In 1998 he oversaw the amalgamation of the University with two Tafe institutions, which created the only multi-sectorial regional university in Australia. Professor James was a formal Ballarat City Councillor, the Chairman of the Ballarat Foundation from 2001 to 2008. He was also the recipient of the Centenary Medal in 2003 – an award created by the Centenary of Federation, which recognises the achievements of a cross-section of the Australian community, by honouring people who have contributed to society of government in Australia. Following public consultation, 50 historically significant themes were identified On the 7th April 1928 this playing field was inaugurated as the world's first permanent sports ground for blind cricketers when the first ball was bowled at a competition between the Victorian Blind Cricket Association and interstate teams. The final event of the year long celebrations, held in Canberra, the city that Federation created. The public art installation told the individual stories of Australians from all walks of life, from those living and those who had died. The massive sculpture depicted the life of the nation. The figures were nominated and decorated by individuals, groups of individuals and organisations from across Australia with every state, territory and region represented with approx. half from regional and the remote areas of Australia. The sculpture was installed in alphabtical order, each with a plaque at its base outlining the individual's achivement. She was one of the prime... 5 dollar note issued for the Centenary of Federation ...Catherine Helen Spence (31 October 1825 – 3 April 1910) was a Scottish-born Australian author, teacher, journalist, politician and leading suffragette. Her family moved to South Australia in 1839. In 1897 she became Australia's first female political candidate after standing (unsuccessfully) for the Federal Convention held in Adelaide. Given the epitaph "Grand Old Woman of Australasia", Spence was commemorated on the Australian 5 dollar note issued for the Centenary of Federation of Australia. She was one of the prime movers, with C. Emily Clark (sister of John Howard Clark), of the "Boarding-out Society". This organization had as its aim the placing of destitute children, who would otherwise be sent to "Industrial School", into approved families.
