Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" Copy of an article from the Bendigo Weekly 30/12/1999 Discover Bendigo by James Lerk titled John Emery and His Associates. John Emery was a tailor who had a business in Raywood. He moved to Bendigo where he set up his business as a tailor, draper and clothing mercer at the corner of Pall Mall and Mitchell Street. The shop was close to the Beehive Exchange, where he invested in the quartz mining companies. He took on a partner, T S Gibson, who was a clothier. Emery was involved in the Bendigo Bowling Club and St Paul's Church. Later he travelled and became a collector of curios. He donated sculptures to the Bendigo Art Gallery and loaned a number of paintings. The book was used by Peter Evans (born 1927) to record notes during classes in the Wool Classing course at Gordon Institute, 1939-1944. Mr Evans was from Hamilton, Victoria, where he continued the family business of wool and sheepskin trading. The book was a gift to Dr Grahame Abbott from the inherited estate of Peter Evans in consideration of his experience in the wool industry over 35 years at the CSIRO Wool Laboratories at Belmont.A bound cash book with a cardboard cover and maroon cotton binding. James Moore and Sons had a timber and saw mill at City Rd., South Melbourne. They employed over 600 men with a wide range of skills, turning out milled timber for building, household items and other cabinetry, the wooden bodies of trams and even what is believed to be the first commercially produced airplane propeller. The site also included a nail making factory. These goods were sold throughout the state before the company went into voluntary liquidation in 1935. James Louis Moore was born in Ireland 12/8/1843 and died in London 3/2/1913 before his body was returned to Melbourne for burial in the family vault in April 1913. The business continued under his sons Walter, Louis and Arthur. In 1867 J.H. Abbott established the New Times Boot Market & Factory in Pall Mall, Sandhurst. In 1867, his wife Anne took over running the shop which was located next to the Bendigo Arcade near Williamson Street and was successful in creating a successful business. In 1876, the leather business of T. Baulderstone was purchased, and operations were further expanded later by the acquisition of the Edinburgh Tannery at Sheepwash Creek, and The Edinburgh Leather & Grindery warehouse in Bull Street, Sandhurst. In 1889, Joseph Abbott passed all interests in the business to his son, who shared the same name, in partnership with an adopted son, Richard Hartley Smith Abbott. The business continued trading under the name J. H. Abbott & Co. A number of branches of the business had been established in the early 1900s. In 1959 the Pall Mall business relocated to 291 Hargreaves Street. The whole business was soon after consolidated and conducted from the Market Square branch (Lyttleton Terrace) as the Abbott Supply Company. Harold Abbott, the last of the family to work in the business, died in 1979. In 1980 the business shifted to a new purpose-built store and warehouse on the corner of Abel & Deborah Streets, Bendigo. Sandhurst Trustees administered the business from 1979 until its sale in 1986. The Bendigo School of Mines was opened in 1873 following the first report of the Technological Commission in 1869 which recommended the establishment of schools of design and science to meet the scientific and technical needs of the mining industry on the local gold fields. Initially mining, chemistry, geology, metallurgy and art were taught while a separate school of design was established in c. 1870 but incorporated into the School of Mines around 1883 when it was renamed as the School of Mines and Industry. In 1904 The Mechanics Institute was liquidated and its assets and buildings acquired by the School of Mines. Around 1907 a Junior Technical School commenced to operate at the School of Mines and Industry but ceased operating in 1961 with that function being transferred to the White Hills and Kangaroo Flat Technical Schools. The Bendigo School of Mines and Industry became known as the Bendigo Technical College from the 1st July 1959. It operated under that name until February 1967 when it became the Bendigo Institute of Technology (B.I.T.). Construction work commenced in c.1965 which saw the Institute progressively re-locate to new buildings at Flora Hill. Barkly Hyett was a leading Bendigo solicitor and solicitor to the Bendigo City Council for 45 years prior to his death in 1935. Like many men with money of this era he served on local boards such as the Bendigo Base Hospital, Bendigo Y.M.C.A. Bendigo Law Association, South Bendigo Bowling Club and St Andrew's Presbyterian Church. He was also associated with mining companies and financial institutions. His son Alan joined his business in 1914 but died during WW1 after which time his younger son Rex joined and his name appears on this receipt alongside his fathers. Benjamin Bolton and his two eldest sons, William and Arthur, began a printing business known as Bolton & Sons on March 25, 1885. The location of the original printing business was in High Street, Bendigo but later moved to Williamson Street where the business underwent a name change to Bolton Bros and expanded into manufacturing paper bags and other stationery lines. In 1902, Bolton Bros moved to 43 Mitchell Street which housed the retail stationery department and the main office, while the printing factory was on the second and third floors. Next door at 47 Mitchell Street the wholesale division and machine service department operated. William and Arthur Bolton and their sons travelled throughout central and northern Victoria selling their own products and representing other companies. Bolton Bros continue to trade today with fifth generation family ownership continuing the tradition.
