The British Phosphate Commissioners (BPC) was a board of Australian, British, and New Zealand representatives who managed extraction of phosphate from Christmas Island, Nauru, and Banaba (Ocean Island) from 1920 until 1981. Walter Harbord (Wal or Wally) (b.1923 in Brisbane-d.), master mariner in the Merchant Navy on British Phosphate Commission ships.Walter was interviewed by the Australian at War Film Archive in 2003. A large fabric flag of the Legacy logo. It would be used on many occasions to identify and promote Legacy. The symbol of Legacy is the Torch and Wreath of Laurel. The Torch signifies the undying flame of service and sacrifice of those who gave their lives for their country. The Wreath of Laurel is the symbol of our remembrance of them. The flag was used in many events up to at least the late 1990s to promote Legacy. A similar flag is attached to a flagpole in the President's office.
