1297 - Booklet with red heavy card cover and 24 pages inside and a four page supplement glued into rear cover giving details of the by-laws operating for the SEC tramways in Ballarat and Bendigo. Gives details of the definitions, fares and charges, sale of tickets, regulating number of passengers, stopping places, nuisances, smoking, dangerous goods, luggage and goods, general matters and fares broken into adult fares for each section and Children's fares and Pensioners' Concession fares for both Ballarat and Bendigo. Note - introduced decimal currency into the fares as well as pence. Document number on front cover "TYE 1-270". This by-law replaced or revoked all previous by-laws and amendments. Came in effect 1/10/1965 with a fare rise. Received Governor In Council approval on 24/8/1965. These fares have been amended in pencil for Ballarat. The SECV constructed the KHES from 1939 to 1961 on the Bogong High Plains. It included work on Power Stations, Dams, Tunnels, Race-lines and transmission lines as well as camps, towns, roads, telecommunications and infra structure. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the Commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trail builders (angle dozers)). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer (Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939,the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km.) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. The State Electricity Commission produced a Telephone directory for each of its construction sites during the construction of the Kiewa Hydro Electric Scheme during the 1950s to early 1960s. The telephones were linked via the Switchboard. The booklet includes instructions for operating.The SECV constructed the KHES during the 1950s. State Electricity Commission (SEC) outlined details of a site available for the development of a Tourist Hotel Project in Falls Creek in late 1962/3. SEC estimated that by the winter of 1963 Falls Creek Village would be able to accommodate 500 persons. The site for development was up to 2½ acres adjacent to the Upper Kiewa Valley Road. It envisaged a building able to accommodate about 100 guests. The successful developer would be granted a lease for 45 years at a rent of £300 per annum. Written applications for the lease were to be submitted by 31st March 1963.This item is significant because it documents plans made by the State Electricity Commission to develop the Falls Creek Tourist Area. The construction and development of the Kiewa Hydro scheme showing its construction and the people in work and play during its duration. The films were used as News Reels, Tourist Information and Entertainment.This item provids a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme. Their public relations employees published booklets to promote the Scheme and the area. In this booklet there are photos of some of the major work constructions with an explanation of how they work and their purpose, a map of the Scheme and an article and photos of tourist facilities and activities that are available.This booklet promotes the Kiewa Hydro Electric Scheme and tourism indicating that tourism was recognised as a new industry for the area. The photos give a pictorial history of the area eg. skiing using the Summit T-bar lift and includes the facilities available at the time. This bowl was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electric Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed which relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge scope, isolated and time consuming nature, the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants and specialist recruited from England and Europe. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic State Electricity Commission of Victoria bowl. It is made in England and is of strong and durable ceramic. The 5mm thickness of the ceramic suggests this bowl (cereal/soup) belongs to a commercial kitchen environment and not domestic. The indent bottom of the bowl is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (worker's mess). See also KVHS 0128 (B to D) for other ceramic crockery. The seal of the State Electricity Commission of Victoria is imprinted on the top outside rim within a curved scroll and a raised fist with electrical "charges" extending out..
