Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. Rationing was strictly enforced until 1942 but remained in effect until 1950.Fuel Ration Tickets 1 Gallon: rectangle in shape with perforated edges. Block of 43 No. 3d Newspaper package Tickets. Was originally a block of 50 two part printed ticket, using red ink on 60gsm cream paper with the top half part having a part gummed back, stapled with a single staple at the top onto a cardboard sheet. The ticket butt has the form number "TYE 3-17". The top portion was to be affixed to the newspaper package to be carried. It has the name of the organisation (SECV), "Newspaper Package Ticket 3d", conditions of carriage and ticket number, prefixed with the letter B. The first seven tickets have been removed or used. All the lower tickets have been torn from the top half of the block, it would appear in they were damaged. Following the complete closure of the St Kilda - Brighton Electric street railway (tramway) in 1959, the Brighton St Kilda Bus lines operated a service under a contract with the Victorian Railways with a joint ticketting arrangement. These tickets are weekly tickets for various locations along the former tramway. Those tickets available for Melbourne have the conditions of travel on the rear. The two vertical stripes indicated that the ticket was available to pass through the gates at Flinders St or Spencer St, while the large cross indicated to a ticket checker that the ticket was not available beyond St Kilda station or to pass through a set of gates.
