When Brighton was first incorporated as a borough in 1859, the first seal and coat of arms of the municipality depicted a market gardener. Spade in one hand and fruit in the other, the gardener is surrounded by a cornucopia of produce, a ploughman toiling the field behind him, and a mill in the distance. It is underscored by the motto ‘By their fruits ye shall know them’.Oil paint on metal on shaped wood shield, depicting a figure of a standing male pioneer holding a spade in one hand and fruit in the other. A fruit tree directly behind him, two pineapples to the right and a cornucopia bearing fruit to the left. Behind the pioneer are depictions of the sea with a ship, a farmer with a horse ploughing a field, a steam train, and a windmill. A black banner at the top of the shield has inscription BRIGHTON which sits above the Royal Coat of Arms. Plaque - Lions Club 'humanitarian award' given to Peter Wallinga, 1995
Peter Nicholaas Wurtheim Wallinga was born in the Netherlands in 1929, and emigrated to Australia in 1939. In 1963-4 he purchased a block of land and built a house at 44 Sackville Street, Kew. A company director, he was elected to Council in August 1973. His first term as Mayor began in August 1976. When Cr Wallinga was re-elected Mayor in 1980-1, he was also the newly elected President of Kew Lions Club. During his two mayoral terms, Cr Wallinga attended many functions representing the City of Kew, opening events, presenting awards and leading the Council in decision-making. When he retired from Council in 1982, he continued to live in Sackville Street until January 1992, when he moved to Mitcham. A Williamstown local, Ethel Margaret Musther nee Barber (1872-1956) was the daughter of Captain John Henry Barber (1842-1924), a sea pilot and Janet Lidell (1846-1891) Her grandfather, Captain Lidell, was also a seaman. In 1900, she married Nathan George Musther,(18..-1933) a chemist, and dentist in the Navy. They had two daughters: Rosamund Janet Musther(born 1903) and Nanoya Gwendoline Musther (born 1906). She was the principal of the Ladies' College in Footscray. She was involved in many philantropic associations especially for sailors but also during WWI and WW2. She worked for the Anzac Club, the Red Cross, She formed: 1941: the R.A.N. Friendly Union of Sailor's Wives and Mothers. 1943: the Lightkeepers Auxiliary to help the Mission raised funds. The plaque was a gift of the Lightskeeper Auxiliaire and unveiled on 30 July 1959 at the St Nicholas Chapel, by her eldest daughter, Mrs Jean McDonald. It was originally on stained and polished hardwood mount made by Mrs Murdoch (AR1959, page 24). On the day, a desk service-book was also dedicated in memory of Dr John Thompson at the request of his daughter, Mrs Sparrow.In early 1943, Ethel Margaret Musther formed the Lightkeepers' Auxiliaire and raised funds for the third building purchased for the Williamstown branch of the Victorian Seamen's Mission, the former E,S & A Bank. Thanks to her philanthropic work, she was rewarded with a Medal of the British Empire in 1953 for all her charitable work. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. This plaque commemorates the official opening of an occasional child care centre and pre-school in South St, Wodonga in 1989 by the Governor of Victoria Dr. Davis McCaughey. With strong population growth in Wodonga community services had expanded rapidly throughout the 1980s. The first child minding centre had opened in 1975. BY 1987 Upper Murray Family Care provided full-day family day care and occasional care and there were also 2 private child care centres. By 1986 there were 350 full-time places and 75 part-time places, but pre-schools were unable to fill the demand for another 511 applicants. This new facility helped to ease a little of the problem. As well as the inscription included here, the name of the Mayor, all members of the Wodonga Council, City Engineer, Architect and Builder are listed on the plaque.This item illustrates an important development in the provision of pre-school and child care services in Wodonga.A bronze rectangular plaque with detailed inscription, designed to be attached to the wall of a building.
