This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph of the ground floor of the E.J. Professor Battersby is a graduate with first class honours from the University of New South Wales and recipient of a Commonwealth Fellowship. He was awarded his PHD in the field of Sociology from the University of Waikato, New Zealand. Professor Battersby has been the recipient of numerous academic awards, including Commonwealth Relations Trust, and the Australian-Japan Foundation. He has been a Visiting Professor at universities in a number of countries and undertaken consultancies for UNESCO, OECD and a number of government agencies. Professor David Battersby was the Head of the Albury Wodonga Campus from 2000 to December 2003 and was also the Deputy Vice-Chancellor of Charles Sturt University until 2006, when he took up his appointment at the University of Ballarat. Charles Sturt University has named its annual prize for leadership and good citizenship within the student body, in honour of Professor Battersby. For services to Tertiary Education as a Senior Academic and Administrator, Professor Battersby received the Order of Australia Medal in July 2015. Professor Battersby has served as a member of the Board of IDP Education Ltd, he recently stepped down as the Chair of Education Australia Limited. He is a Founding Chair of Regional Universities Network and Founding Chair of the Museum of Australian Democracy at Eureka. It was created on behalf of the Government of New South Wales. January 1st, 1901, is the official date of Australia's Federation. There is no recipient's name on the invitation. The illustrations on the invitation represent the Federation of Australian States, with their historic symbols carried on the sailing ship, representing the colonisation of Australia. The 'rising sun' possibly represents the rising of the young Australia. The Sough Australian symbol appears to be the historic seal of South Australia, depicting Britania meeting an Australian Aboriginal seated on the beach. The symbol was replaced in 1904. The Victorian symbol of a crown above the Southern Cross appears on the flag at the back of the ship, with a crown and the Southern Cross beside each other. The invitation was originally framed by G.U. Petterd, a picture framer and plush worker in Warrnambool, Victoria.The invitation holds great significance, representing a point in Australia's history when the British Colony became an independent nation, with the states uniting under a Federal government. The symbols on the invitation represent those used by each state at the time, many of which have evolved and changed since that time. The decorative and careful creation of the certificate represents the importance placed on the celebrations.Invitation; rectangular page printed in colour with text and illustrations, and attached to cardboard. The document has a floral border with a symbol in each corner. The illustration includes a wooden sailing ship with six figures with long fair hair wearing white robes, and holding six flags or symbols. The mast holds a swallow-tailed banner showing a flag and text. The invitation is from the Government of New South Wales, for the recipient to attend the inaugural celebrations in Sydney on 1st January 1901, for the official date of the Federation of Australia. There is a purple oval stamp on the revers with inscriptions. The picture was originally framed by G.U. Petterd, WarrnamboolSTAMP: "G.U. In October 1986, Victorian nurses began their longest strike after the failure of repeated talks with the health minister David White who was committed to reducing the classification and pay of almost half of Victoria’s nurses. Skeleton staff were left in the wards while picket lines, tents and caravans were set up outside hospitals in both metropolitan and regional Victoria. After 50 days of industrial action, Victorian nurses voted to return to work on 20 December 1986. The Royal Australian Nursing Federation (RANF) became the Australian Nursing Federation in 1989, suggesting that this button is from the late 1980s.
