Likely from WWIPair of miniature flags on small black flag poles with wooden caps. The Australian Red Ensign, or the Australian Civil Ensign, is simply a red version of the Australian National flag. It is for use only at sea and officially never on land, but can be used by private citizens. At sea, it is the only flag allowable for merchant ships registered in Australia under the Navigation and Shipping Act 1912 and The Shipping Registration Act 1981. Pleasure craft, however, may fly either the Red Ensign or the National Flag. The history of the Red Ensign is intertwined with the history of the Australian National flag. From 1901 to 1954 the Red Ensign was used as the National Flag by State and Local Governments, private organisations and individuals. The Blue Ensign was for Government use only, reflecting British practice with its ensigns. The design of the Australian Red Ensign was always kept in step with the Blue Ensign (i.e. with respect to the number of points on the stars, etc.) but there was often public confusion about which was the `correct′ flag to fly. Many thought the choice was merely one of fashion or preference. In 1941, Australia′s Prime Minister Robert Menzies stated that there should be no restrictions on private citizens using the Blue Ensign on land and, in 1947, Prime Minister Ben Chifley reaffirmed this position but it wasn’t until the passage of the Flags Act 1953 that the restriction on civilians flying the Blue Ensign was lifted after which, use of the Red Ensign on land became a rarity. Since 2008, 3 September has been officially commemorated as both Australian National Flag/Merchant Navy Day which allows the Australian Red Ensign to be flown on land for the occasion as a matter of protocol. Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. There is an Alexis Harold Safstrom No 1723, 38th Batt 1st reinforcements then 59th Batt. He was WIA twice and discharged on 31.8.1919. There are two Woodheads with an initial L. This is possibly L.H.B Woodhead No 728, 8th Batt then late in the war 25th Batt. He was WIA twice coming home late 1918. The colour patch on the uniform is possibly 8th Batt. Safstrom was from Heathcote which fits in with the donor of the items Mrs May Burns. Woodhead was from Mildura. The only connection could be that they were both in England at the same time the card was written.
