In 1973 the Commonwealth, New South Wales and Victorian Governments agreed to the Albury-Wodonga Development Scheme, for a decentralised growth area. "Although horse breeding and racing was an established and popular tradition in the district by the 1900s, one horse is credited with raising the profile of the industry in Melton during this period. The Welkin was bred in England and brought to Melton in 1910 as the foundation sire of Ernest Clarke’s Melton stud. Clarke, brother of Sir Rupert, enjoyed remarkable success with his champion stallion. By the time of the horse’s death in 1925, The Welkin had sired individual winners, with total winnings of almost £600,000. His most celebrated offspring, Gloaming, achieved 57 wins from 67 starts and won a then-record of £86,000 in prize money. The Welkin was buried at the entry gates to Clarke’s Melton stud under an inscribed marble headstone, as the racing world mourned the loss of ‘one of the most successful sires that ever did stud duty in Australia".Articles about Welkin the Champ featured in The Mail Express and Melton Express local identities -

Two Newspaper clippings pasted onto a single sheet of paper with two Punch holes on the left hand side, with one hole through each cutting. First clipping from The Courier, Ballarat, Monday, 28/4/1971 about a plan by Mr Donald Fraser of Lindfield (NSW) to retain the tramway around Lake Wendouree and use Sturt St. as well as Ripon St. Item has map (see image) showing the proposed route and some comments about tramway museums, museums in general and static preservation. Part of the item in the first column is missing. Second cutting dated 3/5/1971 with headline about the possible revival of horse drawn trams in Ballarat. Item also looks at Council's Tourism Committee considerations for retaining trams in Ballarat, relaying lines, reconditioning overhead, looks at costs of running horse drawn trams versus electric trams. Quotes Cr. Copy of the front page of the Australasian Sketcher No. 58 - Vol. V, dated Saturday, September 1, 1877. The top third of the page has the name and decorative artwork. The bottom two thirds has two sketch drawings of fancy ball characters. On the left are two ladies, dressed in long dresses and hats and a man dressed in very early dress and a hat. The right hand side shows a man with very long hair sitting on a box with old time clothing with long leggings, bows on his shoes and a wide brimmed hat. He also has a sword and broad carry strap.
