Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. It was proclaimed a Town on 9 April 1919 and a City on 21 March 1923. An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. In this scanned image used in the 1888 and 1889 RVIB annual reports, the RVIB Brass Band holds their instruments at the ready. This 12 piece band was made up of blind students and workers, and had two drummers holding the beat for 10 brass instruments. A photo of Mr William Bernard Wigston who left a substantial amount to Melbourne Legacy in his will in 1968. The note from Legatee Aaron Beattie says William Wigston was born in London in 1880 and died in Melbourne in 1968. He was educated at Lancing College in Southern England (near Brighton). His father was a London solicitor. The photo was taken about 35 years before being given to Legacy which may have been approx 1933. The article from The Age says that Mr William Wigston was a financier living in Toorak and had died aged 88. He left in his will, approximately $150,000 to Junior Legacy and the same to the RSPCA. The executive officer of Legacy, Mr Ivan Layton, believed it was the highest donation that they had ever received at that time. The photo was produced by Talma, which was a photography business in Melbourne. The article was part of collection of items about bequests made to Legacy put together by a former archive committee. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. H.
