Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Enduron (methylclothiazide) was a diuretic used to treat high blood pressure and fluid retention. Its use has been discontinued. This object was likely produced as a promotional item by the manufacturers of Enduron.Porcelain figurine of a doctor holding a baby. The doctor has brown hair, is of male appearance, and is dressed in surgical attire, consisting of a white surgical gown and cap. There are some areas of blue detailing on the gown. Blue trouser cuffs and black shoes are visible below the gown. The doctor is holding a baby by its ankles in his left hand, and is holding his right hand against the baby's bottom. The baby is facing to the side, head pointing towards the ground. The figure is standing on a square plinth. Writing printed on the front of the plinth reads 'OBSTETRICIAN/"I just delivered/a president." Writing printed on either side of the plinth reads 'ENDURON/methylclothiazide'. Mary Hannah (Gibbs) Abbott and their five oldest children, Robert Hartley Abbott, Inez Marie Abbott, William Norman Abbott, Harold Athelstone Abbott and Kenneth Cyril Abbott. Joseph Henry Abbott founded the business in 1853 with a store that supplied everyday essential items to those seeking their fortune on the goldfields. The timing and choice of store ensured that he would become a prominent part of the Bendigo business scene. Abbott's next venture was to establish the New Times Boot Market & Factory in Pall Mall, Sandhurst. In 1867, his wife took over running the shop which was located next to the Bendigo Arcade near Williamson Street. In 1876, the leather business of T Baulderstone was purchased, and operations were further expanded later by the acquisition of the Edinburgh Tannery at Sheepwash Creek, and The Edinburgh Leather & Grindery warehouse in Bull Street, Sandhurst. In 1889, Joseph Abbott passed all interests in the business to his son, who shared the same name, in partnership with an adopted son, Richard Hartley Smith Abbott.
