Annual Report, 38th Report of the Adult Deaf and Dumb Society of Victoria 1922
The Adult Deaf and Dumb Society of Victoria, now known as Vicdeaf, (the Victorian Deaf Society), was founded in 1884 as the Victorian Society for Promoting the Spiritual and Temporal Welfare of the Adult Deaf and Dumb. The provisional committee being Mr W Bates, Mr J M Bruce, Mr J D Gowan, Mr Edwin Newbiggin, Mr C M Officer, M. L, A., and the Rev. W. Moss. The Adult Deaf and Dumb Mission's objects were: 1. To provide the means for religious worship and instruction for the adult deaf and dumb of Victoria 2. To visit the deaf and dumb in their homes, especially when sick or in distress 3. To assist the deaf and dumb of good character in obtaining suitable employment 4. To provide technical and other education for the adult and dumb 5. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. Commemorative, souvenir booklet of the visit to the RSS Mills by HRH Prince Henry, Duke of Gloucester on Saturday, 3rd November 1934. HRH stayed at 'Ercildoune' at Burrumbeet, Victoria, home of H. Alan Currie, MLC, and a merino stud containing descendents of the historic King George III flock. Album, Mary Alys Kirkland, Autographs, 1905-1922
The owner of the 'Autograph' book was Mary Alys (Gipps) Kirkland, the daughter of Richard Brook Woodthorpe Gipps (c.1872-1946). The family had migrated from Great Britain to Coorparoo, Brisbane, where most of the items in the album were created. In June 1925, The [Brisbane] Telegraph reported the wedding of Richard Gipps to Mary Alys Kirkland at Elvaston, The Righi, South Yarra. The bride, like the groom, was originally from Queensland, but at the time of her marriage lived with her parents at 21 The Righi. The album passed to their daughter Rosemary Alison (Gipps) Vaughan-Smith, and thence by donation to the collection of the Kew Historical Society. While the signatures are interesting, they are not rare. Rather it is the illustrations that dazzle with the surety of their design and execution. In the portraits, one can recognise the debt that Edwardian art and design owed to the Pre-Raphaelites whose serene and poised idealisations of women are exemplified in the drawings, albeit simplified for a new 20th century sensibility. Typical, is a very early portrait from 1906 of Mary Alys Kirkland by a 20-year-old Garnet Agnew (1886-1951). Agnew later became an illustrator for The Brisbane Courier and The Queenslander Illustrated Weekly, creating cover illustrations for these publications between 1926 and 1930. Another pen and ink portrait of Mary Alys Kirkland was created in 1910 by Augusta Frances Isabel Hobday (1884-1961). Augusta, with her brother and sister, Percy Stanhope Hobday and Gladys Hobday, were artists and teachers. Each was involved for many years in the Queensland Art Society. While the album has historic, aesthetic and social significance to Brisbane’s history, as a document, its preoccupations have a wider Australian relevance and importance. Compiled between 1905 and 1922, the 'Autograph' book has considerable aesthetic coherence, even though drawings and text are by different hands. Together, it provides a vivid depiction of social life and values in Brisbane in the period preceding the First World War. Like other autograph albums of the period, it is a compilation of pen and ink sketches, watercolours, quotations, poems, aphorisms and signatures. Most entries are from Queensland, particularly Coorparoo in Brisbane; friends and acquaintances from other Australian States also contributed items. The autograph album predictably contains numerous mementoes of the notable and the forgotten. It includes the signatures of the British contralto Dame Clara Butt (1872-1936) her husband, the baritone R. H. The photograph in the Kew collection is undated and only three of the personnel identified. Based on information provided by Geoffrey Stephens, it is now possible to identify those present. The names above have been verified through magnification but should be validated through research.A rare and historically significant photograph of the staff of the Kew Asylum in front of the main administration building. The photograph is one of a pair donated to the Kew Historical Society by Frances Dorothea Van Brummelen (1931-2011) in 1994. Following her graduation as a social worker, Fran Van Brummelen joined the staff of Kew Cottages in 1969, and became senior social worker there in 1971. She remained at the cottages until she retired in 1994. Earlier, In 1987, with psychiatrist Cliff Judge, she founded the Kew Cottages Historical Society becoming its president. In 2002, the pair collaborated on the book Kew Cottages: The World of Dolly Stainer, which was later commended in the Victorian Community History Awards. Functional object - Anchor, Henry P Parkes & Co, 1885 - 1904
In about 1820 Henry Pershouse Parkes, from Dudley, established the Tipton Green Chain and Anchor Works (Staffordshire). The firm’s products included cables, chains, anchors and all kinds of forgings. In 1851 some tests were carried out on the company’s chains to demonstrate the tensile strength and fibrous toughness of the iron used in their production. The iron used on this occasion was supplied by Summer Hill Iron Works. Some of the chains were exhibited at the Great Exhibition in 1851 and also at the 1855 French Exhibition in Paris, where they won a prize medal. Henry Pershouse Parkes died in 1867 and appears to have been succeeded by his son, who had the same name. In 1867 the firm produced the largest anchor in the world, at that time. It was built for Brunel’s S. S. Great Eastern to the patented design of Joseph Beterley, of Liverpool. The anchor, which weighed eight tons was twenty six and a half feet long and cast from iron supplied by Bloomfield Iron Works. It was tested at Tipton Proving House and found to be able to stand a strain of 100 tons. Henry Pershouse Parkes junior went into partnership with Alexander Stewart Ross to form Henry P. Parkes and Ross. The partnership came to an end in 1885 and the company became Henry P. Parkes & Company. In 1904 the business was sold and became H. P. Parkes and Company, under the control of N. Hingley & Sons Limited, of Netherton. In 1944 the company’s name was changed to Richard Sykes and Son Limited, then in 1947 it became H. P. Parkes & Company Limited. The business went into liquidation in 1966.The item is significant as an early example of a well known prize winning British anchor and chain maker from the mid 19th century. The company name on the anchor indicate the period of manufacture making it a significant item prized today by collectors.Anchor 5 pronged metal with loop at bottom to attach anti-snag rope. Daughter of George Temple and Mary McAuslane of Castlemaine, Hilda married James Kerr in 1893 and lived at Lincluden, Raymond Street, Orbost. Her husband was a Scot who had come to Australia as a ship's doctor and practised in NSW before visiting Orbost on a government vaccination programme. He liked Orbost and returned there, its first doctor, until his death in 1928. Hilda was sometimes referred to as 'Mrs Dr Kerr.' She and her sisters Mabel Stewart Temple and Margaret Ferrie Temple were all talented writers and musicians.This book is an example of the talent of Hilda Temple Kerr. Hilda Temple Kerr (1874-1956) grew up in Orbost. She was very talented and published several books. It is reflective of the style of poetry in the early 19th century. A small green covered book of children's poetry. The title is in gold print within a small frame above a stylised gold flower. Below in gold print - "Hilda C. Temple Kerr" and "Illustrated by Mr H. The Temple sisters Hilda Temple Kerr (1874-1956) and Mabel Stewart Temple (1871-1892) also grew up in Orbost. This joint book of their verse entitled Australian Poetry was published in 1905.
