A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. A Mechanics’ Institute hall was constructed in 1885 and opened as Orbost's first library. It was situated in Browning Street, Orbost. The hall is still in use today as a community venue. Mechanics' Institutes are the forerunners of public libraries and adult education in Australia. The origin of mechanics' institutes is attributed to Dr George Birkbeck, who in 1799 gave a series of free lectures for the working men of Glasgow. At the time, 'mechanic' meant artisan, tradesman or working man. The movement spread quickly throughout the British Empire. The first Victorian Mechanics' Institute was the Melbourne Mechanics' Institute established in 1839. From the 1850s, Mechanics' Institutes quickly spread throughout Victoria wherever a hall or library, or a school was needed. This ledger was used by the Orbost Mechanics' Institute from 1884 until 1926. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum.The Mechanics' Institute was a very early feature of the Orbost community. The building became a community facility used for a variety of essential civic needs in particular a library. It also provided a suitable venue for community social requirements and functions.A heavy minute book with faded black covers and brown binding. The minutes of the Southport Widows' Club from 1988 to 1994. South Port was a widows' club was made up of widows from South Melbourne and Port Melbourne. At one stage it had been called Parks Legacy Club. The pages show that each meeting started with a minute silence in memory of their husbands. Also inside the front cover is The Legacy Widows' prayer that the widows would use. 'Let us be kind to one another and see in each other the best that we can find. There is so much sadness in the world and so many lives are dependant on us for brightness. Lord keep us brave. Help us to be kind. Amen. Gwen Gunn was the secretary or treasurer during some of this time and had minute book in her care. It was sent to Melbourne Legacy by Gwen's granddaughter Danni Moore in 2020.A record of the business practices for formal meetings in the 1980s and that Widows' Clubs provided a valuable purpose of meeting for the widows.
