.1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. It is possible the game was between Product Construction Squadron and Data Acquisition Squadron, as it is apparent there are a mixture of Officers, WOs SGTs, CPLs and SPRs in each of the two teams. It is unlikely it was against another unit as it seems the CO LTCOL Duncan Burns and his counterpart are involved in the coin toss, and neither was wearing football boots. Many soldiers travelled to Vietnam on Qantas charter airlines, which stopped for refuelling in either Hong Kong or Singapore. Because these countries were neutral, Australia had an agreement with their governments that our soldiers would not wear full uniform while there. So, soldiers were issued with multi-coloured 100% cotton shirts to be worn during the stopovers. In the post-war era from 1947 to the mid-1980s, the Forests Commission sponsored Australia's only military sawmilling unit, the 91 Forestry Squadron. It was a special reserve unit of the Royal Australian Engineers (RAE). Established and commanded by Commission forester and WW2 veteran, Major Ben Benallack, the "Woodpeckers" as they were known comprised a small pool of specialised soldiers capable of rapid mobilisation in the event of need. Several other Victorian departments such as the State Electricity Commission (SEC) did the same thing who supported a construction squadron based at Newborough in the Latrobe Valley. The scheme created a very active and capable part-time military group that completed many worthy projects across the State. Cpl. Ronald Warren Ellis, EM (VX502517) was born in Brunswick in 1927. His family moved to Lara when he was young, and his schooling took place at the Lara State School. After finishing his education, Ron took up employment at Sims Coopers in Corio. Ron was enlisted in the second AIF at Melbourne, and posted to the 3rd Recruit Training Battalion at Greta west of Newcastle, NSW. After 3 months training, he was sent to the Service Corps Training Centre for driver and maintenance training in Ingleburn, south of Sydney. When this course was completed, Ron was posted to the Australian Army Service Corps as a driver motor vehicle with the 2nd AIF. Rons service with the AIF lasted 425 days, when he was then transferred to the Interim Army for a further 309 days. The duration of his service was in NSW. Ron was discharged from the Army in Melbourne on the 4th of May 1948. In 1957, Ron enlisted in the CMF and served with 22nd Construction Squadron for 17 years with the last 5 as a Corporal, and was awarded the Efficiency Medal for long service and good conduct.Brown canvas booklet that is folded into three. This set of 23 photographs were taken at the Corps Day Parade held at the Army Survey Regiment, Bendigo on the 1st of July 1995. This occasion was to commemorate the 80th anniversary of the formation of the Royal Australian Survey Corps. The Parade Commander was CO LTCOL Duncan Burns, and the Reviewing Officer was the Deputy Chief of the Defence Force MAJGEN G.D. Carter AM. Also in attendance was his MA MAJ M.D. Bornholt AM and the COL COMDT of the Royal Australian Survey Corps COL Don Swiney MBE. On this occasion the Reviewing Officer presented the Defence Force Service Medal to SGT Graham Hales and SPR Ken Labouchardiere for 15 years of efficient remunerated service in the Australian Army. SSGT Russ Mollenhauer received the Defence Force Service Medal clasp in recognition of 20 years of service. Operation Hammersley , 10 February until 9 March 1970, was undertaken by a combined force of: C Company, 8th Battalion, the Royal Australian Regiment (8RAR); armoured personnel carriers from 3 Cavalry Regiment; tanks from 1 Armoured Regiment; sappers from the Royal Australian Engineers; a mortar section from 8RAR’s Support Company; air support, and even a Navy destroyer off-shore to provide gunfire support. The operation aimed to protect 17 Construction Squadron, Royal Australian Engineers, at a quarry in the western foothills of the Long Hai hills. The Long Hai hills were a stronghold for the Viet Cong, who used the caves there as a bunker complex and had planted many landmines and booby traps in the area. Over two fierce weeks, 8 RAR carried out patrols and conducted ambushes, engaging VC troops and eventually capturing the bunker system. However, it was a costly campaign. In total, over 70 Australians were killed or wounded during the operation. The worst day for mine casualties in Australia's war in Vietnam occurred on 28 February 1970. It became known as 'Black Saturday". Nine members of 8RAR were killed and 29 wounded. This item is the Order of Service from the memorial service held at Nui Dat on 3 April 1970 to honour those killed at Long Hai. It was issued to the donor, National Serviceman G G Ravenscroft, who was serving in 1 Platoon, A Company 8RAR during Operation Hammersley, and received a minor shrapnel wound on Black Saturday.Two typed A-4 pages that have been folded into booklet, now flattened and framed. This is a set of 18 photographs of contractors preparing the foundations for the construction of Lithographic Squadron’s new Printing Building at Fortuna, Bendigo on the 2nd of October 1987. The building was purpose built to house a new computer-controlled Heidelberg Speedmaster 102 five colour lithographic offset Printing Press. The print room was named Wayzgoose Hall after a medieval printing house festival. Wayzgoose Hall and the Speedmaster Press printing capability was commissioned by the Commander of the 3rd Military District BRIG P. Davies AM, ADC on Wednesday 27th June 1990. This is a set of 16 photographs of a visit to the Army Survey Regiment, Fortuna, Bendigo by the Commander 3rd Military District BRIG P. Davies AM, ADC on the 23rd and 24th of October 1989. In this set BRIG P. Davies AM, ADC was taken on a tour through the orthophoto production area. In photos .1P to .3P and .6P BRIG P. Davies AM, ADC presented a productivity award to CO LTCOL John Winzar in Fortuna’s Ballroom. LTCOL Winzar was the CO of the Army Survey Regiment from 1987 to 1989. The WILD OR1 orthophoto projector and workstation featuring in photos .7P to.10P and .12P to .14P was introduced in the mid-1980s. It was the second-generation equipment used to orthorectify colour and monochrome film aerial photography, replacing the system introduced in 1973. This set of 30 photographs of the Army Survey Regiment’s Fortuna Villa and surrounding facilities was taken circa 1985. The photos feature much of Fortuna’s exterior and most of the out-buildings spread over the property’s fifteen acres of grounds. After Defence took possession of Fortuna in 1942, the Q-store and engineering workshops were added during the wartime period. Soldiers were accommodated in tents during WW2 for 20 years next to the parade ground before the construction of accommodation buildings in 1962. In 1990 most of the weatherboard buildings in the Q-store area were replaced. A climate-controlled building was also constructed to house a map library and digital data media. This photo set also includes the exterior of Air Survey Squadron’s Building 16 and two modular buildings -16A and 16B that were added in the early 1980s to accommodate map production and technical services.
