This is a programme of the Warrnambool City Council Civic & Thanksgiving ...This is a programme of the Warrnambool City Council Civic & Thanksgiving Official Service on November 1918. The service was held in the Warrnambool Botanic Gardens, conducted by the Ministers of the Churches in Warrnambool and led by the combined choirs of the churches. It was a public occasion held to offer thanksgiving for the end of World War One in November 1918. One of the hymns sung had the opening lines: ‘O God of Love, O King of Peace/Make wars throughout the world to cease’. The service was attended by the Mayor of Warrnambool and the City Councillors and Council employees. World War One was a signal event in the history of Warrnanmbool (as it was for all places in Australia) with so many young men volunteering for active service and so many dying overseas.This programme is of great interest as it records an important occasion in Warrnambool – the end of World War One and the official service of thanksgiving that commemorated this happening. This is a programme for the Warrnambool City Council Civic & Thanksgiving Official Service in November 1918. It is a sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. The front page has the City of Warrnambool crest printed in blue with blue edging on the page and some ornamental patterns. Work is under way at the house one down from the bend where two piles of bluestone are gathered; possibly for terrace edging of the driveway and footpath. These images were from a strip of negatives, most likely taken by a Shire of Eltham employee so the works could have been part of council operations. Many streets in the shire have stonework edges for gardens abutting footpaths where the roads have been cut into the terrain. Much of this stone masonry work was undertaken for the council by C.J. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. ... council employee, Mr. Percy Williams, who is driving a dray along... council employee, Mr. Percy Williams, who is driving a dray along ...Thursday, December 15, 1949, the quiet little bank was embroiled in an infamous wild shoot-out between a daring thief and two bank officers. Today, the building still carries the scars ; a bullet hole remains visible in a cedar bench testifying to the events that played out that day. 3.30 a.m., Friday, December 9. The manager of the Commercial Bank branch at Greensborough, Mr Harry Wallace and his wife are asleep in their bedroom of the little house behind the branch. Harry is awakened by a noise and sees an intruder in a corner of the bedroom. He calls out but the intruder who has switched off the power in anticipation flees through a side door and scarpers down Main Street. Harry summons the police but a search by First Constable Thomas of the Greensborough Police assisted by a wireless patrol car is unsuccessful. A report is filed noting the theft of a .25 calibre pistol from the wardrobe. Thursday, December 15th. It is 1pm and the Commercial Bank has just opened. The branch is only open Mondays and Thursdays from 1-3pm. The morning started off a little cool with some scattered showers but it has fined up and the temperature is now around 61 degrees (16 C). A new grey Singer sports car with soft-top pulls up on the opposite side of the road and a young man, neatly dressed in a dark blue suit, wearing a grey hat and carrying a brief case exits the vehicle. He looks around then crosses the road and walks up the steps and through the door into the bank. There are three people inside; Mr. Jack Burgoyne whose grocery store is situated just 50 yards up the road, Mr. Lindsay A. Spears, the Eltham Agency Receiving Officer and by chance, Mr Harry Wallace, manager of the Greensborough branch. Jack Burgoyne takes note of the young stranger; thinking to himself he appears nervous. The man approaches the counter and introduces himself as John Henderson of Greensborough and explains that he wishes to open a new account. He places his hat and £3 on the counter. Mr Spears attends to the paperwork. He asks the young man to sign two forms, which he does but then he withdraws from the counter and starts walking towards the door. Suddenly he spins around pulling an automatic pistol from his right-hand pocket. He exclaims forcefully; “The game’s on! I’ll take the lot!” Spears appears to comply by pretending to open a drawer. The man shouts loudly, “Keep your hand away from that drawer.” Spears instead reaches for a pistol in his pocket and challenges the man, “Here it is. Come and get it!” At the same time, Harry Wallace pulls a pistol from his pocket as well. The bandit fires a shot but misses, the bullet striking the counter. Both Spears and Wallace open fire and Jack Burgoyne ducks for cover. As the bandit turns and runs for the door leaving his £3 behind, he fires another shot, which strikes the ceiling. Spears fires back, and thinks he may have hit him in the foot. The bandit flees the bank and heads for the grey Singer car, registration NO-106, parked opposite. Wallace and Spears pursue him to the door and open fire again, striking the car three times around the driver’s door. Spears lets off eight shots and Wallace, seven before his gun jams. The getaway car initially heads slowly down Main Road towards Bridge Street. About 100 yards down the road, Dave Adams, a PMG employee, who has heard the shots, throws a steel manhole step at the driver. It hits the roof of the car nine inches above the driver’s head and tears the hood. Another witness claims to have seen the door blow open and the driver raise his hand. The car gathers speed and swings left into Bridge Street racing along at about 60 miles an hour careering recklessly past council employee, Mr. Percy Williams, who is driving a dray along Smarts Road [believed to be Bridge Street]. At the end of the road the Singer fails to get round the sharp turn and crashes into an embankment skidding to a stop outside the home of Mr John Clifford. One side of the car is wrecked. Mr Clifford, an aircraft engineer hears the fast travelling car bump heavily into the road bank at about 1.25 p.m. Hearing the whine of an engine he goes outside to find the grey Singer parked at the side of the road. Jack George also lives at the corner and hears the car crash. “The bandit opened the car door, ran 50 yards, and suddenly turned back,” exclaims Jack. “He took something from the car. It might have been a gun.” In his haste, the bandit drops his grey felt hat, size 6 7/8, on the road and dashes up Sherbourne Road for about 200 yards then disappears into the scrub carrying a brief case and a bundle in which a sailor’s cap can be seen. About 3 p.m., Mr H.D. Pettie of Mountain View Road, Montmorency is looking through his field glasses and notices a young man walking through thick scrub on private property some distance from his house. The man is wearing a sailor’s cap and disappears along the railway track toward Montmorency. As the day progresses, ten police cars, one motor cycle, and about 40 police led by Det. Sgt. McMennemin of Malvern CIB are searching for him. They believe he is hiding in thick scrub along the bank of the creek about half-a-mile outside Eltham township. Wireless patrol cars, four mobile traffic cars and the CIB area cars from Malvern and Kew are taking part. Police check the thief’s car and discover it was stolen from Helen Baxter, of Doncaster Road, North Balwyn from outside Victoria Barracks. Harry Wallace informs the police that he believes he recognised the bandit as the man who took his pistol from his bedroom the previous Friday morning. As night falls, armed police are posted at strategic points in the Eltham-Greensborough district. Police in cars are watching the roads. Others are searching the bush and checking passengers on trains. Little do they realise the young man has already slipped out of the net. SEQUEL YOUTH OF 19 CHARGED WITH ATTEMPTED ARMED ROBBERY OF BANK AT ELTHAM Weekly Times, Wednesday 15 February 1950, page 6 Detectives who raided a house in Bell St., Coburg, Melbourne, charged a 19-year-old youth, of South Yarra, with attempted armed robbery at the Commercial Bank’s Eltham (Vic.) receiving depot on Dec. 15. Police say they recovered a loaded automatic pistol, diamond and signet rings worth more than £200, a complete set of house-breaking instruments, a sailor’s uniform, and chloroform gauze in the raid. The youth was charged that while armed with an offensive weapon, he attempted to rob Lindsay George Spears of a sum of money. He was further charged on six counts of breaking, entering and stealing. Police allege that the person who tried to hold up Mr Spears in the Commercial Bank receiving depot at Eltham on December 15. escaped in a stolen car, after Mr Spears and Mr Henry Wallace, manager of the bank’s Greensborough branch, had fired at him. After the car crashed, he escaped into thick scrub and is alleged to have changed into a sailor’s uniform. On December 9 an automatic pistol was stolen from Mr Wallace’s bedroom at the Greensborough bank. The chloroform pad recovered is alleged to have been stolen from the Dental Supply Company, Plenty Road, Preston. The rings are alleged to have been taken in a £513 burglary from the shop of James Paton. Sydney Road, Coburg. Det. Sgt. H. McMennemin conducted the investigations with Senior Dets. R. Newton and M Downie, Detectives l. Dent, R. Rayner, P. Pedersen and M. Handley and First Constable A. Thomas. The youth will appear at Eltham Court on February 22. Manager’s Gun Used in Holdup at Bank The Age, Thursday 23 February 1950, page 4 It was stated in Eltham court yesterday that a youth who robbed a bank manager of his pistol, later used it in an attempt to hold-up the bank. Kay Arthur Morgan, 19, draftsman, of Castle-street, South Yarra, was committed for trial on charges of breaking and entering, and stealing a pistol and attempted robbery while armed with an offensive weapon. He pleaded guilty. The manager of Eltham branch of the Commercial Bank of Australia Ltd., Henry Clifton Cabot Wallace, said he disturbed someone in the bedroom, in which he and his wife were sleeping, at 3 a.m. on December. 9, 1949. Later he found that his automatic- pistol was missing. On December 15 a youth, who said his name was John Henderson, entered the bank and opened a new account. As the youth was leaving the bank he turned round with a pistol in his hand and said: — “I want the lot.” Spear indicated a drawer under the counter; and said.— “Here it is. Come and get it.” The youth said:— “Keep your hand away from that drawer.” Witness said Spear then drew his pistol from his hip pocket. The youth fired at them, and Spear returned the fire. “I pulled my pistol and fired, too” said witness. The youth fired again, ran out to a car and drove off. Witness and Spear fired several shots at the car. The youth was the accused Morgan, sitting in court, witness said. Evidence was given that one bullet was found in the celling and the other in the bank. Morgan was allowed £100 bail on each charge. Morgan ended up serving three years for the failed armed robbery and became a notorious criminal. He had twin sons, Peter and Doug and even though only ten years old, Morgan would get his sons to act as lookouts whilst he committed burglaries. The lads became building contractors but when the industry suffered a downturn in 1977 and they were short on cash, they returned to the family business. Over the following 23 months they undertook 24 raids on country and outer-suburban TABs and banks. Whilst robbing one country bank for the third time, just like their father, it all went wrong ending up with a police officer shot. They were nick-named the “After-dark” bandits and are considered to be Australia’s last bushrangers. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council.Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. Ship Log, 1900-1920
Thomas Walker & Son was internationally renowned in the manufacturing of ships logs. Founding father Thomas Walker (1805–1871), an engineer in Birmingham, patented a mechanical log in 1878 which was a recording instrument that attached to a rail at the stern of a vessel connected by a long cord with a rotor which was towed behind the ship. The instrument dial recorded the distance travelled. Thomas Walker first went into business to manufacture stoves at 58 Oxford Street Birmingham. Walker’s self-feeding stove was widely lauded at the Paris Exhibition of 1855, winning a prize medal and kick starting the first of many notable innovations for the Walker family's manufacturing business. However, it wasn’t until working on an earlier ships log model invented by his Uncle that Thomas Walker became interested in the further development of this device, used to ascertain a ship’s speed. Walker continued to improve on the common log for the company of Massey & Sons and these improvements were deemed revolutionary. This log became a firm favourite of the West India Association (British-based organisation promoting ties and trade with the British Caribbean) and the most common log in use for two generations. It took till 1861 for Thomas Walker and his son, Thomas Ferdinand Walker (1831-1921) to patent the first Walker log of many. Together, with the introduction of the A1 Harpoon Log two years later, they established the Walker Log Business as a force to be reckoned with. By the time of his passing in 1871, Thomas Walker Snr had not only founded a family business with considerable staying power but also instilled a tradition of public service. Having sat as a representative on the Birmingham Town Council for 15 years and played an active role in public works, he was soon given the nickname of ‘Blue Brick Walker’. Much like his father, Thomas Ferdinand Walker changed the face of the maritime industry. His patent of 1897, the ‘Cherub’ log, was a notable departure from the past providing a far more accurate reading and replacing the majority of logs of the age. They were the first to produce an electric log and the Walker factory was one of the first to introduce the 48 hour work week for employees. This ship log was invented and made by a significant marine instrument maker and innovator of machinery. It demonstrates the huge leap taken to improve navigational accuracy at sea with an instrument that was in use for decades. Ship Log, three analogue dials calibrated in increments of Miles, the Rocket Log is a nautical instrument for measuring a vessel’s speed and distance traveled. The floating log was drawn behind the ship over a fixed time period in order to measure the distance traveled. The counter could measure enough miles to cover the maximum distance traveled by a ship in one day. The log has two distinct parts; a brass register, made by Walker, showing the distance recorded and the rotator made by Reynolds, that spins in the water driving the counter. both parts are connected by a linked chain. The register has a cylindrical brass body approx 4.5 cm diameter containing registering mechanism with hardened steel bearings. Distance is indicated by the three pointers on enamel plate as follows: graduated every 10 miles from 0-100; every mile from 1-10; every 1/4 mile from 1/4 -1. A brass sling and eye secured to the body enables it to be attached to the taffrail. The original rotator would have had a cylindrical tapered wooden body, approx 4.5 cm in diameter with three metal alloy fins or could be all made from brass. The Excelsior IV Log is a nautical instrument for measuring a vessel’s speed and distance travelled. When navigating a ship it is essential to be able to estimate the boat’s speed and distance travelled to determine its position at sea. In times past the only way to measure a ship’s speed was to throw a wood log into the water and observe how fast it moved away from the ship. In the 16th century, the log was fastened to a rope knotted at set intervals. The log was thrown over the stern (back) of the vessel and a crew member counted the number of knots that were paid out in a set time. From this, they could estimate the speed of the vessel through the water. This was known as streaming the log and is also the derivation of the knot as a measurement of nautical speed. The Walker’s Excelsior Mark IV instrument was designed for smaller vessels, such as yachts, launches and fishing vessels. ... was either an employee of the Warrnambool Council in the Public Works... was either an employee of the Warrnambool Council in the Public Works ...This is a 1918 Day Book listing some employees/contractors and the day-to-day tasks undertaken by them. There is a separate page for each employee. The book lists such tasks as ‘carting from the Quarry’, ‘tarring Raglan Parade’, ‘tarring at the Gardens’, ‘screening Liebig Street’, ‘working at the Ladies’ Baths’ and ‘general patching’. The names of the employees/contractors include Niven, Thompson, Jewell, Walters, Mooney, Rodgers, Williams, Dunne and Gee. The name ‘McKenzie’ on the first page is the only clue to the identity of the employer/overseer and so far his identity has not been established. The jobs listed suggest that he was either an employee of the Warrnambool Council in the Public Works area or a contractor hired to do the same sort of work. This note book is of great interest as it lists workers and the jobs covered by them in 1918 in Warrnambool and it will be of greater significance when the identity of McKenzie is established.This is a note book with ruled blue and red lines. The cover is black and is a little torn and scuffed. There are some loose pages. ... , Borough and Shire structures, the Council employees and Government ...This is a Victorian Municipal Directory for 1945, containing general information on all municipalities in Victoria, a Gazeteer, a Commonwealth Guide and a Water Supply Record. Municipal Directories were published annually in Victoria from 1867 on. This directory came from the Shire of Mortlake which was established in 1864 when it had an area of 2137 square kilometres. The Shire of Mortlake was abolished in 1994 and merged with other neighbouring shires to form the present day Shire of Moyne. This book is very useful to researchers as it contains much information on the City, Borough and Shire structures, the Council employees and Government employees of all the municipalities. It has, therefore, important local information on Warrnambool and the surrounding areas in 1945. This is a soft cover book of 1114 pages. It has a buff- coloured cover with red binding on the spine. The printed material on the covers is printed in black. It has a blue stamp of the Shire of Mortlake on several pages. Functional object - Metal Stencil, Britain Relief Appeal, c. 1950
This stencil has been made to imprint the label, 'Britain Relief Appeal' on to parcels and packages sent to Britain in the late 1940s and the early 1950s from the City of Warrnambool. Britain endured severe rationing of food, clothing, petrol and furniture from 1940 because of the outbreak of World War Two and this rationing continued in some form after the war up to 1954. Australian towns and cities established organizations such as Food For Britain and sent regular parcels of food and clothing to Britain during those times. The British Relief Appeal in Warrnambool (via the Warrnambool Food For Britain committee) was sponsored by the Warrnambool City Council, Toc H, Australian Red Cross, and various local charities and businesses. The Warrnambool & District Historical Society has in its collection over 100 letters sent by grateful British recipients of these parcels to the senders, the employees of the local Warrnambool business, Swintons Stores.This stencil is of interest as a memento of the effects of rationing in Britain in post-World War Two times and the close ties that existed between Australian towns and cities and their British counterparts.This is a rectangular-shaped metal stencil, originally painted black, with cut-out letters in the centre. Lex de Man, manager of Country Fire Association region 14, became Mayor of Nillumbik in 2002, four years after he and fellow councillors were sacked by the Kennett government. In the 2009 Black Saturday fires, he led eastern metropolitan CFA volunteers and was awarded an Australian Fire Service Medal as part of the 2011 Australia Day Awards. He was a CFA volunteer for more than 30 years, a CFA employee for 15 years, and had served with Victoria Police for 18 years. He is a member of the Yarrambat Historical Society, Yarrambat CFA and the Greensborough Hockey Club. He lives at Yarrambat. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded."
