at his work desk in 1910 and the directors of the MTOCo. Item written by Caleb Cluff of The Courier. One of Roberts guests was C J Dennis, who wrote Songs of the Sentimental bloke" while staying at Roberts place in the Dandenongs which had been formed from disused horse buses. Two letters dated 12th June 1972 and 18th June 1972 from Legatee D.B. Carter to Legatee E.G. Baker as a member of the Board of Management, discussing the Residences Review Sub-Committee Report of April 1972. (Cat. No. 01674). L/- Carter challenges many of the items in the report in quite an emphatic manner before offering his own recommendations in the first letter; not content with this lengthy letter, he revisits the matter only six days later and 'urges' the Board of Management to appoint a sub-committee to examine not only accommodation of problem children, but also whether Melbourne Legacy funds are being used in the most effective way. Final report dated April 1972 submitted by the Residences Review Sub-Committee (J.E. Chancellor. Chair, H.C.G. Rogers, G.K. Rosman) - see drafts at Cat.Nos. 01672 and 01673. The report of the Forcasting Committee, Cat. No. 01670, is included as Appendix I, and comparative costs statements 1963-1971 are included as Appendices II-V. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before recommending that when the number of residents over the age of 14 falls below 34 in two consecutive years Blamey House be disposed of or developed for other needs, Stanhope is converted to co-ed accommodation for over 14s, and Harelands is used as co-ed accommodation for the under 14s. In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs.
