The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This portion of a raffle ticket is from a raffle conducted by the Warrnambool Lions Club in 1971. The proceeds went towards the building fund of a Warrnambool kindergarten which is at 31 Gladstone Street, Warrnambool and is today known as the Lions Hopkins Kindergarten. The Warrnambool Lions Club was formed in 1959 and was chartered in May 1960. At the time the charter presentation was the largest charter night gathering ever held in Australia (210 people present). The Warrnambool Lions Club continues to operate as a service club. This raffle ticket is of interest as an early example of the fundraising efforts of the Warrnambool Lions ClubThis is a piece of paper, now much yellowed. Education in Mount Beauty began in the 1940s when the SECV constructed the town of Mount Beauty for their workers and staff. The educational facilities included a kindergarten, a primary / consolidated school and a secondary college. Mount Beauty education was highly valued by the residents of Mt Beauty and families in the Kiewa Valley. In the 1940s and 1950s it was very modern with new buildings and included the latest in teaching aids and technology. The shopping centre in Mt Beauty, both buildings and streetscape, have undergone significant changes since 1973. The kindergarten has undergone extensive remodelling, The Chalet has been replaced by Svarmisk Resort and Accommodation Spa. Tawonga hospital has undergone extensive renovation and is now Mt Beauty Hospital AND Kiewa Valley House. The Workman’s Club changed name to the Country Club and has since closed down. Hospital and Kiewa Valley House now occupy what is shown as a vacant lot opposite the motel which is now called Mt Beauty Motor Inn.The houses in Mt Beauty were brought in by the State Electricity Commission of Victoria when they constructed Mt Beauty Town for their workers building the Kiewa Hydro Electric Scheme.
