Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. W.A. Comeadow O.B.E., J.P., Mayor of Kew 1956-1957. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. After training as a Cartographic Draftsman within the mining industry, I worked as a property illustrator for real estate firms in the eastern suburbs of Melbourne for 22 years from 1983. I initially photographed houses with a Polaroid camera and made a 'thumbnail' sketch while there. The photos were used to scale off a sketch in pencil and then that sketch was overlaid with drafting film and the 'pen and ink' completed. The pens I used were the Rotring ‘Rapidigraph’ drafting pens. The ink was also made by Rotring (German).The film was ‘Rapidraw’, polyester drafting film, double matte. It takes a very fine line and doesn’t bleed. As well as house sketches, there were often floor plans and site plans ordered. Aerial sketches were ordered when the property needed an overall view. In 1956 Legacy approached the public for the first time for donations. In preparation for the appeal they compiled this list of places and functions that could be potentially used for promoting Legacy. Places such as the classes run for the children and the dental clinic. Was in a folder of documents about the history of Legacy. Appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in seperate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1950s.The documents provide an insight into the working of Legacy, especially in the 1950s. The Kew Lunatic Asylum was completed in 1871 and opened in 1872. The year 1972 marked its centenary. Over the years, members of staff at the asylum collected records, photographs, publications and plans of the asylum, later hospital. The Society has a number of important collections relating to the asylum and the Children's Cottages. These include the Dr Cliff Judge, the Irena Higgins and the Dr Fred Stamp Collections. This portrait photograph is one of a number of items donated by the family of the late Dr. Fred Stamp who was the last medical superintendent. Dr Frederick Stamp graduated from Bristol Medical School (UK) in 1968. He and his family emigrated to Australia in 1977 to Goulburn (NSW), moving to Melbourne in 1980. He became Superintendent in 1981 until the Hospital's closure in 1988. Since the donation was made, the physical item has been declared a Permanent Government Record, and has been transferred to the Public Record Office Victoria in 2020.Following their closure, the medical records of the Kew Mental Hospital and the Children's Cottages Kew were relocated to the archives of the relevant Victorian Government Department and also to the Public Records Office of Victoria. Other collections, such as the Fred Stamp Collection, were assembled by staff who worked at the hospital. The years leading up to the closure of Kew must have been fraught, and many of the items in the hospital were probably destined for hard waste disposal. Dr. Fred Stamp, the medical superintendent, kept aside or rescued a number of these items, of which this is one. Following his death, his family donated these to the Kew Historical Society. The Society recognises these items to be of lasting historical significance, essentially due to their provenance and to their rarity. Together they (and the Judge and Higgins Collections) are an invaluable aid for researchers of the treatment of psychiatric illnesses in Victoria.Dr. H. A Kew Patriotic Carnival was held in Victoria Park in 1941. The event was promoted in the Argus newspaper as: "KEW CARNIVAL - A carnival, at which more than 25 local organisations will co-operate in raising funds for Kew Patriotic Society, will be opened at Victoria Park. Kew this afternoon. The carnival will begin at 2 p.m. to-day and will continue to-morrow. There will be afternoon and evening sessions each day. Arrangements have been made for open-air dances, bicycle races, athletic events, tennis tournaments, folk dancing, miniature golf, and a shooting gallery. Flowers, sweets, cakes, and re-freshments will be sold at stalls conducted by auxiliaries, and lucky envelopes, darts competitions, spinning-wheels, and games will be among the attractions."
