On the 14th of October 2023, Australians were asked to vote on a proposal to change the wording in the constitution 'To recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.’ Only 39.9 per cent of legal votes were in favour of this change, and there was not a majority in any of the six Australian States (there was a majority, however, in the Australian Capital Territory). On the 26th June, 2023 Councillors with the The City of Greater Bendigo discussed their position on The Voice to Parliament and decided to support the Yes campaign while pledging to provide information on both sides of the debate to residents. Cr Margaret O’Rourke introduced the motion and spoke at length about the importance for Council to adopt the recommendation. “Recognising the Aboriginal and Torres Strait Islander voice in the constitution ensures that Indigenous Australians have a direct and meaningful role in shaping policies and laws that impact them'. The 13th Light Horse Regiment considered themselves to be the 'Devil's Own' owing to their number 13 designation, consequently when in Egypt in 1915 they commissioned local metal workers to produce unofficial hat and lapel badges. The 13th Light Horse Regiment (AIF) was raised at Broadmeadows Victoria in March 1915. Following service at Gallipoli the regiment was broken up with squadrons going to France as Divisional Cavalry Squadrons of 2nd, 4th and 5th Divisions. The regiment was reformed as firstly 1st Anzac Corps Mounted Troops and later Australian Corps Mounted Troops. The regiment was raised as 13th Light Horse (Gippsland), a Citizen Forces unit. following WWI, and trained as a cavalry regiment till August 1940, when it converted from horse to mechanised initially as 13th Motor Regiment then 13th Armoured Regiment. It trained in Victoria and Queensland but as the Japanese threat to the mainland declined, it was disbanded in October 1943 with men going to other units. The 10th Light Horse was raised in 1903 from Victorian Mounted Rifles companies in Gippsland. In 1912 the regiment was renumbered 13th Light Horse. This item is from the private collection of George Shirling of Red Onion, Falls Creek. The badges were a regular means of promoting safety on the snow fields especially for children. George Shirling arrived in Falls Creek in 1962. He engaged Phil Nowell to build the original Koki Alpine Lodge which opened in 1965 with 14 beds. George operated the lodge with Michael “Baldy” Blackwell as manager. He also graduated in sport psychology in 1981 and was invited to become team psychologist for the Australian Winter Olympic team which went to Albertville, France, in 1992. He later owned the Red Onion Chalet. George credited the success of Koki to “Baldy” Blackwell. “Baldy” and Phil Nowell started the Trackers Mountain Lodge in partnership during the 1980s. In 1971 George sold Koki Lodge to Sigi Doerr. In 2024 the renamed Koki Alpine resort remains a highly popular destination in Falls Creek. George Shirling passed away on 27th February 2023. The pair of epaulettes once belonged to W.R. Angus, who possibly wore them when he worked his passage to and from the UK in the 1920s. The button on each has an unidentified emblem. They are part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus (1901-1970), surgeon and oculist. The ties, which look like shoe laces, would secure the epaulettes to the uniform's shoulders. The epaulettes were made by Harvey's Naval Outfitters of 15-16-17 London Street, London, E.C.3, in the East Central area of London. Another of the firm's addresses is Leadenhall Street, London, named the 'centre of commerce'. East India Company and Pacific & Oriental Steam Navigation Company (P&O) once had their headquarters there. The postcode 'EC3' dates back to 1917 when the postcode system was established in the United Kingdom. William Roy Angus (1901-1970) qualified as a doctor in 1923. He decided he further his studies overseas in the UK in 1927, sailing on the ship SS Banffshire (built in 1912, destroyed in 1937). He studied at London University College Hospital and Edinburgh Royal Infirmary and in 1928 he was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh, Scotland. He worked his passage back to Australia as a Ship’s Surgeon on the Australian Commonwealth Line T.S.S. Largs Bay, purchased by the White Star Line in 1928. Dr W R Angus was a Surgeon Captain for the Australian Defence Forces, Army Medical Corps, stationed in Ballarat, Victoria, and in Bonegilla, N.S.W. He completed his service just before the end of the war due to suffering from a heart attack. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Dr Angus and his wife were very involved in the local community, including the new Flagstaff Hill's planning stages and the gardens' layout. Dr Angus passed away in March 1970.This pair of epaulettes is connected to the badges in the W.R. Angus Collection. Frances Rigg was a local business identity in Kew, at one stage managing the local branch of the English, Scottish and Australian (ES&A) Bank at 175 High Street from c. 1920 until the 1940s. After Francis Rigg’s death, the collection of buttons and medallions was inherited by his son, Ken Rigg (1922-2014). The collection was subsequently donated to the Kew Historical Society in 2015 by Francis' grandson, Adrian Rigg, at the time of the Gallipoli & Beyond Commemoration in 2015. The collection covers a period of almost 40 years. The majority of the buttons are patriotic buttons, issued and sold during and immediately after the First World World War (1914-1918) to raise funds for national and overseas causes. The collection also includes a number of locally significant sporting event buttons and sporting club medallions, issued in the 1920s and 1930s.Patriotic and other pressed tin buttons and badges were produced in large numbers in the first decades of the twentieth century. By nature, insubstantial and ephemeral, they have not always survived. The collections of badges, buttons and medallions in the Kew Historical Society collection is homogenous and yet diverse, ranging from buttons sold to raise funds for the war efforts in 1914-18 and 1939-45, to those used at festivals and sporting events. Because of the manufacturing process, many surviving buttons and badges have been affected by inadequate storage, suffering from oxidisation and physical damage. These survivors are now historically and socially significant artefacts, revealing much about the attitudes and values of the period in which they were produced. Their widespread distribution means that they are frequently significant at a local, state, national and international level.This round ‘Wattle Day’ button is edged with a green and yellow wattle design. It is inscribed with white capital latters on a blue background in the centre. The first ‘national’ Wattle Day was celebrated in Sydney, Melbourne and Adelaide on 1 September 1910.
