The Evelyn Observer and Bourke East Record reported on April 28, 1916 on the Red Cross Carnival at Panton Hill. “The Red Cross Carnival in aid of local Patriotic Funds' held on the Panton Hill Recreation Reserve on Easter Saturday, sand instant, proved a gratifying success, so much so that £70 was netted on the occasion…. The fancy dress procession, although not as lengthy as the previous one for the Belgium Carnival, lost nothing of its effectiveness, and those who helped In this part of the entertainment de: serve the very best thanks. The prize for the best decorated vehicle (which was kindly provided by Mr. Wm. Smith) was awarded to Miss Goldman's bevy of young ladies representing the "Allies." Arbor Day was once a big celebration, especially celebrated in schools usually acknowledged on the last Friday of April. The second St Mary's Catholic Church Eltham was located at the corner of Main Road and Henry Street, Eltham and was opened/blessed October 13, 1912. The wooden church was built to replace an earlier brick church also known as St Mary's (1865-1912), which had been situated on the main road near present day Wingrove Park. The church and land cost £1,400 (Evelyn Observer). The wooden church was destroyed by fire in 1961. This modern (1960s) style church was built to replace the destoyed St Mary's and was called Our Lady of Help Christians. With the arrival of the railway in 1901 and the town centre moving closer to the station, the decision was made to relocate the site of the church to its present-day location on Henry Street at the corner of Main Road. A new timber weatherboard church, also called St Mary's was erected and blessed on October 13, 1912. The church and land cost £1,400 (Evelyn Observer). The original brick church was demolished in the 1920s and the bricks and windows were recycled to build a dairy on the Brinkkotter farm at Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. In 1872 Senior Constable Myles Lyons replaced Peter Lawlor at Eltham Police Station. Earlier in his career, he had taken part in a search (one of many) for missing explorers Burke and Wills. At Eltham, his arrests ranged from minor instances of theft, vandalism and larrikinism to serious cases of manslaughter, murder and attempted suicide. He even tracked down and arrested two Norwegian seamen charged with desertion from their vessel. While conveying a prisoner from Eltham to Melbourne in 1886, he was attacked by the prisoner en route. It seems that much of the local news in the Evelyn Observer was provided by Eltham Shire Secretary C.S. Wingrove. In 1878, Eltham residents held an “Indignation Meeting” at the Evelyn Hotel, complaining that the reporting had denigrated Lyons’ conduct and had stigmatised the character of Eltham’s inhabitants. They passed a resolution castigating Wingrove and supporting Lyons. Wingrove claimed to have been misconstrued. But in 1887 the Evelyn Observer carried a long ranting vitriolic editorial. It complained about inadequate policing generally, then attacked Lyons personally, saying that (although efficient in the past) he had now become incompetent and needed to be replaced by a younger more energetic man. Myles Lyons retired due to ill health in 1889 but remained in Eltham until his death in 1899. He is buried in Eltham Cemetery with his wife Flora and five of their children. Four sons moved to Western Australia where two were killed in unconnected railway accidents. Old Bridge on Main Hurstbridge road in Diamond Creek township crossing the Diamond Creek. The bridge opened in April 1898. The RACV Volunteer Motor Corps service during World War One was the reason the organisation was granted its Royal prefix. Automobile Club of Victoria members volunteered their time and vehicles to collect returning soldiers and nurses from ships at Princes Pier, Port Melbourne. Trips were also often arranged for convalescing soldiers to country areas for picnics and to “revive spirits”. The soldiers were also picked up from the Austin Hospital in Heidelberg and Mont Park Military Hospital in Macleod. Queenstown (St Andrews) was a common picnic spot. The Evelyn Observer reported on June 9. 1916 "Some 75 returned soldiers visited Queenstown on Sunday, 28th ult., and were hospitably entertained by local residents who had provided refreshments sufficient for 150. Mr. Milne in an appropriate speech welcomed the soldiers, and Mr. Robison suitably responded.” The photo was reproduced page 108 of “The Diamond Valley Story" by Diane H. Devils' Bank was situated some two miles from Eltham. It is probably the section along the Yarra River where there are a series of rapids stretching past Petty's Orchard to Griffiths Park and the confluence with the Diamond Creek. Only three properties existed in this area in 1945 aerial maps, Worlingworth and the adjoining property on the bank of the Diamond Creek in Banoon Road and No. 2 Kent Hughes Road. Devils' Bank. The death of Ann Edwards, 77 years, an old resident of the district was reported who lived in an old hut at Devil's Bank who had been found dead in her bed on 13 May 1897 FOUND DEAD IN BED. Although the photo is marked ”Lady Premiers”, this is not a typical formal sports group pose, with only two women identified as holding racquets. 33 individuals, including men and children and one dog pose for the camera, the majority of whom are not dressed to play tennis. The court shows clear markings for tennis and a flag is flying in the background. The photograph is taken from inside the wire enclosure. There are mature gum trees in the background. The tennis court was situated in Eltham South at Bremner’s Flats (near present day Wingrove Park). Cross Ref SEPP_0720 which is at an earlier level of development. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. The meeting was large and representative. Twenty members were enrolled, and eight more have since been added. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. After several sets had been contested an adjournment was made for tea provided by the members and nicely laid out under the shade of the trees. Afterwards, sets were again formed and the game was proceeded with in a lively spirit till nearly dark, when all dispersed having thoroughly enjoyed themselves during the afternoon. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). His occupation is often listed as a farmer but he built a number of important buildings between the late 1860’s and the 1880’s. Those remaining include Shillinglaw Cottage, St. Margaret’s Church, Uniting church (formerly Methodist Church) and House at 84 Pitt Street, Eltham. One of the oldest inhabitants of Eltham passed away during the early hours of Saturday last in the person of Mrs Mary Ann Stebbings. Her residence here covered a period of some-what over 50 years. She had been a widow for some time, her husband, the late Mr. Geo. Stebbings, having pre-deceased her some fourteen or fifteen years. During the later years of her life, she had resided with her niece, Mrs. Wm. Williams. She lived a very retired life and is said to have owned a considerable amount of property, local and suburban, at the time of her death, at the age of 82 years. She was interred at Diamond Creek on Sunday, 7th inst. Local Cemetery Excursion Sunday 27 May 1990 departed Eltham Shire Office at 9.30am and finish mid afternoon. Visits to Eltham , Kangaroo Ground, Queenstown (Smiths Gully), Nillumbik (Diamond Creek), St Katherines (St Helena) Hurst family graves at Hurstbridge and a little known early cemetery at Greensborough. Attended by 20 members. In each case we were introduced to the cemetery with a brief talk. At Eltham, Frank Burgoyne gave us the benefit of his knowledge as a member of the cemetery trust and at Kangaroo Ground, Bruce Ness spoke in a similar capacity. The lunch stop was at Hurstbridge where we visited the Hurst family graves. The President of Nillumbik Historical Society, Jock Ryan, joined us at the Nillumbik (Diamond Creek) cemetery. The September 5, 1912 issue of Table Talk celebrated "Wattle Day" where new plantings are made of the national flower and featured images from both Melbourne as well as the first excursion to Hurstbridge. Situated on the west side of Main Road, near corner of Bridge Street. Note the horse tethering posts out front. Miss Harriet (Minnie) Williams's Cash Drapery Mart (est. 1902 and enlarged in 1906), also known as Eltham House. Harriet (Minnie) Williams was born London, 1857, the daughter of George John Williams (1812-1895) and Jane Mansfield (1812-1895). In September 1885 she was operating Williams’s Drapery Establishment in premises on Main Road owned by R. Wallis who advertised them to let in September 1885. In 1902 she opened Williams’s Cash Drapery Mart at the southwest corner of Bridge Street and Main Road (opposite the Post Office), owned by W.J. Taylor. In 1906 she bought the premises and one quarter acre of land and expanded the business with a re-opening in April 1906. Harriet was also well-known and esteemed as an active worker in Methodist circles and also Superintendent of the Sunday School. Harriet fell ill in August 1907 and died 15 August. She is buried in Eltham Cemetery with her good friend Ada Ford. For over three years Miss Williams has carried on a drapery business in very small and inconvenient premises opposite the Eltham post-office. Recently she bought the building and a quarter-acre of land from Mr. W. J. Taylor. Thus having a free hand, she at once matured plans to enlarge and improve the premises to make them suitable for her growing business. The result being that she consulted Mr Roach, contractor, of Heidelberg, put the matter in his hands, and now he has completed in a very satisfactory manner and up-to-date style extensive improvements. A large addition, of very neat and attractive design, with three large windows, has been built right along the front of the old building, and the counters and inside fittings are very neat and convenient, harmonizing well with the attractive outside appearance. Miss Williams has now got in a large now stock of goods, and is making extensive arrangements for a “reopening week," commencing 2nd April, during which time she will make 10 per cent reduction on all cash purchases in the form of gifts of that value. Miss Williams has gone to considerable expense and liability both, in the enlargement and improvement of the premises and in purchasing additional stock. We therefore trust that the public will stand by her by heartily and en masse patronizing her re-opening effort to show their appreciation of pluck in this advance movement.The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. The photographs are a reminder of the rural nature of Research and Eltham and its rich heritage. The Panton Hill Primary School building, which has served the community since 1889, was not the area's first. Kingston School (an early name for Panton Hill) opened in May 1865. This was replaced in 1871 when the Panton Hill School number 1134 opened and in 1874 the school moved to its current location [September 2023] where many additions and renovations have taken place to meet the needs of local children in the 21st century. In 1871 Henry Edelman opened a Common School in a paling-clad hut, replacing the Kingstown No 786 school. The two-acre (0.8ha) site of crown land had previously been held under Miners Right. In 1875 the Education Department bought a building on the main road for State School No 1134, for £200 and remodelled it as a school.4 Panton Hill had as one of its teachers, Frank Tate, who was to become one of Victoria’s most influential educational reformers. It was his first school, when he began teaching on January 22, 1884, as a 20 year old.5 The following month Robert J Harris was appointed to the school and remained as head teacher until his death in 1887. His son R C Harris was apprenticed to Mr Rossiter, editor of the first local paper. The Evelyn Observer, first published in 1873. Harris later bought the newspaper which remained a family business until the 1920s. J Hughes of Cherry Tree Road succeeded Harris as teacher at Panton Hill and sold his land for the school site. Though now unrecognisable, the school building includes the classroom of the last Smiths Gully State School No 1737, which was built in 1882, and moved to Panton Hill in 1894. From 1922 each school day began with the ringing of the bell, which is still in its stand, and is an unusually old memorial of this kind. To accommodate the growing population, the building was remodelled, with additions in 1923 and classrooms were added in 1955, 1963 and 1970. The former teacher’s residence is the only surviving 19th century dwelling in the centre of Panton Hill, and is now used as part of the school. The residence was originally rectangular but is now L-shaped. Similar weatherboard State School buildings in the shire from this period are the Kangaroo Ground and the St Andrews Primary Schools. All were standard Education Department/Public Works Department designs.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven.
