Stephen Charman, 1821-1906 a market gardener, donated land for the first Methodist Chapel, Cemetery and School in Charman Rd Cheltenham 1855. The enrollment was 36 pupils with Mr Frederick Meeres as Teacher. 1863 the school is called Beaumaris Common School No 84 with 70 pupils and Walter Meeres as Teacher. 1869 another 2 acres in Charman Road were granted by the Education Board and brick building built . 1872 State School 84 Beaumaris was increasing enrollments and 1878 a new brick school was built to accommodate 174 pupils and the name changed to Cheltenham State School No.84 1894 Mentone State School No.2950 amalgamated with Cheltenham SS No.84. 1910 the buildings were in disrepair, overcrowding was increasing and renovations were made 1912 with further additions in 1925 and 1937. Post WW11 extra prefabricated Classrooms were added as enrollment increased to 1038 in 1955.. Cheltenham East State School 4754 was opened as housing development spread over the City of Moorabbin . Roderick William Mills, known as Saltbush Bill, was the inspiration for several poems by A.B. Paterson. Born at Balnarring in 1869, Mills earned the title of Saltbush Bill whilst working on a cattle station in Queensland. On these long droving trips, he learnt the art of cracking stock whips of many different lengths and sizes, a skill that earnt him £100 after a Melbourne saddler, J.K. Jennings, suggested that no man could crack a 65-foot stock whip in three tries. Saltbush Bill succeeded on his first attempt and decided to make a career in entertainment with his skill. Over his career he performed for royalty, travelled and performed extensively overseas and lent his skill to fundraising efforts, particularly during the war. His last concert was given in the Boomerang Hall in Dandenong in 1926.A local resident of the City of Moorabbin, Saltbush Bill was an ambassador for Australia and a literary inspiration to A.B. (Banjo) Paterson. Saltbush Bill, his wife Hannah Louise Porter and their 11 children lived in Old Dandenong Road, Heatherton, where Saltbush Bill and Hannah conducted a market garden for many years. James and John Mills were serving with the AIF and on leave from the French front in London. Saltbush Bill remained in London for the rest of the war as he was unable to return to Australia. In 1852 Stephen Charman purchased 160 acres bounded by Charman Rd and Balcombe Road in an area called Spring Grove, later Cheltenham. A spring ran through the land providing a good source of water. Stephen aged 21 years had arrived in Melbourne 1842 as one of Henry Dendy’s emigrants . His Ship passage was paid by the Colonial Land and Emigration Commission and in return he was required to work on the land of the Henry Dendy Special Survey Brighton 1841. However Henry Dendy could not provide enough work for all the emigrants that arrived and Stephen had to obtain other work. Then sadly his young wife Harriett and their infant died. 1850 Stephen married widow Mary Gettens, a Publican in Little Collins Street, with 5 children. Stephen & Mary built a wattle and daub hut and established a market garden producing marigolds for Martin & Pleasance Pharmacists, Melbourne. They had 7 more children and built a weatherboard cottage that was used for early Methodist Church services. Stephen donated 1 acre to the Methodist Church in 1855 for Chapel , School and Cemetery. The picture of the weatherboard cottage was on, a road which runs from Cheltenham to Mentone it bears their name. Charman Road. Mary died in 1870 and Stephen remarried 1878 and died in Gippsland 1906. Stephen and Mary Charman were pioneer settlers in the area of Spring Grove later known as Cheltenham . Charman Road Cheltenham commemorates their contribution to the development of the area.
