From 1845, separate and competing volunteer fire brigades were established in Melbourne and grew in number. Following the passage of the Fire Brigades Act 1890 and the creation of the Metropolitan Fire Brigade (MFB) on 1 May 1891, the 56 volunteer brigades that then existed were disbanded and the firefighters were invited to join the MFB. The MFB was abolished in 2020 and the firefighters absorbed into the newly established Fire Rescue Victoria.White coloured rectangular shaped card printed in black on both sides. The minutes book of the Warrnambool Woollen Mill are an important record of the beginnings of one of Warrnambool's major industries for close to one hundred years. They record the struggle in the early days of 1909 and 1910 to raise the capital. Also mentioned is the support which had been given by local people of small means who were prepared to back the enterprise while those with financial means had been rather more reserved. Apart from a Mr Vidler all the initial directors were initially working in an honorary capacity. They lamented the fact that local banks held half a million pounds on fixed interest so there was no shortage of money. The first directors were appointed in March 1909 : Jas. Worland, W H Philpott, G S Mackay, E H Price, S McDonald, J C Beeching, W Rogers ,J Marfell, J Deany, Jas Duirs, Jas. Ponting, H Jessen, S Nettleton, J Blain, J Gooden, Drs. Holmes, Henderson and Powell. Mr J E Bennett was secured as first manager of the mill in 1910 Over the ten year period of this book there is much discussion on possible returns and share prices as well as decisions relating to the operation of and production from the mill. Within four years they were using more yarn than they were producing. Electricity was connected around 1914 and by 1915 shareholders were receiving eight percent return on their investment and were also contributing to the first world War effort by supplying blankets. Assets continued to accumulate and building was also continued with sandstone being quarried from the site and rain water tanks and asphalt floors installed, all contributing to savings. By 1917 The Warrnambool Woollen Mill was considered to be one of the states best investments and it continued to prosper through the years. The second minutes book likewise records similar events and circumstances for the period 1933-1945. This like wise is an interesting period, covering the period of the second World War. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. These minutes books hold an important information regarding the establishment and early operation of one of Warrnambool's major industries. The mill itself has strong connection to the Warrnambool community and many of the names mentioned as directors and shareholders have held positions within the community as businessmen and city officials. Orbost and East Gippsland Agricultural, Pastoral & Horticultural Society held their annual show in the Mechanics' Institute hall in Orrbost on November 16, 1894. First Prize in Class F Section C was awarded to Elsie Price for "six buttonholes (children under 14)". At this time C.N. Henderson was President and Lauchlan Ross was Secretary. The first meeting to form an Agricultural society in Orbost was convened by the then Orbost Progress Association and held in the Mechanics Hall on Saturday, 10th October 1891. Its first show was held on 3rd March 1904, on a site alongside the Bonang Road where the present Golf Club stands. It is currently held at the Recreation Reserve at Newmerella. This book is titled "The Romance of the "Edina" and was written by author C. Dickson Gregory (Charles Dickson Gregory) in 1935. The author has also written, "Australian Steamships Past and Present". This book also contains (1) The Port Phillip Bay Steamers from 1850 to 1935 (2) The history of the celebrated auxiliary steamship "Great Britain." ABOUT THE S S EDINA The three-masted iron screw steamer SS Edina was built in Glasgow, Scotland, in 1854 by Barclay and Curle. She was adorned with the figurehead of ‘fair maid of Judea’. The many years of service made SS Edina famous world-wide as the longest-serving screw steamer. (The term screw steamer comes from being driven by a single propeller, sometimes called a screw, driven by a steam engine.) SS Edina’s interesting history includes English Chanel runs, serving in the Crimean Ware carrying ammunition, horses and stores to the Black Sea, and further service in the American Civil War and later, serving in the western district of Victoria as well as in Queensland and carried gold, currency and gold prospectors Australia to New Zealand. SS Edina had the privilege of being an escort vessel to H.R.H. the Duke of Edinburgh during his visit to Australia in 1867. In March 1863 SS Edina arrived in Port Phillip Bay, Melbourne and was bought by Stephen Henty, of Portland fame, to work the cargo and passenger run from Melbourne – Warrnambool – Port Fairy - Portland. After a short time of working the run from Australia to New Zealand, with passengers and cargo that included gold and currency, she returned to her Melbourne - Warrnambool – Port Fairy run, with cargo including bales of wool produced in the western district of Victoria. The Warrnambool Steam Packet Company purchased SS Edina in 1867; she was now commanded by Captain John Thompson and Chief Engineer John Davies. She survived several mishaps at sea, had a complete service and overhaul and several changes of commanders. In 1870 SS Edina was in Lady Bay, Warrnambool, when a gale sprung up and caused a collision with the iron screw steamer SS Dandenong. SS Edina’s figurehead was broken into pieces and it was not ever replaced. SS Edina was re-fitted in 1870 than was used as a coastal trader in Queensland for a period. She was then brought to Melbourne to carry cargo and passengers between Melbourne and Geelong and performed this service 1880-1938. During this time (1917) she was again refitted with a new mast, funnel, bridge and promenade deck, altering her appearance. In 1938, after more collisions, SS Edina was taken out of service. However, she was later renamed Dinah and used as a ‘lighter’ (a vessel without engine or superstructure) to be towed and carry wool and general cargo between Melbourne and Geelong. In 1957, after 104 years, the SS Edina was broken up at Footscray, Melbourne. Remains of SS Edina’s hull can be found in the Maribyrnong River, Port Phillip Bay. The SS Edina was purchased in the late 1860’s by local Warrnambool business, the Warrnambool Steam Packet Co. and continued trading from there as part of the local business community. Bogong school had a reputation for an excellent library especially with regard to nature. George Knapman was born c.1851 in Ashburton, Devon, England, the son of George Knapman and Elizabeth Grant nee Wyatt. George, his mother and three sisters arrived in the Port of Melbourne, 28 Jul 1857 aboard the ship, Mindoro from Plymouth, his father having preceded them some eighteen months earlier. George married Mary Jane Williams in 1877 and they settled in Eltham where they had five children; Percival George (1878), Florence Maud (1880), Laura Blanche (1882), Alfred Edgar (1886) and Gladys Victoria (1897). In 1879 George was elected a vestryman for St Margaret’s Church, a position he would be re-elected to for many years. Both he and Mary were active members of the church and social activities. In 1884 George was also engaged in collecting funds for the renovation of the St Helena church George was also a member of the Eltham Cricket Club. In May 1884 following completion of the cricket season, several players banded together to form a group holding fortnightly meetings for the purpose of giving readings, recitations, etc to relieve the dullness of the long winter evenings. Charles Wingrove was elected President, Rev. J.B. Gason Treasurer and George along with Messrs Evans, Bourke, D. McColl, C. Jarrold, George Hill and William Brown, members of the Committee. In 1885, George advertised two horses had strayed from his premises (reward £2) and in 1891 he had a cultivator for sale (price £7/10/-). In 1902 he was treasurer of the Eltham Rifle Club. His children attended Eltham Primary School. In 1904 he was a member of the school's Board of Advice and addressed children at an Arbor Day planting activity. In 1907 he was elected president of the Eltham Progressive League, calling for public toilets to be erected at a local picnic spot. George along with William John Taylor and Isaac Hill was also appointed a Trustee of the Eltham Rechabite Hall in Henry Street on behalf of the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites from December 1901 until its sale to the community in December 1921 for use as a public hall. George ‘Snowy’ Knapman was a blacksmith by trade. He owned and operated a shoeing forge and wheelwright workshop, known as Snowy Knapman’s Forge, in Main Road Eltham, next door to the Eltham Court House. The location was well chosen. Mail coaches from Melbourne passed through Eltham enroute to Christmas Hills and Yarra Glen, with another heading to Kingstown (now Panton Hill). It was common practice for horses to be changed at Eltham. Two photos taken June 4, 1907, captioned ‘Election Day Eltham’, show a large crowd of men assembled in Main Road outside Knapman's premises. They are waiting to vote at the Court House. There are no women in the crowd; they were not empowered to vote. George's brothers William and John were also blacksmiths at Heidelberg, continuing the business established by their father George, who had died in 1900. After William died in 1909, George moved to Heidelberg to take over from him. George died at his residence, ‘Devon’, Yarra Street, Heidelberg on March 16, 1923, and is buried in Eltham Cemetery with his wife Mary who died July 16, 1935, at Kew. Their former house at Eltham was located near where the WW1 Monument was erected in 1919, after they had moved to Heidelberg, at the corner of Bridge Street and Main Road and occupied by Mr. R. Trevena at the time of Mary’s death. Mary was sister to E.J. Williams, W. Williams and Mrs Fawkner, all residents of Eltham. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. In February 1965, Staffs Railway Store, the oldest business premises in the Eltham shopping district was demolished. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. So it would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 929 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he is unable to secure at Eltham a suitable house in which to carry on his business, but was building a place near the railway station which he expected to be done in about three weeks time, and he is then prepared to give up possession of the premises he now occupies. Mr Smallman informed the defendant, Luther Haley, that he will have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction referred to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present-day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. This was the original building in the present-day shopping precinct. At the time the only thing nearby was the railway station. Luther Haley’s business appeared to prosper and he would have catered to not only the locals abut also day visitors by train on Sundays coming up from Melbourne, offering fresh baked produce, tea rooms and summer drinks. The fields across Main Road running between present day Arthur Street and Luck Street were known as Haley’s Paddock and at times were used for community festivities and picnics. A newspaper report on the annual State schools picnic held at Haley’s Paddock on March 11, 1904 described it as “quite close to the railway station, and is quite capable of holding comfortably 10,000 people. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. McLeods unit served in Burma 1944. Six of the regiments Bn’s served in Burma. George Lee Lawrence (1901–1976) established a firm in Chicago to make slide rules for photography. In 1935 he moved to Wabash, Ind., renamed the company Lawrence Engineering Service, and began to manufacture general purpose slide rules. In 1938 he relocated once more to Peru, Ind., and in 1947 it was changed to Engineering Instruments, Inc., and the company remained in business until its building burned down in 1967. The model 10-B sold for 25 cents during this period.
